These next couple of chapters are going to 6 month time skips while Anastasia sets up her government and military, then it will focus in setting up puppet governments in the Chinese warlords keeping china divided.

After that it will be taking control of the Middle East before the British gained control of the oil there and to train the military.

Then it will end the pre WW2 period and Anastasia will find out that she is in the Marvel Universe and change her plans.

January-June 1919

Peace, peace has finally officially been established, but I know that I can w trust the Soviets to not look for any weaknesses and stab me in the back as soon as the non aggression pack is over.

So while most of the men who are on the front have been taken home and given rewards based off time served, quality of service, and job after service.

Those who are going home to be farmers at the base level are given a Mosin–Nagant and a case of ammo that the military has no need for, next level modern equipment like steel tools and various books on modern farming (As all in the military are taught to read Russian) on the highest level if they have no farm they are given a large piece of high quality farm land, a tractor (With implements) and enough seed to start out only a thousand qualified for this out of millions in the military.

While those who are leaving the farm or don't want to farm are to receive technical training, from Mechanics to Carpentry for those at the low level, next is promised positions in future schools of higher learning when position are open (they also receive tutors and access to books), those at the highest level are goign over seas at various technical school all over the world to be educated and then return to teach at the newly opened schools.

Besides rewarding those who served In the revolution and the Great War I have with the help of the ministers and Lawyers have begun writing up the official constitution and documents of the government.

To summarize its very restrictive by modern standards in its democratic qualities but in civil liberties it's quite expansive, no true elections for those higher than a mayor are to be elected those chosen by the Czarina are to be placed.

Mayors are to be elected by the local population, and votings only restrictions are they must be able to read and be a Russian citizen.

A clause has also been implemented that the expansion of elected positions is to brought up and debated after a period of 10 years and if the government is stable and a series of qualifiers must be met for it to happen.

But the Czar or Czarina can fire any elected positions so long as they give a clear and supported reason.

As for civil liberties and rights they are more protected and clear than those in the USA are offered: the protection of Native rights and culture, equality between genders and races, equality of law (no one is above the law), right to education, ect.

These guarantee the rights and liberties that citizens are offered, this has placated worst of the common people and with the help of some perks (Harmony) the faith in the new government has been increasing.

Taxes have also been established but are actually very low in hopes of jump starting the economy via minimum wage and encouraging people to open there own businesses all over the country.

Eventually they will be increasing when most of the government own companies are sold off and broken apart but for now they are funding the government.

With the government now officially in place, the shift to other major infrastructure and governmental services are to be established, first is major service: Law enforcement, Medical, and Fire departments.

First the police are completely reworked to get rid of corruption and dirty cops, they are replaced with ex military men and those who were competent. Laws regarding use of force and deadly force are made clear and examples given to protect civilians and the cops, police academics are also being built and curriculum planned to help teach better techniques in solving crimes and preventing crime in the first place.

Medical treatment is our biggest issue, while university are open Vladivostok they can't teach the millions needed to supply technical training and support for the nation. So programs are established for Russian immigrants from the USA and other nations to return and teach or provide care for those who need it.

Medical clinics are planned to be built in ever city above a certain population then expanded for those in Rural regions.

Fire prevention has actually been the easiest to establish as most had already been an adhock system which had been formalized and training provided.

In addition new equipment was designed by myself and patented and factories built for the protection to be sold the world over as I had begun to gain a reputation of being a genius in many fields and many companies and governments were looking for anything new I patented.

Next is education which I personally considered to be the most important, as even with the expansive knowledge I have where I could single handle take the tech level of Russia to the early 1960s in a month it would completely stunt the development of scientists.

But by keeping the country a decade to a decade and a half ahead I will be pushing the envelope just enough to inspire new avenues of research.

For now though no massive breakthroughs like atomic bombs or mass production computers rather incriminating increases in civilian and industrial goods.

As with the wilderness of Siberia rugged equipment for civilians are necessary for there comfort and survival, so where most of the world was buying new cars my citizens were buying unarmored half-tracks to travel between the towns and cities and sell there crops and goods.

With the surplus from the war striped down variants were gifted to villages for shared use till they could buy there own equipment.

For industrial goods I signed into law the uses of standardized cargo containers ie Connex boxes for both shipping and I whispered in some ears of some retired military welders to turn them into housing that can be sold to frontier towns and other settlements.

As they are being made for extremely cheap and they have begun building them here in the capital and shipping them all over the country while I entered talk with the allied to encourage the standardization of the shipping container.

In the military industrial complex side of things we have begun stockpiling and bringing the army to modern standards.

First the uniform was standardized; high quality winter and summer clothing, canteen, collapsible shovel, ammo, grenade and two days rations.

Next his the new generation of rifle, based on the AK-47 as it is extremely easy to make and reliable, with these replacing the Sten Gun those we're slowly being phased out and sold too various nations.

Inter war period planes and airships have also begun production to start our fledgling Airforce, the Planes are fighters, Close Air-Support and Bombers. While Airships were going to be going out of style in the coming war they are great for spreading supplies to far off bases or secret ones at that, these will also not be used in the Second World War if things go well just to be used as supply carriers.

As for the navy they are being modernized to the 1950s standards, with Japan so close to the capital and them coveting my Manchurian holdings for its raw resources for its industries.

Submarines also have become major investments for the navy to isolate the Japanese to there island and starve them of resources.

In addition Cold water vessels far to the North icebreaker ships and cargo submarines are being tested and developed to expand the trade network and break the reliance on warm water ports of Vladivostok just in case the Japanese try and blockade the ports.

In terms of perks over the past six months I invested a point into reliability, with this I had to redesign the Half-Tracks and other military equipment which is why I invested it at the beginning of the year.

The five rest I put into harmony, with the diversity of my lands and the many people that wanted to over throw my government and kill me so it is extremely important.

The perk has active and passive abilities, the active abilities were helping me develop programs that while preserving the 1,000s of different cultures encourage a common political identity that was separate from race and culture.

For passive it helped me and the government as a whole, when I spoke publicly over the radio I helped guide my speech and mannerisms. It also passively affected the people of my nation as in the back of there head there was this passive pressure to be more open minded in all parts of life.
