"Can you tell if it's District 13?" Jacob asked while remaining calm.
"[Analyzing their route...]"
"[Establishing connection, generating response... They are ships from District 13, and the Hovercraft that took Katniss and the others to District 13 is with them.]"
The skies of District 12 were illuminated by the landing lights of the District 13 ships. Jacob couldn't recall if District 13 had this type of ships, but seeing only three Hovercraft descending slowly, creating a deafening roar, he knew it wasn't as significant as it seemed.
Jacob watched with excitement as the much-needed aid finally arrived in their town. Though there were only three ships, it was sufficient considering the weaponry they carried inside.
The soldiers from District 13 emerged from the ships, carrying boxes of weapons and medical supplies. Jacob quickly approached to receive them and coordinate the movement of resources.
With a calm gaze, Jacob said, "Welcome! Thank you for your support. We need to mobilize these resources quickly. We have to load everything onto the Hovercraft and allied ships. The safety of the next steps depends on it."
Now there were ten Hovercraft and two cargo ships at their disposal, so Jacob would use five Hovercraft and two ships to move people in batches to District 13.
The sound of men and women working resonated in the air as the weapon crates were swiftly transported to the Hovercraft . Jacob and his team made sure that each resource was loaded correctly, knowing they would be essential for the impending battle.
Once the weaponry and medical supplies were secured, Jacob gathered his people in the center of the camp.
Jacob spoke aloud, "Listen, everyone. The aid from District 13 has arrived, but now we must make a difficult decision. Those who are most vulnerable, including children, the wounded, and pregnant women, will be evacuated to District 13 for their protection. Five Hovercraft and two allied ships will transport them in groups there."
A murmur of concern and hope spread among the rebels. Jacob continued, instilling confidence with his words.
"Don't worry, we are taking all necessary precautions. District 13 has proven to be a safe haven for our people. But for those who choose to stay and fight, prepare yourselves. The battle is not yet over. We need to rest and regain strength for what lies ahead."

Most of the inhabitants, including children and women, had been evacuated to District 13 under the protection of the Hovercraft and allied ships. Only around five thousand men and women, along with a few elderly individuals who had chosen to stay and fight, remained.
Jacob addressed the remaining group, who had gathered in the center of the camp. The rebel leader wore a peacekeeper uniform they had obtained during a previous raid.
With a confident voiceJacob said, "Comrades, our next objective is District 11 and District 10. We must seize the element of surprise and the confusion we have created by posing as allies. Our plan is to infiltrate District 11 and District 10, ensuring their surrender and joining their cause."
A mix of anxiety was reflected on the rebels' faces. They knew this would be a crucial mission for the rebellion's cause.
"First, we will head to District 11. We will use our uniforms and the weapons we have secured to blend in with the peacekeepers. We will act as if we are there to provide support. Once we have gained their trust, we will reveal ourselves and fight alongside them."

Knowing that not everyone could fit in the Hovercraft , Jacob nodded and said, "Yes, that was decided from the beginning. They will use the forest to their advantage. We cannot afford to overcrowd District 13, so we will ensure that only children and strong youths are relocated there."
Taking control of the advance, Jacob boarded one Hovercraft and sat in the pilot's seat, aided by his intelligent assistant who controlled all the Hovercraft . Each person on board wore a peacekeeper uniform, but the majority of their weapons were marked in red, indicating they were allies.
