"There may not be much resistance from the National Defense Department, most probably it is just the debate between the traditional ones and reformists, the problem can be easily solved after conducting some exercises. I believe there is not much problem from the military-industrial complex as well, no matter whether we are going to peace or war, reformation or not, they still get a great number of orders from us." Ustinov said.

During peacetime, they tend to build new vehicles instead of modernizing or upgrading the old model just because they can get more interest.

"It will be complicated to plan this policy. I will try to come out with a preliminary plan within a week." Kosygin said.
