The dog-headed police chief, Kenji Tsuragamae looked at the figure that was sitting on the chair in front of him with quite a bit of anxiety.
The police chief wore a neat and unwrinkled black suit, with his usual dalmatian themed tie.
He had just finished looking through some cases, he was preparing to assign some of them to different detectives inside the police force.
At least until he heard a small knock on his desk. Looking up from his files, he could see the dark and brooding figure of a white-haired man with a large toothy smile.
To the side of the room, he could see an open window...
The man in front of him also wore a black suit, much in the same style as his own. The chief of police was shocked to see the way this person just appeared.
"Who are you?" Kenji asked as he prepared to press the small button underneath his desk. That would alert the entire Police Force and all of the heroes inside Musutafu of a villain entering his office.
But at the same time, something told him that this situation wasn't a dangerous one. If the man in front of him wanted to kill him, he would've died already.
No, the white-haired man likely wanted to strike a deal with him.
"I believe you should know me quite well~," The white-haired man said as his appearance seemed to shift.
His white hair became a bit longer and turned bright red, his toothy green was covered by a familiar gas mask.
His classy suit transformed into a suit of combat kevlar armour that mercenaries often used.
"It's you..." Kenji muttered as he watched the change happen in front of his eyes.
Kenji did not doubt his identity in his mind. It was clearly stated that the man had a shapeshifting ability besides his gigantification one.
There was only one thing on his mind.
Kenji didn't know what to think of it. His logical mind told him to simply press the button underneath his desk, but a small part of it also wanted him to hear out what the villain had to say.
There was simply no evidence on him and his organisation. And he didn't have any illusion that the villain would be caught by them.
So, the best he could do was to listen and look for clues about the identity of the organisation.
"Indeed~ You can somewhat guess that our organisation doesn't mean you any harm~" Kenji just nodded at the villain's words. It was pretty evident that their organisation wasn't a violent one.
This representant of theirs had even held back against dozens of heroes, making sure that none of them would even get seriously injured.
"But~" The villain continued. "We are currently working against some part of your government...~" His words made the police chief raise an eyebrow.
"A part of our government? That doesn't sound exactly well-intentioned..." He said, giving the villain a fearless and sceptical glare.
"Well~ To be exact~ It's a government-funded organisation~ I'm sure you know of it~ The Hero Public Safety Commission~" Kenji's eyes widened when he heard that name.
He was obviously knowledgeable about the Commission. He wasn't ignorant to the way their Hero Society worked.
He knew that the Commission was tasked with making sure the wider public remained somewhat ignorant to the otherwise bleak reality that was the rising villains and crime rates across the country.
They had many roles, but they were basically the arbitraries of all Heroes.
Any public action that a hero would take would be reported to them, if it was one of greater significance, then it would even be reported beforehand.
The Commission's wrongdoings were also something that he had been trying to look into ever since he was seated as the chief of police.
Kenji knew far too well that the Commission wasn't all 'sunshine and rainbows'. But he still needed to know more about the reasons of the organisation seemingly working against them.
"And why exactly is your organisation against them?" Kenji asked in an attempt to bring out more information about this strange organisation that seemingly appeared out of nowhere.
"It's quite simple~ Due to some information we have found on them a while back, we have deemed them as dangerous for the safety of many members of the public~ Our organisation was formed with the very purpose to bring those facts to light~" The villain's words intrigued the police force chief.
The villain's words made sense, every action that the organisation had taken served to undermine the image of heroes in the eyes of the public, and by extension, the influence of the Commission overall.
He had no way of knowing that those actions were actually just the commission shooting themselves in their own feet. So he took the villain's words as the truth.
Believing a villain wasn't something that the chief of police was prone to doing. But he also knew that the man in front of him was not a villain, at least not in the traditional sense.
He was by no means a threat to the wider public. Hell, he wasn't even a threat to heroes and policemen.
He was more of a vigilante than anything.
"I see... So your organisation aims to undermine the Commission? Why?" That question was still important. Kenji was hoping to coax the entire reason out of the representative in front of him.
