New Admiral

"So who've you chosen?" Sengoku asked as Percy grabbed a seat in the fleet admiral's office.

Garp and Tsuru also were present to listen in as they were curious on Percy's recommendation. Deciding on the new admiral was not something that the navy took lightly. This could very well change the public's opinion concerning the world government for the foreseeable future.

*sigh* "I thought about it, and I think I have made a decision" Percy said.

"Oh?" Garp raised an eyebrow, "I'm curious"

"I am as well" Tsuru said with a smile on her face.

"Sakazuki" Percy said straight to the point.

There was a moment of silence before Sengoku spoke,

"That's surprising, I thought you would choose Borsalino."

"Me too" Garp nodded his head in agreement along with Tsuru.

"I was at first, but they are both going to be promoted eventually. I was just choosing who was going to be admiral first anyways" Percy shrugged his shoulders.

No one argued that point, they all agreed with Percy. Borsalino and Sakazuki were too powerful to stay at the vice admiral level. Kuzan as well, but he needed more experience for him to be considered admiral material just yet.

"BWAHAHAHAHA, magma boy is first then" Garp laughed as he ate senbei from a bag

"It seems so" Tsuru nodded her head, "I wonder what he will do with his new power though?"

"I have an idea" Sengoku said as he sat further back into his chair. "When he first got promoted to vice admiral, he I was there at the promotion ceremony. He tried to convince Kong-san that the navy needed to enforce Absolute justice against the pirates in order to ensure world peace. I doubt this mindset has changed any time soon."

"Doubtful" Garp shook his head, "I just hope that he just doesn't bite off more than he can chew. Being an admiral in some ways has more restrictions than not being promoted BWAHAHAHAHA" the vice admiral laughed causing Sengoku's veins on the top of his head to bulge.

"Garp!" he shouted

"What?" Garp smiled. "It's not like the kid doesn't know. Isn't that right, Kurosai?"

"Haaaa, it's true" Percy admitted. "Getting called to clean up after the world nobles is a pain. You know how many times I got called over the years to 'rescue' a celestial dragon only to find out that their guards called us prematurely" Percy complained to no one in particular.

"BWAHAHAHAHA, comes with the title" Garp laughed while Tsuru also chuckled, but she had the decency to cover herself with her hands.

Sengoku on the other hand just rubbed his hands on his forehead.

"So your also complaining?" he asked Percy.

"What? Rosati does the same thing to you?" Percy asked curiously.

"Yeah. Recently, because there has only been two admirals and Garp, the pirate emperors have been becoming more bold in the New world. They are starting to get a lot more aggressive with seizing territory and because of that, the gorosei have strongly advised the world nobles not to set foot there for the time being. But you know them, when have they ever listened to us? Because of this, Rosati has been running all over the New world saving the celestial dragons from one incident to the next."

"Why hasn't he requested me to go?" Percy wondered

"Because he knew that with your recommendation, a new admiral will ultimately help ease the burden for all three of you in the end" Sengoku admitted.

"What about Zed then? Surely he can be pulled out of the backlines temporarily?" asked the former student.

"No. He officially retired and left the navy. He and his two children have settled down in East Blue somewhere and don't wish to be disturbed for the moment" Sengoku said with finality.

"So he's out. We lost a good man, and a good teacher" Percy said as he remembered the hard days and long nights of training with the old man.

[At least I no longer have to fight him] Percy thought as his mind moved on to the next topic.

"So, Sakazuki" Tsuru said as she sipped her tea. "Who's going to teach him?"

"Teach him what?" Percy asked as he relaxed on the chair, "when I became admiral, I was told to do paperwork all day until either cp-0 called me or Kong summoned me. That was it."

"Things changed" Sengoku said solemnly. Garp nodded his head in agreement. "Ever since the public heard about Gol D. Roger and the last island, the rate of new pirates has sky rocketed causing us nothing but trouble."

"So?" Percy said as he shrugged his shoulders, "we don't need weak marines in the navy. I told you Sengoku, my ideal navy only consists of the best of the best. Not mass numbers of no name soldiers. With a wave of my hands I can wipe out most of the vice admirals and all of the rear admirals and below. We both know this to be true."

"....Well...we can only do so much right now. Our funding is coming from the world government and they are demanding results in order for them to give us more resources. If you want to create the perfect navy Kurosai, we need a victory" Sengoku said which made everyone in the room grow quiet.

"So what are you saying?" Percy asked not liking where this conversation was heading towards.

"When Sakazuki becomes admiral in the following days, I am sure that he will likely want to flaunt his authority on the pirates in the New world. After all, he hats pirates and I don't begrudge him for doing that. I am proposing that we take this opportunity however, to get us a victory for the navy" suggested the fleet admiral.

"And who are we attacking?" Percy asked again, somehow already knowing the answer.

"Whitebeard"

"...So, you want us, me and Sakazuki, to take our fleets, into Whitebeard's territory and attack him? In front of his crew, and you expect us to walk out of there in one piece?" Percy asked and looked at his boss.

"No" Sengoku shook his head. "We can't afford to take such risks, plus to fight Whitebeard, it would take the entire Marineford to make it an even fight."

[No s*it] Percy thought as he recalled the War of the Best

"What I want is you to introduce Sakazuki to Whitebeard, in person; on the Moby Dick."

"Why do I have to go? Sakazuki is more than capable to do that himself. He is an admiral after all."

"True, but he can't get himself out of sticky situations like you can. You are going to be there in case of emergencies. That is all" Tsuru advised.

"Isn't Whitebeard going to think otherwise?"

"Probably, but once you explain it to him, I think he will listen to reason. You are from the past era after all" Sengoku said.

"Past era? I just turned 30, I am still younger than Sakazuki and Borsalino, I am only 2 years older than Kuzan."

"Yeah, but you fought against the previous generation so you at least have their respect is some sense. Sakazuki has yet to earn it. He needs time to do that. You will be there to mediate should anything go wrong" Tsuru pointed out.

"I see, and when will this take place. I do have my duties after all. I heard that Cp-0 is thinking of hiring a new chief and all the families are going through an internal struggle trying to get that position."

Sengoku nodded his head, "I heard as well, did the gorosei have any special instructions for you?"

"Not in particular, but I think they already made up their mind and want me to monitor him for the time being" Percy said with his eyes narrowed.

"Oh" Garp said spitting senbei across the room, "who is it, you can tell us."

"He can't you idiot!" Sengoku yelled. "You may not care about your position, but me and Tsuru do. I don't want to be involved in that political nightmare in Mary Geoise right now, do you?" Sengoku asked his friend.

Garp picked a booger out of his nose and flicked it on the ground,

"Like any of those cipher pol families would involve me, I welcome them to try BWAHAHAHAHAHA" he laughed.

Tsuru sighed and drank her tea, she too did not want to be involved with the internal struggles of the world government. She was perfectly content with her position of being the "Great Staff Officer" of the navy.

"Anyways, Sakazuki will come back from Mary Geoise in about a week because I doubt he can avoid some of the families trying to recruit him to join their cause. So I reckon he will stay a bit longer than usual given the unusual timing of his promotion, but after that you both will be heading towards Whitebeard."

Percy stood lazily and turned around,

"Until then, I will be waiting here in my office. Tell someone to grab me when he is done. I need time to prepare against the strongest man in the world."
