For Cell, Goten's decision to abandon the Super Saiyan II transformation seemed utterly nonsensical. It was their best chance at defeating him, and yet, Goten had chosen to relinquish it willingly.

All that remained was a severed head that fell to the ground, eyes wide with horror and disbelief! Yet, his life force rapidly faded away.

[T/N: Probably author went with the concept that Cell can regenerate as long as his 'nucleus' is intact, and here, his nucleus was in his lower body instead of head. He can move around his nucleus in his body, and here, because of insta kill, he didn't manage to move it. Or maybe it's the effect of Divine ki of Ultra Instinct form? Or maybe the author just kept it for 'shock and awe' factor. Get wet, nut hard, because of his badassery or something.]