"That, my friend~ Is something that you can find out if you help us~" His words made Kenji sigh. 'It obviously wouldn't be this easy'
He wanted to know what the commission had done, to spur out the creation of such a powerful organisation... But, "Are you proposing that I join you?" He wasn't willing to go so far for that information.
He was regarded highly by all of his peers, joining hand with a 'villainous organisation' wouldn't look good on his resume.
"God no~ You are a man of status~ I wouldn't propose something like that to you~ I am merely here to ask for a favour in exchange for that information~" The villain's words rang into Kenji's ears. He instantly realised something.
'I've been played!' He was lured in by his curiosity, he was basically told that someone had their hands on a piece of information that he needed. One that he had looked for the better half of his career.
Then, just as he was about to hear of it, just as he was about to gain an outline of the sins that the Elusive Commission had committed, he was stopped in his tracks and asked for payment.
A favour. It could be anything. It could mean anything.
The notion of it made the chief feel quite strange.
"It won't be anything major~ Of that I can assure you~ We wouldn't ask for anything unreasonable~" The 'villain's' words sounded genuine. But they still didn't help relieve a lot of Kenji's anxiety.
'This might be the only lead I could ever get on the Commission...' Was the thought weighing on his mind.
"I am... Willing to hear out what your organisation wants from me. But I won't make any promises." Kenji spoke eloquently. He perfectly hid his interest.
Unbeknownst to him, the person sitting in front of him, who is obviously Beru by the way, had this on his mind: 'Hook, line and sinker baby!'
"A certain person will soon be arrested~ We are looking to see if that person could receive a 'reduced' sentence.~" His words made the chief raise an eyebrow.
"That doesn't sound quite as tame a request as you have previously put it..." He said as he looked at Beru.
"This person is the most important to us~ She is the key to bringing to light the atrocities that the Commission has commited~ She is their old enforcer, she also used to be a hero, going by the name of 'Lady Nagant'~" The chief once again raised an eyebrow.
"Lady Nagant? I've heard of her case before, it's said that she murdered the old chairman in cold blood, although that was never confirmed to the public..." Kenji spoke while he stared Beru in the eyes.
"You haven't heard everything about it~ There are many things at play here~ And she is the one that will be able to tell you everything~ But you can't let the Commission get their hands on her~" Beru's words got through Kenji quite quickly.
"A reduced sentence... Is it really necessary for this case?" His question was valid. After all, he could just question Lady Nagant after she was captured.
"That woman has suffered enough,~ we can assure you that she isn't a danger to anyone~ If she was, we wouldn't have bothered to talk about a reduced sentence~" Kenji once again raised a sceptical eyebrow at the words of the 'villain'.
"Don't look at me like that~ We all strive towards the same goal~ Creating a safer world for people to live in~ Once you learn of what the Commission does through Lady Nagant, you will understand this better~" After saying that, Beru got up.
"I believe this talk has been quite fruitful~ But I'm afraid I must leave now~ Kenji~ You have a week to think about this~ She will be apprehended in a week~ I hope you choose right~," Beru said as he jumped out of the window.
The chief of police was left staring blankly at the window. 'This guy... Acting as if I have a choice... So devious and manipulative. They must've looked into me beforehand. They likely know that I am after the commission...'
He stared back at his desk.
'How am I even supposed to turn this down? I am basically a puppet to them now. I will do their work for them and reveal the Commission's deals to the world.
Meanwhile, they can just look through the shadows at the way things occur...
This... Even knowing that... I can't just refuse to take this chance. The commission is something I've been aiming for a long time...
I guess I'll have to see about Lady Nagant's sentence too... After hearing her story that is. I can give her the minimum punishment. But she will still likely serve two or three years in prison...
What have I gotten myself into...?'
As Kenji was thinking and analysing his situation, Beru had gone for a victory drink.
He could tell that Kenji would help him. He had no idea of the Chief's desire to find out more about the Commission, but he could just tell from the man's voice and tone.
He had gotten him in the bag.
And, just like that, his partnership with the Hero Public Safety Commission was slowly coming to an end.
