It truly does seem like a 'harem', but does it have romance in it?
It's all one sided romance really as he only ever sleeps with 1 woman. The rest all basically fall in love with him but he sees them as students so doesn't accept any of them. I'd still label it as harem but technically I guess it's not?

That still harem, the worse kind, like the japanese harem where in the end the mc only choose one of the girl, leaving the rest.

Meh, Japanese harem is still worse imo. Dense MC who doesn't realize most of the women like him or is much too wishy washy to ever make a move. This MC at least knows they like him and is not making a move because he thinks it's inappropriate. I know its similar results but still a bit better I think.
