'Hmm…' Izuku hummed internally as he considered All Might's Status. He hadn't expected to meet the man at UA of all places, but he could understand it given the man's situation. Knowing his time as a hero would soon completely expire, Izuku thought it reasonable for the man to want to establish himself as a Heroics Professor for the next generation of pro heroes.
What he didn't understand was the man's reaction to Izuku himself. ""What my existence could point to?" What the hell does that even mean?" Izuku mumbled to himself as he changed into his Hero Costume.
With his Quirk and other powers covering just about any vulnerability any Hero Support Items could cover, his Costume was just a set of reinforced clothes that would help him blend in with civilians and give the staff at UA the illusion that he was being protected.
After all, it was starting to take small-scale nuclear bombardments from Katsumi to penetrate past the defenses of his Draconification. So, if something managed to get that far… Even the best gear available wouldn't be able to do much of anything at that point…
Izuku finished putting on his costume and joined the rest of the Hero Class over at Grounds Beta. His first lesson in All Might's Class saw him play the villain with Kojiro Bondo in something of a tower defense game against a team of heroes made up of Itsuka Kendo and Fumikage Tokoyami.
The "game" was simple. Villains had ten minutes to plan against their hero counterparts and guard a mock explosive and themselves against being captured. They decided where, within a five-story building, to hide their fake bomb. While the heroes would be let in ten minutes later and be given fifteen minutes to either touch the bomb or capture both villains to win the game.
His attempt at the "exercise" was fourth out of the ten total that took up the entirety of the class' time. Naturally, against direct physical fighters like Kendo whose Quirk enlarged her fist, and Tokoyami who could summon a sentient creature called Dark Shadow, there was no chance for the opposition to fight against Izuku; even when he refrained from using Aura Sense to know where they were coming from.
After the class ended, Izuku was asked by All Might to meet him in the President's Office within UA's principal building as was predicted by Observe's Divined Divination. Really, that ability was slowly becoming the most situationally useful one in Izuku's repertoire, the more proficient Izuku got with it; the ability in question currently being in the upper seventies.
"Ah, Mr. Midoriya," President Nezu said from his desk after Izuku entered his office. "I hope your time here, however short, has been up to your expectations."
"It's been a lot more impressive seeing things firsthand than just going off the things I've read about UA… But, I'm sure that's not what you called me here to discuss, right?" Izuku said, wanting to cut directly to the point.
"You would be correct!" The chimeral creature without clear origin happily cheered. "You see, it is rather concerning to see that the totality of the records we have of you are all clear of Quirk documentation. Neither your school records nor medical records have you marked down for possessing a Quirk."
"How exactly is that a problem? I mean, I've already both displayed and recorded it down in writing for my application to your school. So what if I didn't update my Quirk's Status immediately after awakening it?"
"Yes… You marked your Quirk down for us as "Draconification;" a Transformation-Type Quirk. Is that correct?" Nezu asked as he kept smiling intently at Izuku.
"Yes?" Izuku said, confused by where the conversation was going.
"Yet, you've repeatedly shown completely isolated abilities aside from that. Both in the practical exam and during the Quirk Apprehension Test, you displayed a powerful energy beam-like attack. And, even outside of the use of your "transformation," you've shown several different superhuman feats."
"What are you trying to imply?" Izuku's Acting was utilized to the best of his ability as he snorted. "That I have several Quirks or something?"
"Do you?" All Might, who had been quietly sitting to Nezu's side the entire time asked.
"No." Izuku looked at him oddly, "Nobody has more than one Quirk. Even people like Todoroki or Monoma are just born with Quirks powerful enough to seem like the different facets of the one Quirk are distinct Quirks individually."
"That's not exactly true," Nezu said as he took a sip of his hot tea. "Suppose there was a person whose Quirk allowed them to take and give the Quirks of others freely."
"If such a person existed they'd probably already be well known," Izuku narrowed his eyes. "Or are telling me that they do, in fact, exist and my power came from them?"
"Did it?" Nezu pressed. "It wouldn't be the boldest thing All for One has done. To openly flaunt one of his cronies at a sanctuary for heroes. In fact… It would be just like him to announce his revival by doing something. Just. Like. This," Nezu hissed.
"Look, I don't know what you're talking about. I didn't get my Quirk from whoever you're talking about and I'm not about to just stand here and let accuse me of whatever bullshit your thinking of. So, am I free to leave or do you want to go ahead and expel me without any proof for these absurd accusations?"
For a time, Nezu and All Might remained tense. But then…
"He's not lying," A voice came through a speaker that was sitting on Nezu's desk. "Nothing he's said since he entered the room was a lie. Or, at least, everything he's said he wholeheartedly believes."
