The numbers of Towers Noah gained information about seemed to only be prevalent to entities at the Ordinance of Existence, and he didn't know how many of such towers there were for those who only attained the Eye of Existence, or those at Ordinance Amalgamation.
It was a System that was meant to have the strongest entities of the same state of Existence take the lead!
Naturally, there was only one tier of a Tresorverse Tower of Existence that Noah could go for.
After all, his type of Existence had just inherited such a level of Complexity.
