The distance between Clark's House and the police station is long. The prisoner's office was in a city crowded with skyscrapers.
This was not the first time Clark had visited Emelyn, but it was the fourth time since the police had arrested her. But, for Lewis, this will be his first experience visiting people in prison.
Most major roads in the city experience small to moderate congestion. The large quantity of vehicles on the road becomes a strong driver of the congestion making the travel time even more swollen.
If it was in regular hours, like in the morning, maybe the car driven by Lewis had arrived at the police station fifteen minutes ago. However, the traffic jam keeps them stuck on the road while telling Paul, who has arrived at their destination, that they will be late.
Lewis also occasionally drove the car onto small roads to avoid the resulting traffic jams. Thanks to that, he and Clark did not make Paul wait any longer.
