okay we're truly bored we need to again pick a God to produce one of our Multiverse entertainment movies. A minor God stands up and says I'm willing to do the task I am extremely bored and it might be fun. A long discussion is now taking place between the Gods about what rules and world will be the setting it is decided that that whoever is chosen to be reincarnated will be going to the world of a song of Ice and Fire and get one wish that is not to op on the condition that is creative instead of just some power to amp up the chosen soul. Fast forward to the MC and minor God conversation

mc-So I've been chosen among countless souls to be reincarnated why?

mg-Do you want the truth or you want me to make something up

mc-the truth plz

mg- I asked the cosmic hat for a group of people that would probably do well in The Song of Ice and Fire then picked your name out of the Hat.

mc- Seriously you pick my name out of a hat

mg-What else was I supposed to do go through a lengthy process of sorting through Souls until I find the best one no as I explained to you before this is for the entertainment of the Gods so we need a bit of randomness that we cannot control hence the Hat so on to the wish

mc-Very well after thinking about it for a while and with the stipulations I needed to be creative and I couldn't directly power myself up like in most fanfics I've chosen to with for a system

mg-(In a hostile tone)Look you mortal little piece of crap I already told you that you could not wish for anything overpowered and not to directly power yourself up and you ask for a system the mother of all op direct power-ups

mc-Hold up please hear me out the system I want is for reincarnators from different anime video games and movies to be born in the area I am born in now they start out as just people with past life memories but with the more loyal they are to me and it will be explained to them the more power they unlock of their old life which in turn the system gives me a small percentage of their abilities or powers so pretty much I've got to inspire loyalty in them as well as them wanting to be loyal so it's not a direct power up and it more requires on me it's not only convinced them to be loyal to me but me to be worth being loyal to

mg-Okay that's still too powerful but not bad with the creative aspect I'll tell you what I can do 1-knowledge is also part of that factor they may remember their lives but they will not have access to any special knowledge unless unlocked 2-any character that is too powerful will not be born in that world 3-the more powerful the ability/knowledge the more loyalty it needs to be unlocked and 4-It will be explained to them that someone that will be born in that world wished for them to be reincarnated/have a 2nd life but not that they get anything for being more loyal to you and you will also not tell them be able to tell them about it

Okay here's a little how I believe the system should work let's take guts from berserk he would be an easy character to get abilities unlocked if you can get his loyalty soon since his powers do not stray far from the Song of Ice and Fire world granted he's a lot stronger and more capable than people from ASOIAF so that would have to be unlocked as well as his swords skills and battle knowledge. Someone hard to unlock their abilities would be someone like Uchiha Itachi from Naruto it would most likely be unlocked in stages for instance the battle experience and more mundane skills would be unlocked way before their chakra and their chakra techniques. Those are just the Combat Characters in my opinion the real prize would be the characters with a bunch of knowledge and World skills like Winry Rockbell(fma) Conan Edogawa(Detective Conan) Senku Ishigami(Dr Stone) Light Yagami or L(Death Note) Rakshata Chawla(Code Geass) Tsunade(Naruto) Dr. Kureha(One Piece) A lot of these characters and more would be easy to unlock with this system since it's more pure knowledge and ability(Personality and intelligence) that really does not go against the rules and power of the world
