We had some new distinct weapons.

Firstly, the pheromone bomb. Concentrated bottles of pheromones which once released from above, burst and spread in about a hundred meter radius and infected all people. These people forced themselves on people around them and spread the feeling like a disease.

I wanted to avoid using that.

Next, we had the blue bomb. This worked to reduce the addiction of exposed people but when used on just normal individuals it had very much the same effect of the bug being attached. Its effects were rather minor if applied tropically (drinking it was a whole different matter of course). People did become sexually active but they didn't go mad with emotions or lose their organs. It was going to be hard to convince these people to just give up, but it wasn't going to be impossible and very little bloodshed would be involved.
