Maki and Momo didn't take his words to heart as they knew Izuku would teach him a lesson for badmouthing them.
"That's a good idea, I challenge all of you to attack me once again, this time I'll be all alone and you can attack me however you want, and I'll still beat all of you up," said Toji as he has an amused smile on his face.
"I'm out," said Maki and Momo simultaneously, as they had no interest in fighting Izuku, which they do every day, only to get beaten up by him.
Well, they like getting beaten up by him because then Izuku loves them even more than they are hurt, treating them like his queens, but this was a public event, and they don't want to embarrass themselves in front of him.
There were a few smart students like Momo and Maki, these were all the girls of both sections as they had no interest in fighting him again, as they were girls, and didn't want to embarrass or humiliate themselves again only to prove a point.
"Here are the rules, I lose if I lose my headband, or am unable to defeat you all in 2 mins.
And you lose if I take your headbands within 2 minutes, if even a single person has their headbands then I'll accept my defeat." Explaining Toji

Because she couldn't find anyone cheering him, well Kaina was present there watching the match and was laughing like others present around her, while all the praise and cheering was done through the mental chip, so that she could openly say whatever she wanted, without the worry of anything.
Well it wasn't like she feared getting caught as she was still an SSS rank criminal, as Izuku had already changed her appearance, but the mental chip felt more comfortable to her, so she cheered for the girls and Izuku through the chip.
Oh yeah, during the whole cavalry battle, which was boring for the three of them, they were constantly talking with Kaina during the whole match.
As the cavalry battle unfolded, Inko's dissatisfaction grew, her thoughts veering toward the challenges Kazuki had to face since entering UA.
She yearned for his success, but the current situation only fueled her concern and disappointment.
Inko couldn't help but question whether UA High School was the right school for him, as her son couldn't show his true worth surrounded by these people who were allowing a student to go around mocking other students and making fun of other students.

As there will be many such people and villains whom Shoto wouldn't be able to defeat with head-on attacks and mock him.
If he loses his temper every time that happens, Shoto would become just like him, even though he is the No 2 hero, but due to his anger issues almost lost everything, and due to his anger he was never very popular nor respected by the public at large.
The hero inside the endeavour was pleased by this development and hoped that Shoto would learn something from this development, rather than complaining about the fairity of the situation.
Fuyumi Todoroki, on the other hand, watched the events unfold from a different perspective.
