Chapter 110: Chaos and Order!!

Akainu raised an eyebrow at Buggy's tone, sensing his disdain for Dragon. Curiously, he asked, "You don't like him?"

Buggy didn't hide his feelings. He nodded and replied, "I really have a bit of disdain for him! His ideals are good, but they're too naïve and immature!"

Akainu frowned. He typically didn't pay much attention to the Revolutionary Army and didn't know enough about their affairs to judge whether Buggy's evaluation was accurate.

Noticing Akainu's expression, Buggy shrugged and said casually, "The Revolutionary Army led by that guy Dragon has been very active around the world in recent years, subverting many countries. You know about that, right?"

Akainu nodded. "Yes! At the last World Conference, several kings spoke about it and labeled Dragon as one of the most dangerous criminals in the world!"

Buggy chuckled. "The methods of the Revolutionary Army, under that guy Dragon, Admirally involve targeting countries where tensions between the upper-class nobles and the lower-class citizens are on the verge of exploding or have already erupted. They provide weapons, materials, technical guidance, and other support to help those lower-class citizens overthrow the nobles and establish a new regime!"

Akainu asked skeptically, "Is there any downside to this practice?"

Buggy raised two fingers. "First, it's the issue we just talked about: the internal contradictions of those countries may be addressed, but the external environment remains unchanged!"

"They'll either break away from the World Government and stand against it, or they'll submit to the World Government and pay a huge amount of tribute over time!"

"Both options undoubtedly expose them to new threats, putting their countries at risk of destruction!"

"What's more, they haven't resolved the most fundamental problem!"

Akainu frowned at this, asking, "The most fundamental problem? What is it?"

Buggy smiled and posed a rhetorical question, "Admiral Akainu, where do you think those nobles in the countries that were overthrown came from?" 

Akainu instinctively replied, "Of course, they were people who made outstanding contributions to the establishment of the country or who endured hardships during the country's changes."

Akainu realized something midway through his words and chose to say nothing more.

Buggy smiled and remarked, "Admiral Akainu, you see it now! It doesn't matter how promising a new country or regime may seem at first; in thirty, fifty, or even a couple of hundred years, those dragon-slaying youths will eventually turn into the new evil dragons!"

"That's why I said that Dragon is too naïve and immature! All he's doing now is pouring water into a basket!"

Akainu fell silent. After a long pause, he replied, "You're right; the problem remains unresolved!"

Buggy shook his head and said, "No! It's not that it can't be solved! There are plenty of ways to approach it; it all depends on how you utilize them!"

Akainu frowned, looking at Buggy. "Are you sure about that?"

Buggy grinned. "Absolutely! Take chaos, for example! It's the law of the jungle—survival of the fittest! In absolute chaos, there is absolute fairness!"

"In the midst of that chaos, the quality of life you experience—whether you find yourself at the top of the food chain or at the bottom—depends entirely on your own strength and effort!"

Akainu pondered for a moment, then shook his head. "You're assuming too much! The law of the jungle applies to beasts, not humans! After all, humans are social creatures, and as time passes, various classes will inevitably develop!"

Buggy stared at Akainu in disbelief; he hadn't expected him to have such insight!

Akainu scoffed, "What? Do I look foolish to you? Anyone with a bit of understanding can see that this approach won't work! That's just how humanity evolves!"

Buggy was even more surprised; the contrast between Akainu's words and his usual demeanor was striking!

Feeling dissatisfied with Buggy's gaze, Akainu warned, "Buggy the Clown, if you keep looking at me like that, don't blame me for being ruthless!"

Buggy chuckled, "No need to get angry! I'm just a bit surprised! But you misunderstood my point; I meant that absolute chaos brings absolute fairness! If you can't find absolute fairness within it, then it isn't true chaos!"

"But this approach doesn't really work for humans. After all, it's human nature to follow others when they can't lead themselves! Over time, different classes will indeed emerge!"

"But we can at least close the gap between these classes, right?"

Akainu remained silent for a moment before responding coldly, "What you have said means nothing to me! Buggy the Clown, it seems you haven't convinced me to cooperate with you yet!"

Buggy raised an eyebrow, surprised that this mad dog actually reacted!

He realized he possessed a unique talent: in negotiations with these people, he often found himself stepping into their shoes, unknowingly tying himself to their perspective. 

Just like when he tried to persuade Blackbeard and his crew to join his Cross Guild. Initially, he was merely introducing the concept of the Cross Guild, but as he spoke, those individuals gradually became the top leaders of his guild without him even noticing!

During that time, no one in the group seemed to react at all. Some might have sensed it, but for various reasons, they chose not to voice their thoughts!

This was the first time Buggy encountered someone like Akainu, who reacted directly with refusal!

Could it be that my Overlord luck is failing me again?

No, being able to sit across from Akainu and have a calm conversation means my Overlord luck is still at work!

Buggy smiled confidently and declared, "You will work with me, Admiral Akainu!" 

Akainu's eyes flickered for a moment before he asked, "You're so sure?"

Buggy chuckled, "Absolutely! Admiral Akainu, you're a smart man; you can't possibly overlook the current situation!

"I'm not sure what deal was struck between the World Government and Shanks, but I know that the reason the World Government wants to appoint Shanks as the Navy's Fleet Admiral is to establish complete control over the Navy!"

"This is inevitable; the current Navy has no chance of resisting at all!"

"If the Navy doesn't want to become a vicious dog for the World Government, it must make changes!"

Buggy's words were clear, and Akainu understood them well. It wasn't just a recent development that the World Government sought to completely control the Navy. 

Wasn't that the very reason the World Government had agreed to support him in becoming a Fleet Admiral?

But working with Buggy... 

Akainu hesitated, unsure of what to decide.

Noticing his hesitation, Buggy pressed on, "Admiral Akainu, we share a common goal! Once I unify the pirate factions and help you take control of the entire Navy, I will be the greatest chaos, and you will be the strongest order! Together, we can reshape the world, can't we?"
