Hawks' had his wish granted, sure, but he jumped into this merely due to the opportunity. He didn't know where to look, who to look for, or where to start.
He knew he was looking for Dabi. Though what Dabi looked like now or his name was another story entirely with an unclear beginning. What's worse is Dabi didn't know his full name, either. He just gave him his first name, Keigo. So there's little hope for vice versa recognition.
From what he'd seen 'Takami Keigo' was exactly how he himself had been prior, so being himself was out of the question. Pro-Hero Hawks was no longer him, and he was no longer Keigo.
What was a name that Dabi would hopefully recognize if paired with his face? He can't just be 'Kei'. It was too on he nail. Takami Keigo… Tanami Keido? Tarami Keimin… Tadami Keishin. He'd be Tadami Keishin.
He couldn't be a hero now, which happened to be one of the few things he knew how to do, not to mention Dabi wouldn't be impressed by it. You don't need a Master's to be a villain, right?
So there's a start. Join the League as Tadami Keishin. He's done it once before, it should be too hard to do it again, should it?

So there he was. Standing in front of a League all too familiar surrounded by people he'd once betrayed. By someone he'd once killed.
"We could definitely use another pretty face!" Jin- or, Twice remarked happily, though quickly shifting to hostile, "There can only be one! I won't let you replace Himiko!"
Shigaraki stared in blank skepticism, meanwhile Spinner watched from the couch disinterested and Toga bounced gleefully on the ball of her heel.
Keig- Keishin smiled awkwardly, fiddling with his hands. He'd done this before but it didn't make it any less nerve wracking.
"So, you want to join the League." The teal haired man drawled, "Thing is, Compress couldn't find any useful information on you; actually, he couldn't find any information on you. Rather, you don't exist." Shigaraki paused to make unwavering eye contact.
"We can't trust you if you don't even trust us enough to give a name." Shigaraki finished, glaring at him, crimson eyes watching him for any small movements that could possibly give him a reason to attack.
The blonde only continued to smile, "That's awful hypocritical coming from you, Shigaraki." his grin turned menacing.
Toga stopped bouncing on her heels to confusedly stare between the two of them, though staying silent.
"What do you mean, birdbrain…" Shigaraki replied with a tone matching Keishin's grin.
The former turned his gaze to study his nails in false thoughtfulness, "You know what I mean, or do you want your friends to know?"
Shigaraki went silent for a moment, "Okay, fair. Fine, Tadami Keishin. What is it you can provide us? Your stats?"
"Well, I know the weakness of every top twenty hero, I have plenty of the Hero Commission's private information- and I know everything about number two hero… Hawks." He continued to scrutinize his own nails, if they could even be called that, before smiling up at the man on his last word.
The villain raised an eyebrow, "Like what?"
The blonde shrugged, "His full real name, his favorite food, his personal goals and faults, when the HPSC got custody on him… you know, things like that. You could say I'm like his evil twin." he tried emphasizing evil in hopes it would sell his points, knowing damn well that they were in actuality just the same person. The only difference was he had one more murder under his belt and one more person to prove his love to.
Like an ironic spin on 'You're your own worst enemy'.
Shigaraki contemplated his words before smiling, "Welcome to the party." he put out his hand, noticably all five fingers.
He pointedly stared at the extended hand, not taking the offered handshake, smirking back, "I'm glad to be here."
His ignoring of Shigaraki's hand only made him smile. This new player was observant. With the eyes of a hawk.
Toga, who'd been silent, jumped into the air excitedly, "Yay! I get my own big brother!" she locked her arms around his forearm and tried to pull him to jump with her.
Keishin smiled at her, "We do look related, don't we?" he remarked.
She paused to look into his eyes wonderously, before smiling widely and jumping again, "Real big brother!" she squealed, coaxing a laugh from the blonde.
Twice approached him in a friendly manner, "We're glad to have ya!" he grinned before hunching and crossing his arms, "You're lucky Himiko likes you."

