Dismantling the Sokovia Accords

Ross said flatly "Your 'personal physician' doesn't meet the requirements."

Viktor rolled his eyes and said "Are you the Secretary of State?" Ross nodded "Yes, so if you could lea-" Viktor chuckled and asked "They let people who created a monster to fight the Hulk become Secretary of State nowadays?"

Before turning to Tony and asking "Do you think I can be President?" Tony chuckled "If this guy was elected, then you have a chance! Want me to be your campaign manager?"

Steve cleared his throat and said "Guys, please." Ross' face was ugly as he tossed a thick book on the table, saying "Sokovia Accords. Approved by 117 countries. Basically the Avengers will no longer be a privatized organization… Instead, they'll operate under the supervision of a United Nations panel only when and if that panel deems it necessary."

Viktor laughed and covered his mouth, turning away as everyone looked at him. He coughed violently and said "I'm sorry. Don't mind me, I'm only Stark's personal physician…"

Steve said "The Avengers were created to make the world a safer place. I feel we've done that." Ross asked "Do you know where Thor and Banner are right now?"

Viktor leaned over and whispered "Thor is the guy from Asgard, right?" Tony nodded and said "Hammer guy." Viktor asked in confusion "Then isn't it obvious that he's in Asgard? Is this guy retarded?"

Tony rubbed his nose and smirked, looking at Viktor, holding in a laugh.

Everyone heard Viktor's words and Ross glared at Viktor, asking "I'm sorry, do you have a problem? A single Doctor questioning my decisions… I have a hundred ways to make you disappear."

Everyone frowned and Viktor looked at him in surprise, asking "Are you talking to me? You're saying that you'll take care of me and make me and my family disappear off the face of the Earth? Is that correct?"

Ross was silent and Tony frowned "Vik. Just calm down." Viktor smiled widely and stared at Ross, saying "Do you really want me to get involved? Do you really want that? I will embarrass you in front of everyone here and wait for you at my house, how about that?"

Viktor laughed and continued "Oh, wait. I should probably go on the run, right? When I'm staring at a failed Hulk experiment I'll be done for, right? Let me guess, if they don't sign the accords they'll be criminals, right? Then naturally they'll fall in your hands. Hmm, what could you do with Captain America's blood and Vision's body?"

These Accords are essentially a dog collar with an electric buzzer. If they tell you to bark, you bark or else. Who knows if you'll become the next Hulk failure if you don't obey."

Ross said "Enough! Get him out of here!" Tony suddenly had a suit on him as he held up his palms at the bodyguards around the room.

Steve picked up his shield and stood in front of Viktor as he said "That's not necessary."

Ross said angrily "He's speaking nonsense! These across have been agreed by 117 countries!" Viktor sneered "So who will be making the calls of these 117 countries? Probably you, right? You're the 'figurehead' of the UN, right? The big man in charge?"

From what I know and heard, Thor thought Loki was dead but Loki was working for someone else to rule the Earth. They pursed their lips in amusement and Tony said "Hurry up, Vik, my arms are hurting here…" Viktor rolled his eyes and said flatly "Simply put, your accords are nonsense for you to control the Avengers by yourself. The same with the UN. People die every day, who cares. The people who complain that the Avengers should've saved everyone should be shot to death on the streets for their idiocy."

Steve said speechlessly "Vik… Come on, man…"

Viktor coughed and said "Sorry, exiled to idiot island. Round them all up and send them to an island because they are worth nothing. Even you! Everyone looked at him and he said "No offense but I don't want to be a criminal… Cap, don't tell me you don't think so? We're military men." Sam looked at him and said angrily "Are you for real, man? I had enough of people ordering me around! Who knows what they'll tell us to do. I'd rather run with a headstart than be a bird in a cage."

Sam looked around and argued "We won't even be able to run by then!"

Wanda said "I don't think this is good… Last time I was locked up, it wasn't a fun experience." Pietro looked at Viktor and frowned "They're experimenting on Mutant Children?"
