I wiggled slightly in the small dress I was wearing. I had never been a big fan of dresses and this one made me felt down right uncomfortable.
*click*
Looking up at the sound of my door opening I saw mom. She was wearing a suit, much to my dismay I wasn't allowed to do the same, and had a very serious expression on her face.
"Ayah darling, are you ready to go?"
Today was the day that my parents and I have to go and have my quirk reassessed and regulated. My grandparents had spared me from quirk suppression methods, but I likely still needed to sign and agree to a bunch of restrictions.
"Yeah I'm ready."
"Okay, well your dads in the car already so let's get going."
The drive from the apartment to where we were going was extremely short, only about five minutes. But when we got there I was shocked, while I may not remember the main cast I at least remember the campus. But I didn't understand why we were here, after all the people who were in charge of this whole thing was the Quirk Regulation and Registry Committee.
The QRRC was an international joint committee that was in charge of documenting and regulating quirks and their use in all countries that signed the New Quirk Regulations treaty. They kept track of dangerous and problematic quirks while regulating use. The committee was created following the birth of a man in France who could create low yield nuclear explosions.
Apparently the man lived a terrible life and eventually snapped blowing his home town and all the people in it to pieces. Following that a committee was made to track people with powerful quirks and prevent similar situations from happening. At least that's what was written in 'The QRRC: A History' a book in my dads office.
Anyway standing out front of the school was a women in a suit with principle Nezu standing next to her. Walking up to them the women's eyes never left me, looking at me with a stare that I recognized all too easily, Threat assessment.
As we reached them she stuck out her hand for a handshake with both of my parents.
"Hello, you must be Mr. and Mrs. Krieger. My name is Hirano Minori, I'm the representative from the Quirk Regulations and Registry committee."
Turning away from my parents before they could even respond she bent down slightly and offered me her hand for a handshake as well.
"And you must be little miss Ayah.
Taking her hand and shaking it I looked over at my parents in faux nervousness.
"Y-yes."
I had already decided how to play this meeting, Innocent and nervous. Not a threat at all, a person of no interest who they shouldn't track.
Just as the handshake and subsequent staring contest was starting to get awkward a certain mouse intervened.
"Ahem, well let's get going shall we. We have a lot of tests to run and many questions to ask."
Following behind the mouse I looked around at the campus I would be attending in the future. It was… big, that really was the best adjective I could use to describe it. It was a Saturday so the building was empty and that just multiplied how large it felt.
Finally we arrived at a door that read 'Quirk Testing Room' entering inside I saw a large expanse of measuring equipment, a full medical testing facility, and a large black tablet on a wall with a scoreboard next to it.
The lady from the QRRC looked over at my parents and I before looking down at Nezu.
"Okay well let's get this started, principle Nezu if you would take Mr and Mrs. Krieger to read over and sign the Economic Protections papers."
Principle Nezu then took my parents out of the room, mom leaving behind a 'best behavior' as she left.
Ms. Hirano pulled a tablet from seemingly nowhere and began tapping away.
"Okay it says here that it's a creation type quirk so let's start with that… what are the limitations on what you can create?"
"Energy."
Looking up from her tablet at my short response she raised an eyebrow.
"Care to elaborate?"
"What's elaborate mean?"
And just like that the serious atmosphere dissipated and her expression faltered.
"Ahem, it means explain more about what you just said."
"Oh, sure. I have energy, making something takes energy."
"Okay, and how much energy do you have?"
I was glad that I had prepared for this, my normal measuring unit of enchanted throwing daggers obviously couldn't be used. So I had to test another one in preparation for this, books. My parents knew I like books so I figured it would be the least suspicious option. Ever since using my quirk in a high intensity situation my capacity had gone up, it was up to 11 knives for 24 hours. In books enchanted to write through mental commands that's 27 for 24 hours.
"27 auto-books worth of energy."
This got her attention, once more raising her head and looking at me.
"And what's an auto-book?"
"A book that writes itself."
"Can you show me one?"
"Sure"
Following that I summoned a book for her and showed her how it worked. The rest of the questions followed similar patterns. We moved from the creation aspect, to the enchanting aspect, and finally onto the energy core behind my navel. I told a mix of lies and truths depending on what the question was, for example when asked if I could create permanent objects I said no, even though I could, and that my max time was ten years. On the other hand when asked if I had other limitations I told the truth.. except for energy I had found none.
I did end up getting asked to create an object for them to monitor, and also I suspect to make sure that my time limit was real. I ended up creating a one yen coin, it was only after her shocked reaction I realized my mistake. I had created money before, just to see what would happen, and I'd learned that it was exactly the same as real money. It had the correct serial numbers and everything despite me not trying to make that happen. It was one of my biggest questions regarding my quirk, where did it pull the information from to create the items? It wasn't my brain because I could make things that I didn't know how to make, so where was it from?
She ended up accepting the coin, only after telling me to never create money ever again, and calling Nezu to bring my parents back so we could do the physical tests.
My parents walked back into the room holding stacks of paper. They set it down on the table and began to discuss some of the terms written in it. While they did that I started to skim through the papers, overall it was a list of things I couldn't create. Precious or rare materials without governmental consent, currency's, patented or copyrighted items, and several other items of concern. For example the V2 rocket from World War Two had no active patent but I still wasn't allowed to make one.
Well luckily for me all the clauses about rare materials only applied to permanent creations or created with the intention of selling. Although this piece of paper did clear up my biggest questions from the anime regarding creation girl and her quirk. While I did understand the limitations of having to understand an item's molecular structure, she still felt overly limited in what she made. And while I still maintain that her quirks potential was heavily wasted by her thought process and morals at least this helped explain some of it.
Luckily nearly everything I planned on creating was public domain or didn't exist here the last few items that were copyrighted or patented could be substituted fairly easily. But before I could get into that I was broken from my thoughts by my mom tapping my shoulder.
"Are you ready for the physical tests?"
"Ye- wait physical tests? In this dress!"

I'm feeling better, well mentally at least, my body still feels bad but the draining and permanent tiredness part is over already! This chapter was my first big break from canon, introducing the QRRC. I want to flesh out MHA through my eyes, which is why I labeled this as an AU.
Another change in this chapter was Momo being legally required to not make things, instead of doing it by choice for moral reasons. Next chapter we get physical tests and she finally receives internet access.
