Moreover, if the Giant's Belt is combined with the Crystal Bracer Duke drew earlier and a Ruby Crystal, they could form a Warmog's Armor!

"System, summon all the heroes immediately!" Duke said excitedly.

In the next second, three tall figures appeared before him.

"Death spat me out again, and I will bring an abyss to this world!" Pyke, the Blood harbor Ripper, knelt on one knee and spoke to Duke in a deep voice.

Pyke had risen again from the deep sea, becoming a death dealer who frightened countless people. But now, he would pledge his eternal loyalty to Duke.

"Destiny is endless and as fragile as ordinary people, but my lord, you and your country will endure forever!" Swain, the Noxian Grand General, bowed his head respectfully to Duke.

Beside him, Draven tossed his throwing axe in the air and caught it, then looked at Duke and said, "The axe is in my hand; all I need is prey. Do you need me to kill something for you?"

"Not right now, but soon, the entire sea will be your hunting ground!" Duke responded.

"Commander Swain, are you interested in rebuilding Noxus in this world?" Duke asked quietly.

With Swain, Draven, and Darius all summoned, Duke felt it would be unjustifiable not to rebuild Noxus in the pirate world.

Additionally, the twenty-fold increase in wealth value for the SS-level lottery made Duke slightly worried. He wanted to draw out the Star Forger, Aurelion Sol, but the cost for an SSS-level lottery could be astronomical.

Duke wondered if the country he founded and the currency he issued could be recognized by the system. To test this hypothesis, he decided to establish a nation.

"Follow your wishes, and you will be the supreme emperor of Noxus forever!" Swain declared respectfully.

Swain assured Duke that founding a country would be no problem. As the mastermind who single-handedly led Noxus from decline to strength, Swain was confident in building a powerful Noxian Empire.

Swain and Draven quietly left Valoran under the cover of night. With his pale crow and demonic powers, Swain could avoid detection as they journeyed to meet Darius near the Kingdom of Flowers.

Together, they would head to the first half of the Grand Line to establish Noxus.

As for Pyke, the Bloodharbor Ripper, Duke decided to have him join forces with Gangplank. Despite Gangplank's enhanced power from his Ghost Captain form, he faced numerous threats after plundering heavenly gold, including the Admirals, alternate Admirals, a Marshal, Chief of Staff, General Instructor, and hero Vice Admiral Garp from Navy Headquarters.

Additionally, there were the World Government's commander-in-chief Kong, CP0 agents, and other powerful figures that could be recruited at any time.

To survive the serious siege by the World Government and Navy Headquarters, Gangplank needed strong allies.

Most of the Four Emperors had formidable cadres, so it was only fitting for Gangplank to have powerful support like Pyke.

Janna, under Duke's instructions, transformed into the breeze and headed to the City of Water 7.

There, she would establish Tailwind Shipping, a company destined to crush all current shipping enterprises in the pirate world.

Before that, she needed a fleet of sea-going ships, and Water 7 was the place to find them. What's most crucial in shipping? Routes, customers, and relationships with the World Government and pirates are important, but the most crucial element is the ships themselves.

These pirates, along with corrupt kings, nobles, and Celestial Dragons who forced many young men to sea, deserved no sympathy.

Gangplank believed that plundering the wealth of kings, nobles, and the heavenly tribute was the true target for pirates. The heads of evil-doing pirates, their wealth, ships, and bounty-bearing minions would all contribute significantly to the establishment of Tailwind Shipping.

This was about making the best use of every resource.

Janna, with her potential as Duke's most promising hero, possessed combat power comparable to a Vice Admiral of Navy Headquarters even at level one.

Given time, her storm could flood the entire world. But for now, it was wise to make some money first.

The Valoran family or Chamber of Commerce, despite secret intimidation by Vice Admiral Garen and Shadow Stream, had their power largely confined to West Blue. Developing those water and electricity plants required time and money.

The World Government could barely tolerate a united North Blue under the Kingdom of Germa, let alone a behemoth spanning the four seas.
