As the stern-faced Monkey D. Dragon pushed the door open and entered, the old man behind the marshal's desk, engrossed in handling documents, looked up.
This elderly man, with a robust build, broad chest, and tawny skin, seemed like an impregnable fortress once he took a seat there, immovable and insurmountable!
Navy Marshal: Steel Bone Kū.
"Don't always wear such a serious expression."
Marshal Kū had snow-white hair that shot up to the sky and a beard shaped like an upside-down "山" character. A hint of a smile appeared on his steel-cast face as he waved to Dragon.
"Learn from your father; keeping a smiling face is the secret to staying healthy... but, no stealing my snacks."

"Marshal Kū,"
Unlike the seemingly mischievous Monkey D. Cap, Monkey D. Dragon's personality was always serious and solemn.
"This is the intelligence from the North Sea," Dragon reported seriously, handing over the information in his hand to the navy marshal.
"Vinsmoke has initiated a war that has affected the entire North Sea, causing hundreds of thousands of casualties! We must stop such a thing from happening. Please allow me to go to the North Sea and end this turmoil!"
"Hmm... Vinsmoke Judge?"

"Based on the information returned by our undercover operatives, the massive fleet of Golden Lion Shiki has already blocked the Roger Pirates in the 'Edd War Sea,' attempting to capture them."
"If Golden Lion succeeds, we might be facing a second 'Rox Pirates'!"
Golden Lion, Roger, Rayleigh, Barrett...
These were top-tier powerhouses with bounties exceeding a billion. Combine that with Roger Pirates' numerous skilled pirates each exceeding a hundred million in bounty, and the vast fleet of the Golden Lion Pirates.
If these two factions joined forces, the Navy would soon face an enormous threat!

Having said that, the man known as "Steel Bone" Kū let out a sigh, his tone softened as he explained to the future pillar of the Navy before him:
"What the Vinsmoke family is attacking are 'non-allied nations.'"
"'Non-allied nations' neither pay the 'Heavenly Gold' to the World Government nor allow our Navy to establish bases in their waters. Therefore, we are not obligated, nor responsible, for helping them fend off attacks from the Vinsmoke family."
"Meanwhile, the Vinsmoke family has presented a significant amount of Beli, goods, and women to the Celestial Dragons... the World Government. So, you should understand my point."
In simple terms, whether non-allied nations live or die is of no concern to the Navy, as long as it doesn't involve their Beli!
"And what about this?"
In response to Marshal Kū's explanation, the serious Dragon raised his hand, pointing to the plaque hanging behind the marshal with two spirited characters:
Justice!
"Can we just turn a blind eye to the 'justice' we carry?"
Dragon wasn't confused; he understood the consequences of the Golden Lion and Roger Pirates joining forces.
However, the marshal before him had plainly stated that no one would go to the North Sea, while under the attack of the Vinsmoke family, thousands of civilians were disappearing every day.
"Justice, huh,"
Glancing back at the plaque behind him, the robust Kū chuckled.
"Alright, Rear Admiral Dragon."
"I'll talk to you about 'justice.'"
"A great person once said, 'To only discuss justice while avoiding taking a stance is acting like a scoundrel.'"
With that, Marshal Kū set aside his work and, for a rare moment, leaned back in his chair.
"Survival of the fittest is the essence of life."
"Wolves preying on sheep—this is 'justice' to the wolf. Sheep resisting the wolf's predation—this is the so-called 'justice' to the sheep."
"The wolf that can catch the sheep becomes a 'hero' in the wolf pack."
"The sheep that can topple the wolf becomes a 'hero' in the sheep flock."
"The Navy is the World Government's enforcement agency. We need to maintain the stability and safety of the 175 member nations of the world. Those who excel at this are 'heroes' of our Navy."
If a wolf assists sheep in resisting other wolves, that's a complete traitor. If sheep help a wolf capture other sheep, they're also unequivocal traitors!
"Rear Admiral Dragon, understand your stance."
"No one in this world can help everyone, and no one can give without expecting something in return. That's not human; that's the sun!"

The side door beside the marshal's office opened, and a man entered, munching on snacks.
He was a tall, broad-chested, muscular middle-aged man with a scar above his left eye. His short black hair was as sharp as steel needles.
Navy "hero," Monkey D. Garp!
"Dragon is my son, after all! Hahaha~~"
"And you're laughing?"
Kū, with a headache, rubbed the wrinkles on his forehead.
"Dragon has already expressed dissatisfaction with many of the Navy's policies before. By letting the entire North Sea be attacked and ravaged by the Vinsmoke family this time... I have a feeling that we'll lose a Navy vice admiral."
"Hahaha, I have the same feeling."
In response, Garp only laughed heartily.
"With Dragon's temperament, he'll probably head to the North Sea on his own after returning..."

Facing his old friend Garp, who looked so "weak," Kū sighed again, feeling that being a marshal was more exhausting than he thought.
"You and Trafalgar watch over the Golden Lion and Roger; don't let them cause any trouble."
Having said that, the exasperated Marshal Kū stood up. He snatched the snack bag from garp's hand, viciously grabbed a celestial sea bream, and tossed it into his mouth.

In the center of the labyrinthine crisscRosinanteng crevices, Rosinante sheathed his third-generation Meito sword.
Through his battles with the opponent, Rosinante had learned a lot. He believed that it wouldn't be long before he could reach the realm of "Sword Master" with his own strength.

Rosinante disliked meaningless battles and killings, but at this point in time, cooperating with the Vinsmoke family in the North Sea was the wisest choice. That was his sense of justice.
