There is a high level meeting going on in the Marine headquarters. The reason for their problems is a certain war lord.

"Let's start the meeting. Now I would like to know your opinion on the matter of our current crisis." Sengoku said to everyone.

"What crisis are you talking about Sengoku ?

Isn't this situation great for us. We know that big mom doesn't care for her children. So definitely she is not going to war directly against us to release her children. Two out of three of her sweet commanders are in our grasp. Now all we have to do is, deliver a hard blow to her gut to completely defeat her. Let me go. I will fight in the name of the Marines and end the chapter of Charlotte Linlin. Bhahahaha !" Garp laughed boisterously.

Sengoku pinched the bridge of his nose. While Garp's idea didn't sound bad, there were a lot of things to consider. Obviously, Garp can't think about those complex things with his muscle brain.

But for everyone to understand, Sengoku decided to share has opinion on the position the Marine are currently in.

"*sigh* Let me tell you our position in this situation before anyone suggest anything else.

Boa Hancock has acted on her own and picked a fight with the emperor big mom. Now in this situation if we do not assist her to fight against big mom then we will lose some of our credibility. In this scenario we will be dubbed as cowards who didn't dare to engage against an emperor of the sea when we have the opportunity.

On top of that it will seriously damage our image on our credibility if we do not support our own 'allies'.

While Garp is right that big mom doesn't care about her children and won't fight us head on to save them, if we do not assist Hancock then she might take that as our weakness and attack us." Sengoku paused for a bit. But Akainu took that moment to question him.

"If not assisting that were not is not an option then why don't we follow Mr Garp's solution. I will be more than happy to burn those pirates into ashes. If we fail then we won't lose anything more than a few soldiers and maybe a war lord. We can replace them later on. But if we win, we will be able to take down a sea emperor and increase our power in the new world." Akainu suggested.

"Again that will create some problems that, I am going to talk about.

The problem is if we directly support Hancock's actions, then the other emperors might take this as an indirect attack on them. The truth is the system of Warlords might seems to exist to create a power balance among the four Emperors And the Marines, but so far, except for Hawkeye Mihawk, no one can stand against an emperor alone. And the other emperors knows about it as well. That's why they were calm so far.

Someone like white beard might not attack us directly as long as we don't mess around with his 'children', but we can't predict the same about red haired Shanks and king of the beasts Kaido.

And if that happens then the new world will be certainly engulfed into chaos.

So now I want you to give me your opinion in this matter." Sengoku finally finished his explanation.

With the end of his explanation the entire meeting room fell into silence.

After sometimes, Tsuru broke the silence.

"I have a suggestion."

"Alright go ahead." Sengoku give his permission.

"Why don't we use the rouge of maintaining order and call all the other war lords to maintain order in this war. We can also send Garp along with an admiral to keep an eye on them. If they got out of control, then they will be enough to handle the situation." Tsuru suggested.

Sengoku pondered over the situation. Tsuru's salvation was simple but effective. They will not participate directly in this conflict. So no one will blame them later on for directly attaching an emperor.

One top of that no one will tell that they are cowards because they didn't participate in the war. They can use the excuse of upholding justice and protect the lives of the others first.

Sengoku had thought about this solution before. And it was his best solution so far. Unknowingly Tsuru has suggested the same. So Sengoku's confidence increased in this matter.

"It is not a bad plan. We can wait for the conflict to escalate while we will 'preserve order'. In the end if Hancock started to lose, which is the most possible situation, we will sweep in and savr her. This will not only show that we are credible to our allies but also it will be a warning against the others that we are not weak.

And if by any chance, Hancock started to win, we will swoop in and claim victory and end the big mom pirates for ever." Sengoku agreed with the proposal.

Since no one objected in this matter, Sengoku decided to go ahead and discuss the situation and plans in details.

Later that day, messenger birds were dispatched from the Marine ford to the all other war lords. There were currently five war lords who have taken the position.

For the first time the other war lords received an order with the highest priority which they cannot decline. Otherwise they will lose their position of the war lord.

Hawkeye Mihawk had no problem with the situation. In fact it gave him something to do to kill time. So he was not that worried. But the same cannot be told about the other four.

Doflamingo was very worried. Not only because his strength was lacking, but also because his actions in this war might affect his new business In the Underworld as Joker.

While Gekko Moria didn't have any particular objection or problem participating in the war, he didn't like moving around and working that much.

Crocodile was not happy at all. While his enemity was against white beard, he knew that his personal strength is not enough to face against an emperor. And because the situation has escalated because of a fellow war lord, he has even more reason to be upset.

But no matter what they thought all of them decided to answer the summons from the marine headquarters.
