In the end SS1 caved. They couldn't even afford to offend this small official, it would be better if they could get a good relationship with him.

''Haha of course we will send warriors to help! First lets enjoy a feast!'' SS1 waved his hand and many beautiful maids walked in one after another.

The arrogant official was stunned by the change of face, but soon he turned lustful when he saw all the perfect body maids.

He grabbed one by the waist and pulled her onto his lap, as he sat down to eat the beast meat in front of him.

SS1 talked with him for hours! Drinking and watching entertainment. In the end they could be considered quite close!

SS1 also learnt about why this specific official was so arrogant. He is the son of a Third Tier Cities City lord! He was trained in the government, but was transferred to Ember City recently.

Of course he looked down on these Rank E organisations that couldn't even compare to him before he joined Ember City!

However when SS1 listened to what he said he couldn't help but laugh. Apparently his father, the City Lord of Nastar City was in a pretty bad spot!

Although he is the strongest person in the city, he still has to rely on weaker warriors to maintain order in the city.

But the City Lord used to have a strong Rank D Organisation as their ally, but the Rank D organisation stupidly offended a strong passing warrior.

So the Nastar City Lord, and Nastar City, no longer had a Rank D organisation in the entire city!

Feeling an opportunity there, Samuel had to thank his quick thinking. Sure enough connections are the best way to make money.

Because Nastar no longer has a super strong warrior, all the resources are up for grabs!

This includes properties, land, compounds, practice resources, businesses, everything! Even a fraction of the wealth is easily able to create a Rank E force! Not to mention if it can be held for a long time.

Not to mention, the city lord's son also let slip that there were many unoccupied Small Spiritual Farms under his fathers control.

Originally the defence of the farms was split 50/50 between the City Lord and the Rank D organisation, but now he can't afford to defend them all.

Without hesitation, Samuel gave out commands.

First, he sent 100 Middle Rank 1 Warriors to leave with the Official to join the Ember City Army.

Such generosity made the official very happy, further cementing the relationship between the group.

But more importantly, he found 2,000 of his Dogs of War, led by SS3 , and backed by three Low Rank 2 Warriors and sent them to Nastar City.

Not even a week later they arrived. And under the guise of a Rank E Organisation that was forced out of their original home, they wiped out a stronger Rank F organisation and took over the territory.

Of course the City Lord heard about this, and when he did he was slightly ecstatic.

Because the rest of the forces in the city have complicated backgrounds. It is difficult to support one without having various marriages come into play.

But this new organisation fits the criteria perfectly! Not to mention they have 2,000 warriors, but they are completely unrelated to the forces in the city.

And unsurprisingly the citylord sent someone to contact SS3. At first he was cautious, making sure that the random organisations that appeared weren't here to make use of his resources.

But seeing them compete normally for a position of power, and their unpreparedness to occupy the new businesses, he was relieved.

If a strong organisation wanted to take over a Rank D organisation's business, they definitely wouldn't send a weaker group like this.

After all this wealth is something that even the City Lord is greedy for.

In the end he reached out to SS3 for a cooperation. And soon it was agreed, both forces would send 500 warriors to two Small Spiritual Farms and they would split the resources.

Of course this was definitely a valuable trade. Not to mention SS3 managed to take a lot of the Rank D Organisations businesses.

It had to be said they owned a lot.

Thousands of buildings in the city, hundreds of training dojos and gyms everywhere. Restaurants, cafes, bars, strip clubs, brothels, casinos, everything!

Even though SS3 only grabbed a portion, and the rest was held by the City lord, it is easily enough to maintain a Rank E Organisation and even allow it to develop.

Samuel watched this and slightly smiled. Of course he knew he only got the scraps left behind, but it was enough for him.

From what he heard from the City Lords son, the Rank D organisation left behind at least thirty Spiritual Farms, and even an occupied Plane.

But this was firmly grasped in the hands of the City Lord.

However Samuel definitely wasn't upset. He gained the profit equal to another Small Spiritual Farm, and a new place for his development.

But he also realised his background was lacking in comparison. Just a Rank D organisation could afford to have 30 Spiritual Farms! And Samuel only completely controls 7.

And he was even more stunned, when a week later the City Lord contacted SS3. Apparently he just took control of a Diamond mine on the Eternal Battlefield!

These aren't normal diamonds, these are diamonds that were blessed by Spiritual Energy. Worth far more than Mythril!

This mine was actually left behind by the Rank D Organisation, and I'm sure there were many more that weren't mentioned!

Such wealth made Samuel greedy, but he also realised that the City Lord undoubtedly has forces beyond Samuels reach right now.

But that doesn't mean he can't target other organisations! From this event he realised that even other Rank E organisations must have Spiritual Farms or even mines under their control!

And Samuel has enough warriors to compete against Rank E organisations. At least he has one more force that can.