Shota had luckily compiled enough evidence together to at least point towards Dabi as Todoroki Touya. Specifically particular characteristics such as build, skin tone, quirk, eye color, and hair type. Dabi was also around the same age group as what Touya would be if he were alive.
Touya's stated cause of death had been accidental immolation- or accidentally burning himself alive. Note worthy mentions would be the lack of a body remaining despite a small piece of jaw bone. The whereabouts of any likely body being unknown, it could be suspected that somebody saved him.
If Dabi is Touya, then he likely got a metal implant to replace the fraction of his jaw he lost. This would further explain the extensive stretch of burn scarring seemingly all over Dabi's body.
Further this by his hatred for Endeavor, which would be his father (if he were Touya).
Pulling this evidence and his written report together, he put the stack of papers into a yellow folder and tucked them into his desk drawer for safe keeping. He didn't worry about hiding them, as his office was littered with motion sensing battery powered cameras everywhere Light Yagami style and he would know if something happened.
He was about to leave for the day before there was a tentative and light knock on the door.
"You may come in," He said, though unsure.
The door opened slightly and a very familiar woman's face popped her head out from behind the frame, "Is this pro-hero Eraserhead's office?"
It was Amano Sana. Amano Poruka's mother; one of his persons of interest. Part of his investigation just walked through his door and he wasn't going to let the opportunity side. Though he did have to wonder why she was here.
"...Yes." He replied, studying her as she slowly and seemingly cautiously approached his desk.
Her eyes sweeped over him. She obviously was on the fence about being here, though for why he couldn't discern.
"Is there something you need?" Shota asked dryly.
"Ah… my daughter mentioned that you'd seen her interacting with a known villain-" Sana spoke slowly, fiddling with her fingers as she did. At this time he noticed a folder tucked safely under her arm.
He hummed in acknowledgement, "I saw a little blonde girl interacting with Dabi, if that's the daughter you're talking about?"
She froze, avoiding his stare, "Well- yes, it's part of my daughter's quirk."
Shota looked back to desk, grabbing a side folder he'd made for Poruka, "That's interesting, since I looked into the girl I'd heard introduced as Amano Poruka. Yet when I found her, her face and age did not match. Moreover her quirk is genie, not some form of shapeshifting." He paused, closing the folder and gently placing it down to look into Sana's eyes.
"If I'm not mistaken, this information does not add up. I'm going to need an explanation, Amano-San." He demanded softly, interlocking his hands upon his desk.
The older woman sighed, sitting down and placing her folder in her lap, "Poruka's ability is to grant three permanent wishes for anybody including herself. That's almost twenty-four billion wishes in total. She's granted two of her personal wishes."
Shota nodded, "Go on."
Sana took a breath, "Her two personal wishes were for the ability to wear the form of anybody she's granted a wish of and to be able to view people through their hearts."
The raven stared blankly in confusion, "Excuse me?"
"When Poruka grants a wish that sends somebody to another reality, they leave behind a small glass-like figurine that represents their soul- their heart. Poruka wished to be able to watch them enjoying their lives by looking into that person's heart." Sana explained, still struggling to maintain eye contact.
Shota thought back to that night and the phoenix figure he'd seen Poruka pick up. Was it Dabi's heart?
"So… what does this have to do with Dabi?" He asked, grabbing a pen and paper just in case.
"You were there so you heard his wish… right?" Sana attempted to affirm, to which Shota nodded, "Well, when 'Ruka went to observe him she was surprised to see how different he looked…"
He had a feeling Dabi would look different. The burns and the staples wouldn't stay if he'd 'never existed'. If he didn't exist, he wouldn't have experienced any of the things that gave him burns.
"Is that all you came here to say, Amano-San?" Shota asked, still curious about the folder she'd brought with her.
As if hearing his thoughts, she took the folder from her lap and placed on the desk, passively sliding it towards him, "She said this is what he looked like."
Shota opened the folder, surprised to see an incredibly realistic, colored drawing of an older Todoroki Touya.
