Major Power levels start from H to A, S, SS, SSS, EX, and ???

Each Major power level is further divided into 3 minor levels example: A-, A, and A+.

Levels:

??? - Most powerful characters but no idea about their strength limit.

Charterers: Joy Boy, IM-SAMA, ?????

....

Ex: Most powerful character whose strength can be imagined. Most of them are history.

Charterers: Angel, Devil, ????

....

SSS: I am talking about every character at their prime.

Characters: Gol D Roger, Garp, Whitebread, Rocks D Xebec, Shiki

....

SS: Highest level strength at the time of Cannon. Characters with the above strength now are old and weak.

Characters: 4 emperors, Marine admirals.

S: New world starts from here buddy. Every crew in the new world must have 1 or 2 characters who are at this level.

Characters: Top members of 4 Emperors' crews, 7 warlords, Vice- Admirals, Cp -0 agents.

A: Most powerful character if we compare it to paradise.

Characters: Enel, Top members of Warlords crews, Rear Admiral at Headquarters.

B: These are at the level of Luffy, kid, law, and other supernovas when they just enter the grand line.

Characters: Marines captains, top members Boroque workers, and Strong pirates just enter the grand line and make name for themselves.

C: Anybody who enters the grand line and survives the first 2 islands is strong.

Characters: Commander, Normal pirates to enter the grand line, Normal giants.

D: High bounty pirate outside grand line. Some of These people have devil fruit power but they do not use it optimally.

Characters: Lieutenant commander, These are the powerful people in east blues. Like Don Krieg

E: These people now have strength above normal people

Characters: Normal Fisher men at cocoyasi village

F: These are some skilled people who have more power than G-rank goons.

Characters: Lieutenant, Mogan,

G- This level shows normal people who can fight. Like bandits, Common marine soldiers in the east sea Just started as low-level pirates.

Characters at this level: Alvida ->G-;

H- This level shows common people who do not fight. Overall below average strength.

Characters at this level: Makino -> H-; Nojiko-> H; Waiter, cooks, etc.

So guys some of you suggest to me make a power ranking of one-piece characters. Here I am with the list.

Now the purpose of this list is not to tell who is strong and who is weak but give you an idea about the basic hierarchy. There are many characters whose true strengths are questionable to their rank.

Like Crocodile in the first half of the grand line, he losses to Luffy and gets jailed. But at the time of war during Ace's execution, his strength suddenly increases and he can even use haki. Well, this is beyond me how his strength increases in jail or if he already has that much strength but does not use it against Luffy.

So take this list to understand basic strength structure. There are many exceptions to list which I think you guys know.

Now moving on to the top of the list.

You notice I put Devil and Angle at Ex level above the pirate king. Now, who are these people? Let me give you a brief about them.

Devil is imprisoned at the hidden 7th level of Impel Down. He has eaten the Mythical Zoan Devil Fruit that allows the user to turn into a Demon-Human Hybrid. Because of this fruit, he is called as Devil.

Devil was a cruel pirate 100 years before the Rock era. Devil was so strong that he rule over 90 percent of pirates present in grand-line at that time. Devil was so cruel and powerful that after capturing him world government has place him at the 7th level of impel down. Because of the fruit's secondary ability to increase the life span of a person, he was still alive at the time Luffy and Blackbeard attacked Impel town one after another.

Angel is with the world government. She has eaten the Mythical Zoan Devil Fruit that allows the user to turn into an Angel-Human Hybrid. She only works with the world government to protect the world from Devil. She also has an increased life span. After Devil got captured angel enters into a deep slumber somewhere at the red line.

There is a myth about Angel and Demon devil fruits. Both fruits have a will of their own and they are against each other. If someone Eat one fruit then the other fruit also selects a user and both the user are destined to fight against each other.

Note:

I will not make any tier list regarding the strength of devil fruit. As we see in Anime there are many op devil fruits but because they are in weak people's hands their impact on anime became less.

Some low-end fruit in the hand of strong people become op. You see the example of Doflamingo string-string fruit. Weak fruit but in the hand of mingo, it becomes op.

Some high-end fruit like Gecko Moria shadow-shadow fruit, Sabi-sabi no mi, and many other fruits which has huge potential but because of their weak users, nobody knows their full strength.

So I will not write any tier list regarding devil fruits.

DO COMMENT ABOUT HOW YOU LIKE MY IDEA. IF YOU HAVE SOMETHING TO ADD THERE ARE WHOLE LOTS OF AREAS TO COMMENT SO DO COMMENT.

MY THOUGHTS: I think making a strict strength ranking will bind me. With loose and unfinished power ranking I can go around, think of different ideas, and can add more characters to make the story more interesting.
