Duke Maverick did not realize Rowan's intentions until he was pushed out of the dungeon. He was in disbelief and denial yet he could not do anything about it. 

Rowan pushed him out of there but he did not consider that even after his sacrifice, he would not be able to escape safely. He could not even walk. Even if he hid himself in some corner, for how long could he do that?
