Chris replied, "After several rounds of discussions, we believe it should be feasible.
"First, we can be certain that the Former Solar System Federation's understanding of the flight path geography was incorrect.
"At the location of the flight path, the basic structure of space hasn't changed much, the only difference being the curvature of that region of space and the behavior of light particles.
"The change in spatial curvature is somewhat similar to the impact of a large mass on space; to imagine it, it's like making a backward-folding footprint in the sand while running and gaining speed.
"Decades ago, we already had research proving that photons could escape the constraints of space.

Hao Ying then remembered that in twenty-eight years, a large fleet of mining ships and Space City modules would be transported from the Solar System, which could alleviate some of the Governing Council's workload.
Jiang Yu added, "The key to this plan is not the speed of construction, but the quality.
"The fifteen systems we develop cannot become fifteen new worlds. We must establish reasonable systems in advance to restrict their autonomy; they can never be more than provinces of the Solar System State.
"The resources they develop must always serve to strengthen the Solar System State. We must unite all forces to develop humanity's main world!"
To the six New Worlds currently under the Solar System State, Jiang Yu granted them a high degree of autonomy.
This was their due reward for their heroic deeds two hundred years ago, but Jiang Yu did not plan to give such high autonomy to future new worlds, as that would lead to humanity's fragmentation rather than growth.
Naturally, Jiang Yu could not tolerate such a scenario.
Hao Ying nodded, "We can refer to the models used when the planetary provinces in the Solar System were first established. However, the distances between planetary systems are far greater than those between planets.
"If a problem arises and we dispatch someone to solve it, it would still take years to reach the destination."

The Solar System State currently faced an unspoken issue: an overabundance of officials.

As for the civilian officials, there was friction between officials from the Solar System and those from the New Continent Star System.
When a large group of officials from the Solar System arrived at the New Continent Star System, all the planets had already begun development and had their administrative leaders and managers in place.
This left the original officials from various provinces somewhat lost as to where they fit in.
Jiang Yu also struggled with how to deploy them. He couldn't make them the highest administrative leaders of the New Worlds; those positions had to be reserved for the pioneers, incentivizing space pioneering.
Directly transferring them to the central offices of the Governing Council was not viable due to the limited number of positions available.
In the future, the friction between officials coming from the Solar System and those currently in the New Continent Star System would inevitably intensify.
After much deliberation, Jiang Yu finally thought of a good solution: delegate them elsewhere or move a batch of officials from the New Continent Star System abroad to free up positions.
That the Pioneer Plan and its actions resolved the current internal conflicts was clear not only to Jiang Yu and Hao Ying but also to most of those present.
