I think it would be better to focus solely on the North and make it completely independent. The south is different from North and you can not control it with loyalty. Instead, make the North super strong, independent, and have all the basic necessities internally, such as having own Citadel, hospital, Academies, etc.

I think there was a line that they don't cost mana in the latest upgrade.
