This seems to be a common theme in a lot of wuxia style novels or vrmmo stories where there’s always a higher peak. I’m assuming it’s so they can keep writing as long as possible for support/possible monetary gains.

Even not wuxia almost every shounen show or other long books focused on getting stronger and fighting have this peam after peak. For example dragonball: "You've defeated Frieza and attained SSJ that is spolen about in legends? POG. Now fight Cell. You've defeated Cell? Now fight Majin buu/beerus and so on.
