Well, it was said that the Bully Society was one of the ways to aquire powers. This dude was a former District Leader, which I think there were only 24 of them so him having a small power also makes sense, in fact it wouldnt make sense if he didnt have at least something. He's literally the perfect "next step" in fights to introduce powers. He's not meant to be an early encounter but our MC has a different starting point than the game.

Lol kind of I guess. It's a different mindset. I can't be bothered with pennies personally and leave them in tip jars or wherever. For the MC, he is a truly powerful person who can basically get whatever he wants with little effort. Money is useful but he can get as much as he wants with little effort. Either by force or just passing on another worlds knowledge for patent money.
