The criteria for an Emperor is relatively simple. First the captain should have the strength of an Emperor. Second The Vice Captain should have a bounty of a billion or more. Third the person needs territory. Size doesn't matter as long as it's there.

Lastly a fleet of at least Five Captains with a strength of 300 million or more. After listing the criteria the paper says that the people of Red Hair's fleet are originally weak. Now that the fleet has fallen it comes to question. Can people be an Emperor with a weak fleet?

This situation sparked a large debate on the Sea. After all some people on this Sea have the strength of an Emperor. Hawkeye and Red Earl being the main two. With that comes those with potential to become an Emperor. Bullet, Katakuri, Ace, Doflamingo and Hancock.

So unless Hancock, Katakuri or Ace decide to jump ship. Only four people have the chance to replace Shanks as an Emperor. Or even add another Emperor. Now there's a question.

Can Shanks once again solidify himself as an Emperor or will he be the first Emperor ousted. Ousted with no direct confrontation with the enemy at all. The question now is who would choose to join Shanks fleet.

After all if he can't even protect that group of weaklings. Or rather he left that group of weaklings to protect a marine base. Why would any pirate join his fleet. Let alone a pirate with 300 plus million beli bounty.

Some Sea Area

Warren who read this newspaper showed ambition in his eyes. Unknown to others. He awakened the Conquerors Spirit some time ago after coming close to Shanks taking his arm. It's also because this that he hates Red Hair.

But Observation Haki needed one to be beaten or pushed to the point of being completely at a disadvantage battle and breaking through. But such a thing if not done well can kill you.

But if a Conquerors Spirit user isn't bold and daring. Then he can only be a pinnacle Admiral level combat power. Warren didn't want this. He wanted to become a real Emperor. For now he would train and then seek Sebastian.

He didn't believe that guy would be killed by Red Hair. Looking at his crew he ordered them to sail to an island and prepare for training.

Warren: Hopefully I'm not preempted before I really get a chance to show my stuff.

Two Years Later

Desire: Last year the rookie Cavendish obtained the title of King Of Supernova after defeating the other Supernova on Sabaody. This year's Supernova has increased slightly from the time of Ace. Although there are more. The bounties of each of them haven't reached 300 million Beli. The strength of each of them is also unknown. Whenever they encounter the Marines they tend to flee or avoid.

Kaku: Can't be helped. A guild where all of the strongest guild members are mythical beast fruit users is scary.

Fisk: Especially when it's all dragon type mythical zoans.

Ryan: Aside from the Supernova and Adventures Union how are the other things?

Desire: No one considers Red Hair an Emperor of the Sea. Doflamingo says he's mastered the fourth stages of both Haki types Only Conquerors coating is far off for him.

Ryan: Can't be helped he's not looking to break away from the warlord system yet. Red Hair is expected. Although I was hoping the WG may try to support him back to that position.

Desire: Aside from chasing down those guys who attacked his fleet members he doesn't leave his territory much.

Kuro: Have people attacked his territory when he left?

Desire: Yeah but he usually leaves a crew member to guard everything.

Ryan: What about the Marines and WG.

Desire: According to Spandem and Hex. The situation in the Marines and WG is quite fragile. The WG has been doing several sneaky things to test the Marines. They even tried to take Vice Admiral Gion as a Celestial Dragons Wife. On the other hand the Marines have refused some orders from the WG. The previous one is a good one. Others include sacrificing Marines for research and to even kill each other.

Ryan: Those guys probably can't stand it. Even a guy like Akainu probably doesn't mind being subordinate to me at this point. How's the Union.

Desire: With Sam, Issho and Vince it's secure. There are also several powerful guys who have the strength of A Rank Adventures that have emerged inside. Along with the Fairy Tail guild another guild with an A Rank Adventurer appeared in the Grand line.

These three are fellow Supernova of the same generation. Also the remaining three to survive Red Hair.

Warren: Sebastian be my Vice Captain? I've already reached the Admiral level. I plan to fight that guy Douglas Bullet and try to break through to the Emperor realm. Afterwards Red Hair won't be a problem.

Sebastian: You have the Conquerors Spirit?

WENG

The spirit of Conqueror erupted and spread around knocking out several people. Warren smiled as he said.

Warren: What do you say Sebastian. Are you willing to be an Emperor's Deputy.

Sebastian was both shocked and excited.

Sebastian: Gladly.

Minutes Later the ship of the Red Hair pirates entered the port. Looking at a merchant ship Beckman said

Beckman: They are either here hiding or switched ships.

Shanks: They switched ships. I can also sense that someone erupted with Conquerors Haki in this place.

Yassop: Could one of them have awakened it in anger.

Shanks: Let's stock up and return after gaining more information. They won't be able to hide for long.

Now they're on an island close to the Disaster pirates territory. The guy Explosive arm Warren is planning to fight Bullet.

Beckman: Ryan set up two rings for people to fight on when they wish to establish their strength. One for Admiral's and another for Emperors. Bullet has always been on the Emperor ring. So

Shanks: Oh. Has the strength improved to that point. Now he wants to see if he can breakthrough from Admiral to Emperor. To think aside from Ace another person in his generation would have the Conquerors Spirit. Let's go

Beckman: You sure Ryan could use this as an excuse to deal with us.

Shanks: I just want to see if he can really do it. When he leaves that territory I'll deal with him.

The Red Hair pirates began to go to the location. Just as the Red Hair pirates got the information. Others did as well. They also planned to send people to this place and see if they could see the birth of a new Emperor.
