Sengoku: What do you all think.

Aokiji: I don't know what to make of it

Kizaru: It's a terrifying~ group of people

Tsuru: This isn't just a group of bounty hunters. Especially Issho I think you three understand his strength. And he's not the leader which means he's either convinced of strength or ideals. Aside from the Union Head. There are two S Rank fighters. Three Admirals. And with the newspaper add more people are joining and more people are seeking them out.

Garp: Most of the things they do can be ignored. It's just escorting merchants, dealing with monsters and helping people. I quite like this place.

Sengoku: Then what if they expand. Unlike us they are not dependent on the WG for pay. Several Kingdom's on the Grandline united to fund this place. All ten are usurped kingdoms by the Revolutionary Army in the grandline. It's intended to have strong individuals help those ordinary people do things for price.

Tsuru: S Rank as previously stated are Admirals. Pay for S Rank missions starts at 1 billion Beli. This involves anything from dealing with strong person in the new world or escorting them across pirate territory. A Rank is for those high ranking Commander's. B is our own Vice Admirals. Then it goes on to C,D,E and F. F being things like picking weeds, fishing, carrying bag's. Day to day things.

Sengoku: The Main building was made on an Abandoned Island with 10 branches on those ten Island's. But now they plan to make four more branches in each of the four blues. If this goes on in time they may become an organization more powerful than our Navy.

Garp: Just say it's those who are worried. Since they can't control them financial like us. They want you to work with CP to discredit or even get rid of them right. Well the old man disagrees and won't do this type of thing. In fact if such a place was made before I became a navy I'd definitely join.

Aokiji: I also don't care about this

Akainu: I'm going to the new world. I'd rather fight the Disaster Pirates.

As the two left Kizaru looked at his hands and began to clip the nails.

Finally resigned to his fate Kizaru stopped clipping. Sighed and said

Kizaru: Sigh. Alright when does the operation start and what's the primary goal?

Sengoku: Two Day's. The primary goal is to find out as much information about the Adventures Union as possible. Finally it's to see if you can bring the Adventures Union under the WG.

Kizaru: And if they refuse?

Sengoku: Then leave. The rest will be handled by CP. We only need to act when we have a chance.

Kizaru: Alright.

Five Day's Later

Adventures Union Headquarters

Kizaru and CP Chief are both escorted by an S Rank adventurer and Union leader. Sam Watkins.

Kizaru: This place is almost as big as MarineFord. Hmm what's that?

Sam Watkins: It's the final registration point. Individuals are only real members when they get by her.

Kizaru: Is she so strong?

Sam Watkins: She's strong but that's not the evaluation. In order to keep people from infiltrating or trying to discredit us. This system is in play to make sure only those who don't belong to any force big or small joins us. She has the ability of the Lie Fruit. So long as she's touching someone she can know if they're lying or not.

Kizaru: How do you tell real members from fake members?

Sam: These Cards. Our Scientist Dr. b designed them. They have a special chip inside with a distinct code. You see those guys swiping their cards to get in. Those machines help tell if the card is real or not. If you look closer on this screen you'll see the information and picture of the individual who swiped the card.

Kizaru: And you have this at the ten branches as well.

Sam: Of course. People must sign up at the branch and go through a small trial period of a month. Mostly to learn the rules and procedures of missions and so on. Once the trial period is over. They are escorted here by an A level adventurer to come and finish the registration with her. Mary Jane. Thanks to her we've caught several people. A few of yours.

He said speaking to the CP Chief.

CP Chief: I hope to be able to get them back if possible.

Sam: Gladly.

Kizaru: It's more strict than our Navy. But what are these Guild's.

Sam: Guilds are like branches. Only a bit different. Unlike Union branches. Guild's are for those A Rank or S Rank adventurers to make. They use their own money to make a base on an island or sea area and have people join them. We give them missions in that area if any. Of course those who joined are still subject to the normal recruiting procedures.

CP: So Guild's usually have a powerful person sitting in place at all times. While branches may or may not. Or it has intervals of when a strong person is there. Even if a strong person isn't there the Adventure's themselves are capable enough.

Sam: Precisely.

Kizaru: Wouldn't it be easier to Join the WG.

Sam: Easy? It's not necessarily the case. Everyone here values strength and freedom. Aside from a few rules they are free to do as they please. The board over there records jobs to do and people are free to take them or not. They can go alone or in a group. Most importantly they don't need to risk their lives for a mission. If something unexpected happens they can fully leave and give up the mission.

Kizaru: Really~

Sam: Mh. Like I said strength and freedom are the key to why this place has thrived so fast.

Kizaru: Aside from those Kingdoms how do you all maintain finance's?

Sam: We take 10% of each mission. Also no refunds should the mission fail or the problem is solved before the personal come to solve it.

Kizaru: That's black hearted.

Sam: Oh~. Then may I ask how many cries of people have you ignored because the island or kingdom can't pay Heavenly Gold. Such a action is really unique for an individual with Justice on his back.

Kizaru:.....

CP Chief: It's their own fault for being unable to pay.

Sam didn't say anything until they enter his office and saw two individuals.

Sam: Issho you guy is actually back.

They walked into the room to see a blind man eating Ramen at a Round table. Beside him a guy laying on a Millineum Dragon. Is also eating Ramen

Issho: I finished the escort mission close to the Disaster Pirates sea area early. It seems the guy Ryan has set sail again so the Disaster Pirates have reigned in the scope of travel.

Sam: It seems a few more Kingdoms will suffer. Whatever none of my business. Anyway these two want us to join the WG forces. Although I don't know what the offer, restrictions or rules they want us to follow. So let's hear your ideas.

The man laying against the Dragon opened his eyes and said

Vince: I refuse. Regardless of the offer. I'm pretty sure the main thing is that we'll be subject to the same or similar rules as the Admirals.

Sam: Vince. Nevertheless I agree with Vince. Freedom to move around is the drive of this place.

Issho:...

Sam: It's fine Issho. I know you want to be a Marine Admiral. I won't blame you if you leave.

Shaking his head Issho said

Issho: No I also refuse. As you said there's more to Justice than just chasing Pirates.

Kizaru: So the Adventures Union refuses to become Subordinate to the WG.

All Three: That's right.

Kizaru: Alright. By the way is there anyway to share that card technology with our Navy.

Sam: I'll have to speak with the Doctor

Kizaru: Alright.

Kizaru and CP Chief were then escorted out by an adventurer. Once on the ship and setting sail he looked at the Chief and asked.

Kizaru: That registration process is really tight. Plus that woman who can tell when people are lying make it difficult for you.

CP Chief: As long as she's killed the process becomes easier to do.

Kizaru: I felt it. She's not a weak person. Besides there's no way to do it if she remains here.

CP Chief: I'm sure to get her out.
