Dust is magic, magic doesn't interact well with Cursed Energy, because ultimately Limitless is fueled by Cursed Energy. In Later chapters he will eventually discovery why Dust can bypass his infinity. Its why he said it has that weird energy signature. Also, if his infinity blocks all, and thay truly is the case, he wouldn't be able to see, breathe, or anything when his limitless is active before he fought Toji. That makes zero sense, so his infinity doesn't block everything. Thats why he talks about inifinity targeting objects, and we can only assume allowing air, light, and other things based on mass acceleration and the 'threat' it poses. Again, we are both wrong and right, Gege just didn't think that far ahead when making Go/jo have it.

This is an iffy subject, because he also says he needs to train Limitless to differentiate between liquids in that same scene, and the only time we see him deal with fire and other things etc is in his fight against The Goat Jogo. So its fifty fifty tbh.
