Leo Ray waved his hand, signaling Ariel not to worry, then smiled faintly, "By helping free farmers regain their status, we're not making enemies of the new citizens. Therefore, if we don't treat the new citizens as enemies, the situation will naturally resolve itself."

After a moment of silence, Rose Marquis's elegant voice sounded, "Lord, you mean to apply the same appeasing policy we've used with ordinary new citizens to these surrendered soldiers as well."
