If the two opposing forces decide to start another battle, they have to declare it first. Then they send waves of their warriors until the two side's final group of men face off.
But in this battle's case, however, it was sudden. The Atagat Tribe attacked the Matayon Tribe without warning. They only declared war after they have killed their way through.
