Mass Murder
Looking at Virginia from an aerial angle, several massive destructions were still taking place. It wasn't that threatening as it seemed that the missiles that hit controlled their power to only affect the intended building. However, noticing that hundreds of people were currently working in those buildings and even considering that there were sixteen such situations, the citizens became frenzied as mass panic erupted.
It should be known that these people knew the extent of such a situation as they have seen only a couple of hours ago in California. And even as this was happening, there was an unknown situation that was still unfolding in Oregon.
So seeing that, they became enraged yet fearful. They were in between a rock and a hard place. They wanted to act but failed to. They were scared of the repercussions that they will face.
