The fight which broke Harlem, the fight between Hulk and Abomination was playing on the screen. The entire statistics of it was being displayed. The lives lost and the property damage. With a list of all the powers that had been displayed. A clip was playing there focused on the Masked Man Tobi. As the scene was being displayed, the world security council was in session. They had been overseeing the damage reports.
"Director Fury, while we are very aware of the Hulk, what do you know about this masked individual. He had displayed an assorted amount of powers."
"We lack much information on is identity and the power set that he may have. What we can confirm is that he had the ability to move through solid ground. He can also change his appearance and the appearance of other things."
Three clip began to play of Tobi transforming himself when he turned into Betty, a green haired Bruce and when he threw the kryptonite which then transformed into the paper.
"He may also have another unknown degree of ability when he fired a rocket." A scene began to play when Loki had attached seals to a rocket and used it to take care of abomination.
"We are trying to contact him to get him to work for Shield." He had further explained. Left unsaid was the Project Overshield. A brain child of his and Amanda Waller.
A Russian voice had asked, "Director, why did you not interfere in this debacle."
"As you know, SHIELD has an agreement with every host government that we will not interfere with the operations held by those Governments. This falls under those instances. I did interfere, I sent superman did I not? I could not interfere directly." Director Fury had reminded them all of the restrictions that they had all placed on them.
"Amanda, as a liaison to shield. What do you believe." They had turned to her and asked. She had been standing with Fury.
"Respected members, we all know that all these restrictions exist for a reason. Shield is not a weapon to be used against humanity rather one to prepare humanity against other threats." Amanda Waller had said. A stoic expression on her face. "It was not created to be used in a political pissing match. The losses taken by the US army was a reminder of that fact to their leadership." She had glared at both the Russian and The American representative. As a way to remind them that this was not a place for politics.
"Certain policies will have to be modified. To ensure that enhanced activity, all enhanced activity falls under the purview of Shield. I will draft the bill and sent it to the respective leaders of your various countries." A reminder to them all that she had power over them. While they oversaw shield, she had oversight over the council to make sure that the members of the security council were fit to serve. She would make a report directly to the leaders of the Countries member of the World Security Council.
She did not get where she did by being blind or bending. She was called the Wall for a reason. She had come from the streets and had made her own way to power. She was called the Wall within the government for a reason.
And so the meeting ended with an implied threat.
Amanda and Fury had settled down for a briefing.
"You were hiding information from the World Security Council, were you not?" Amanda had looked at him when she had settled down. Looking at him critically in the eye.
"I am a spy, my secrets have secrets Amanda. What's your point." Director Fury had answered her. "Besides you are the only one who can tell."
"Fury, I know you well." She had pointed out. They had a long history for working together. "So spill."
And so Fury had taken out the you got tricked by Loki paper. Turning it around she saw a bunch of coupons. Instructions telling her to rip one apart in order to summon him for a job.
"He left even more with General Ross. Stark managed to secure some, for a promise on an advance on some Jericho Missiles from the pentagon." Fury had told her.
"A reason to pay a visit to the general then." Amanda had replied.
"Tony Stark is a disappointment." Amanda had continued. Their were hopes that he could continue his fathers legacy within shield. But in his current state she had no hope for that.
Fury choose not to answer that but brought matters back to the question he had for her. "So, your team has been given a pass."
Amanda had nodded, "Yes, many villains have too much to offer that we cannot throw them at the sideline. Some are truly remorseful, others have their reasons. We know fury that things arenot so black and white."
"What are your thought about Emil Blonsky." Fury had asked her.
"You need not worry about that, do you see me as that much less of a person Fury." She had proceeded to give a disappointed look at Fury. "Besides, I cannot control him at the moment. Any damage or suicide collar or chip I add. He would just regenerate from. He feels no rmeorse for his actions as well. His only reason is power. It may e the serum may have twisted him too much." She had replied to Fury.
Fury had taken a sigh of relief.
So, what about the Hulk.
"I am not sure if you would believe me." Director Fury had answered her. Getting a little bit of an headache.
He now had Amanda's full attention. A video started to be played. It was of Hulk eating one burger after another in a local diner. A masked Tobi cheering him on.
"Hulk as difficult as it is to believe went on an eating binge." Director Fury began to explain as various videos started to play of Hulk being at a variety of eating places. Pizzerias, burger joints, Thai food, Indian food, pancakes.
"There have not been any reports of property damage. Instead, various videos are trending, and business has been increasing for various restaurants that the Hulk ate at. People still think its a publicity stunt, a new form of advertisement."
He showed videos of children getting up on Hulk and the Hulk just eating his food. And carrying the Masked Tobi on his shoulder.
While Amanda did not laugh at Fury's misfortune, there was a beginning of a smile on her face. Her lips were even twitching a little bit. Veins on the top of Fury's head were throbbing at the amount of damage control he has to do now.
"So, is controlling the Hulk that simple,. Just give it food. The millions the army wasted on that fact alone is idiotic." Amanda Waller said.
Nick Fury had begun to massage his temple. "We are changing a few protocols when dealing with and containing Hulk. However, many things stay the same. We are not sure if that would be enough to calm him from his rage."
A scene began to play of the Hulk fighting on equal footing with Superman.
Amanda gained a sharp eye. It was still amazing to see it even if she had heard the reports.
Both Amanda and Fury while similar in nature had different thoughts. Amanda and Fury both wished to control different enhanced people and use them against the enemies of order and earth.
While Fury believed in forming an autonomous group that could function against the threats to earth. Amanda wished for supervision over the group as she was afraid of the day if someone like Superman decided that enough was enough. That he wanted to rule earth or turned against humanity. Looking at Hulk, he may serve as somewhat of a counter to Superman.
As they finished their breefing.
Amanda asked Fury a question, "What would have happened if we both had retired and just walked away." They were married afterall. They just did not publicize that fact. Nick was a young agent at that time and Amanda had just started making headway into the government at the time. They both had worked together to root out some groups that had embedded themselves within the government. Dealt with an alien invasion.
For a time, they had a happy life together but sacrifices needed to be made to keep the people you love safe.
"You know why we had to leave. We needed to protect them. Other people may have gotten it wrong." Nick fury had said. Just for a moment, there was a flicker of sadness on his face.
"The world is changing once more. I fear a war is coming. And we need to be here to keep them safe." Nick fury had said. Looking out as his back was turned to Amanda Waller.
"Sometimes, I just wish that the world was not ending every other week." Amanda had said as she had left.
