All the dragon soldiers were descendants of degenerates either by one or two generations, this meant that the empire was build on top of anger and pain, that's why Lancelot tried so hard to reach an agreement with the new Dragon king in order to leave all the built-up anger that the population had behind.
"We only have three options, we either accept the terms given to us by the dwarves, we implement the new law this should give us 20 more years easily or…".
Lancelot looked at Percival that stopped his sentence halfway.
Lancelot knew what Percival was about to say, they could forge the weapons themselves, but this would result in imaginable waste of precious resources such as dragon scales and bones.
All the knights of the round table had artefacts that were produce by human blacksmiths, the weapons they had were excellent but the blacksmiths wasted one entire dragon trying to figure out the best use of each part, and doing this found out that each dragon is unique, they couldn't smelt two dragons with the same temperature this meant that each weapon that they had with them was roughly one dragon.
The quality of the weapons they possessed was comparable with that of the dwarves, but the problem was the skills in forging and smelting that the dwarves had, they could just touch a material and they would know immediately everything about it.
Lancelot looked at the sword that was resting in his waste and said, "We have the best material in the world right here but there is nothing we can do with it, the dwarves won't sell us any mithril and they won't take less than 20 years in order to finish the weapons for our soldiers… We need to find a way."

In a village right outside of the Empire there was a boy under a tree holding a sword with his right hand and a book with his left hand, the boy's name was Arthur, and he was a special kid.
Unlike most kids his age he was already a master when it comes to swordsmanship, in an Empire with more than ten million habitants and only approximately thirty thousand have dragon blood we could say it was rare to find someone with dragon blood outside the capital or the big cities.

"I'm trying to improve it grandad, this skill is really basic and would only work on low tier demons."
"Why do you say that?" asked Arthur grandad with a smile on his face.
"The explosion happens too close to the user meaning that we can't increase the power of the skill without causing some damage to the user or without simultaneously using a body enhancing skill to withstand the skill, meaning this skill is a dead end if we leave it like this."
Arthur grandad walked slowly toward Arthur and slowly stroked Arthur head with a big smile on his face.
"Arthur you are really smart just like your mother…"
Arthur's mom died when he was only 5, she died after facing a demon horde by herself she was considerate the village hero, the number of causalities that day was only three it was all thanks to her.
Nimueh was a S rank soldier that retired to focus on her kid, she was known has the "The Lady of the Lake" all thanks to her ability to convert deserts into lakes after facing off against an opponent. There were at least two great lakes in the continent that were formed after her platoon defeated an adult dragon.
"I hope one day I can reach same level has my mom".

In the palace the Emperor was having a meeting with the members of the round table.
"I have decided to send soldiers all over the empire to bring in all the child's that have dragon blood, we will put them together inside the academy and hopefully this will make them like each other and have kids sometime in the future… this is the best solution I could find but still I don't like the idea of manipulating kids."
The academy is a place where the soldiers learn how to properly use the dragon blood inside them, each year there were less than one thousand soldiers going to the academy this was mainly due to the difficulty they would face.
C and B rank soldiers would probably be dead by the time they would start to learn how use any skill, this was mainly due to the hard physical training and the expeditions to the demon territory.
All the soldiers would train until they reach peak physical condition, if they managed to reach their peak they could easily defeat demon of the same rank just with a normal steel sword.
All the members of the round table agreed that this would be the best course of action, they would make military service mandatory to every kid over the age of 13 thus increasing the probability of finding a hidden gem somewhere on the outskirts of the city.
