Kain left Konoha after hearing the news that a bounty hunter in the underground gold exchange had found Shinno. This man was also quite high-profile. 

Perhaps he didn't expect someone like Kain to be watching him, so he didn't bother hiding his identity. "Doctor Shinno" had already spread through several small countries, and he had even visited some villages and towns in the Five Great Countries.

Kain was convinced that Shinno's intentions were more sinister than merely healing the sick.

Upon entering the village, Kain saw Shinno using medical ninjutsu to treat villagers. He seemed so focused that he didn't notice Kain approaching from behind.

"Imperio!"

After Shinno finished treating the villager in front of him, Kain suddenly cast the Imperius Curse. Shinno initially resisted, but under Kain's overwhelming magical power, his resistance quickly crumbled.

"Doctor Shinno?"

The next villager, seeing Shinno standing still and not treating him after approaching, couldn't help but ask in confusion.

But after the villager spoke, Shinno smiled and said, "I'm fine. Let's continue the treatment."

The pace of treatment quickened, and Shinno even told the villagers to note down diseases that required medicine. For those who had been waiting to see him at night, he advised them not to come.

After some time, Shinno finished treating the villagers and packed up his things to leave. The villagers tried to convince him to stay, but he refused.

Once outside the village, Kain walked up to Shinno from a distance and muttered to himself, "Let me see where you and the remaining ninjas of the Land of Sky are hiding."

Legilimency.

Kain used his memory-reading magic on Shinno. Under the Imperius Curse, Shinno was unable to resist. Soon, Kain saw the memories in his mind.

After a while, Kain stopped using Legilimency, shook his head slightly, and said, "I see, it's too early."

At this point, only a few years had passed since the Land of Sky was destroyed and torn apart. Shinno was still searching for the relics of the Sky, and even the existence of the Zero Tails was unclear to him. For now, he was treating villagers and looking to develop a Forbidden Technique.

Kain thought for a moment. The resurrection technique of Zero Tail should have been obtained by Shinno in Konoha in the 53rd year, and the relics of the Land of Sky should have been discovered in recent years. He planned to use the relics to summon and control the hidden forces of the Land of Sky.

Master Kain is a benevolent boss who wants to bring happiness to the common people of the ninja world. The flaws of Zero Tail and Dark Chakra are too glaring, and Shinno's plan to conquer the world seems more like a joke. 

However, his medical ninjutsu and research into the human body are still worth considering.

Under the control of the Imperius Curse, Shinno answered all of Kain's questions. Kain could continue his research; the Imperius Curse doesn't turn people into fools, but it makes them completely obey the caster.

The Imperius Curse, however, has a time limit. After some thought, Kain decided to cast the cursed Chakra Seal on Shinno, allowing him to control him for two years.

After two years, the Chakra Seal should have deeply influenced Shinno, making it impossible for him to betray Kain by then.

"Forget this place. Let's build a research base in the Land of Tea. There are many surrounding countries here."

Kain had initially planned to develop his influence in this country, but to get to it, he had to pass through many other countries. Surrounded by two large nations, it wasn't as convenient as the Land of Tea.

Kain then took Shinno with him and Apparated directly to the base in the Land of Tea. He said to Shinno:

"From now on, you'll stay in the Land of Tea and help me with some research."

Upon hearing Kain's words, Shinno obediently replied, "Yes."

Now, Kain's influence in the Land of Tea was immense. Even the most famous figures in the country couldn't compare to him.

When it came to treating civilians, the daimyo of the Land of Tea and the local nobles were nowhere near as willing to spend money as Kain. In addition, Kain had established three factories and recruited many local civilians into the factories and as guards—hundreds of people in total.

There were no ninja villages in the Land of Tea, and Kain was the propaganda minister of the Land of Fire. He also had trade relations with Sand Shinobi Village and Kirigakure.

Aside from some desperate wanderers, no one would dare accept the invitation of the daimyo or nobles of the Land of Tea. Kain's power was too overwhelming.

Afterwards, Kain called Damu over. Aya didn't stay here for long, as she was more familiar with the Land of Fire.

"Damu, immediately gather a group of workers to build an underground research institute. I will send you the blueprint later."
