"Of course, the annual tribute to the Three Treasures Navy will remain substantial," Bonanno Godfather asserted confidently.

With control over West Blue's underworld, the wealth would flow freely into their coffers. Why bother with the world government and nobles when they could have a significant stake in the region?

The Flower Kingdom boasted considerable power, and its Three Treasures Navy stood among the strongest.

"Excellent. West Blue's underground world is yours," Zhuoran acknowledged, sharing a meaningful glance with Godfather Bonanno.

However, Godfather Gambino's anger simmered as he contemplated Bonanno's ambitions.

"Can the Bonano family really dominate West Blue's underworld alone?" he fumed, his frustration evident.

Seeing the situation unfold, Capone Bege, known for his strategic cunning, voiced his thoughts.

"We're not mere fodder for slaughter. We are the five major families, the rulers of West Blue's underworld!" Gambino asserted.

Capone Bege, eyeing an opportunity, contemplated the next move against the Valoran family.

"Shouldn't we support the Valoran family to become West Blue's overlords?" Zhuoran questioned in a clandestine meeting.

"The Bonano family lacks the strength. Even with our aid, they'll struggle to control West Blue," he reasoned.

Zhuoran's ambitions went beyond mere monetary gain. He sought to wield influence over West Blue's entire power structure.

"We must support and manipulate the Bonano family for our greater goals—suppressing the Navy and seizing the Flower Kingdom's throne," he revealed.

On a magnificent ship near the Flower Kingdom, Shang, a formidable figure within the navy, echoed these sentiments.

"The so-called underworld is insignificant compared to true power. We must claim the throne and control the sea!" Shang declared passionately.

With royal blood in their veins, the Flower Kingdom's rightful rulership was a tantalizing prospect.

As the Valoran family surged in West Blue, resistance from the Gambino family and other smaller mafias intensified, signaling a brewing conflict for dominance.

Under the leadership of Godfather Gambino, they all came together to resist the Valoran family's expansion.

Suddenly, chaos erupted in the underground world of West Blue.

"West Blue seems to be in turmoil lately. Should we inform the Five Elders?" asked a senior World Government official in a conference room in Mary Geoise, the Holy Land, speaking in a deep voice.

"It's just a minor conflict between mafia groups. These street-level issues aren't worth reporting to the Five Elders," another senior official replied with a slight smile.

"Besides, it's almost time for the West Blue countries to pay their tribute. We're all quite busy, including the Five Elders," added the official.

After this discussion, a sense of relief swept through the room, and the atmosphere lightened up.

Every year, World Government member countries hand over a significant amount of tribute gold, a lucrative task for the authorities.

At Marineford, Sengoku glanced at information about the Valoran and Gambino families in West Blue before turning his attention to the Ocean Calamity Plank.

"Have we captured Ocean Calamity Plank yet? He's been causing quite a stir in West Blue. If we don't act soon, it could lead to even more chaos," Sengoku said sternly.

The affairs of West Blue's local mafia were not directly under Navy Headquarters' control, as their power was already considerable. This raised questions about who ultimately held sway: the World Government or the Navy Headquarters.

"Bastille Rear Admiral and Galen Commodore are leading an operation to track down Ocean Calamity Plank. We expect updates soon," a Navy Headquarters intelligence officer reported respectfully.

Sengoku nodded, turning his attention to intelligence about Baroque Works, a rising company in the Grand Line.

"Are Graves and Hauser still at odds?" Gambino, overlooking information from Capone Bege, sneered confidently, planning to strike back against the Valoran family.

Meanwhile, outside the Gambino family's castle, gunfire erupted as Graves stormed in, ready for confrontation.
