How to build an empire 

After Felix understood how costly it would be to lay down the array, and build the empire, as well as how long it would take for them to be ready, he didn't laze around but started to work.

He first had Evangeline make an estimate on the total amount of resources and riches obtained as the tax by his Spirit Empire.

Once Evangeline gave her report, Hanabi estimates that the money was enough to completely finish the Heavenly Reay of Yin and Yang, and let them work on building the city without any worries for two years.

Given how this was the tax accrued over the past eight years, Hanabi estimated that after two years, the tax earned by the Spirit Empire every year would be enough to sustain all of the expenditure.

Because more than 80% of the money which Evangeline had brought back with her was needed to build just the array.

So, once the array was finished, there wouldn't be any more troubles in constructing the city.

With the problem of finance cleared, the next point of the question was regarding the manpower needed.

Other than requiring a great amount of money, the number of people needed to work on constructing the array and city was huge as well.

Originally this wouldn't have been a problem, since the Dao Realm is filled with countless individuals who would do any work for money.

But, the problem was that Felix only wanted to employ females to do the job. The same females who would very rarely perform such tasks.

Luckily Felix had the solution for this, and it was using the same Land of Gods as bait.

Calling Sarah who probably had the most connections all over the Dao Realm, Felix said, "There's something I want you to do for me."

"What is it?"

"I want you to one way or the other spread the fact that I'm looking for workers to build my Empire on the Land of Gods, and those who are willing to work can enjoy the benefits available from the land, as well as daily guaranteed salary. And the only requirement is that the workers need to be female."

Rolling her eyes at Felix who seemed to always be saying, women this, women that, Sarah nodded her head and left to get it done.

"Also try and find me a group of women who have experience in designing cities, as well as building them."

"Fine."

Not turning back Sarah only waved her hand at him and left since she knew such a group. After all, she herself had employed a group of women to build her residence in the Ethereal Dao College.

Don't know if it was due to how well Sarah announced and spread the information, or due to the enticing affect the Land of Gods had, or maybe it was both, but starting the next day, a few hundred thousand women of all statuses showed up to work.

While most of them came to work and enjoy the Land of Gods in exchange, there were even a few women who came with hidden intentions to try and get close to the mysterious boy who was behind all of this.

After all being able to rule over the Land of Gods singlehandedly, while having a Kun Peng and a Nine Tailed Fox under his control, it was guaranteed for him to become someone who could influence the whole Dao Realm.

Unfortunately, Felix didn't show up to receive any of them, but instead sent Roxanne and Sophia to assign the women their duties and inform then of the other basic details they needed to know.

While Sophia was more than enough to manage the women and get them to work, Felix sent Roxanne with her to make sure nothing unexpected happened.

Right now the only thing happening on the Land of Gods was laying the outlines of the Heavenly Yin and Yang Array, which was being done by Selena. As well as the transition of the Ice Phoenix Sect into the Ice Phoenix Army by Gabriel.

Out of these two Felix only focused on the array, since Gabriel said she didn't want any help at all.

Also once the array was laid out, and it started working, Felix could easily recruit more women to work for him, and effectively decrease the time it would need for his Empire to be built.

The first two months the work went at a pretty slow and awkward pace since none of the women who came to work had any experience in it, and even Sophia and Selena weren't used to supervising so many women.

And even Sarah whom Felix wanted to take the use of to streamline the work wasn't there since she said she'd be back with someone who could do achieve the same objective better than her.

By now only a third of the Heavenly Array of Yin and Yang outline had been completed, and according to the estimate they used twice as much of the resources as needed until now.

This meant that they had simply wasted a lot of resources due to how many places the workers went wrong, made a mistake, and so on.

Luckily just as Felix who wasn't even able to concentrate on enjoying sex with his women felt like he should stop the work, Sarah came back, and with her were the saviours of the Hentai Empire.