"Oh, thank god," Nezu said as he downed the last of his tea. "It would have been quite dreadful if he turned out to be one of All for One's agents set to kamikaze if his affiliation was discovered."
"Do you mind telling me what the fuck all of that was about?" Izuku asked as he grew quite irritated with the situation.
First, he'd been brought over to be interrogated, then they'd probed his sincerity with another person's Quirk, and now they were glad he wasn't a suicide bomber for some deranged psycho? It was safe to say his opinion of UA and its president were knocked down a few pegs.
Nezu and All Might then went on to tell him about the horrors of All for One and why they were right to fear him and treat Izuku with as much caution as they did. They went as far as evacuating the entire building before calling Izuku into the president's office to make sure that in the case that he was one of the pawns for the highest ever recorded World Rank Supervillain, there'd be minimal fallout from their engagement.
It made sense given the ease with which a centuries-old supervillain could scheme up a plan to hit UA and the current Hero-centric society where it really hurt if he had survived his fight against All Might from half a decade prior.
Now, after Izuku had proved — if unwittingly — his innocence, surely with no other evidence to suggest that All for One was around, everything would end easily enough at that, right?
Of course not.

"I should have expected this. Really…" Izuku sighed as he rolled his eyes. He was at the USJ, one of UA's specialized Hero Training Facility, and not five days after his tense encounter with All Might and the university's president, his Class was attacked by an army of villains.

'It has been a while since my bad luck acted up. But— Oh?' Izuku's eyes honed in on the sudden pulling sensation he recognized as his Fragment Radar. Just as quickly as he sensed it, he felt it vanish into the darkness of the villain army's leaders' "right-hand-man;" a person whose Quirk created portals.
'Decisions, decisions…' Izuku frowned as he considered his options even as the situation devolved and the people around him started being teleported all over the USJ. He wasn't particularly worried as his peers utterly outclassed the two-bit trash that littered the USJ. The only real threats to the people on his side were the leaders of the villain army and their brain-dead human weapon.
'Should I seek out the Fragment of the Perk System that's hidden behind the warp villain's portals?' Izuku thought. Even as distracted as he was, he effortlessly knocked out and crippled all the villains that dared approach him.
'There's little doubt in my mind that I'll be able to get them to retreat if I tried it, but… If they open a portal to the source of the Fragment, It'll probably take me right over to All for One. Should I risk fighting, that kind of monster in its home territory? Everything I've learned seems to suggest that the man's been hiding for all this time and wounded. But, he'd still probably be a nightmare to deal with, with countless Quirks at his disposal.'
Izuku hummed as he chopped a man's femur and broke it cleanly. He kicked a woman in the chest and set her crashing into another man, knocking both of them out.
'Ah, the sooner I get this over with, the sooner I can feel safe about being able to make it out of this mess in one piece… and maybe one day think about settling down,' Izuku thought as he made up his mind.
Free from his distractions, he promptly rushed back towards the center of the USJ, where Aizawa was fighting off against the only S Rank villains around. About a hundred meters out, he aimed at the idle "Nomu" bioweapon and let loose a High Caliber Argent Bullet which blew out its head into a fine bloody mist.
The thing was Shock Absorbant as part of the assortment of Quirks it possessed, but that did little to protect against a hypersonic 120-millimeter wide "bullet" that was built for high penetrative power. Unfortunately, it was also Hyper Regenerative, so Izuku had to Draconify fully and burn the rest of its body to ash with Fire Dragon's Breath.
"M-My Nomu!" The titled "Evil Successor" openly gawked, "You motherfucker! You! You killed my Anti-All-Might Masterpiece!"
"Was it really even alive in the first place?" Izuku retorted as he started knocking villains out left and right, around Aizawa.
"Shigariki Tomura," the warping villain, helpfully identified for all present, "We will be defeated in seconds if we do not retreat."
"This is bullshit, Kurogiri! Bullshit!" The man child, for whatever ungodly reason, identified right back, even as he begrudgingly entered Kurogiri's portal.
As both were retreating though, Izuku stopped holding back and made it through the portal with them just a few fractions of a second before it fully closed.
…
"Ahhh!" Tomura screamed as he found all his limbs were broken as he came out the other side of the portal.
Kurogiri was in a similar state, be for reasons unknown, he managed to deal with the excruciating pain without uttering so much as a peep.
"Oh? I wasn't expecting a guest," Iuzku was drawn to the sound of a voice coming from an old-timey TV.
"Don't you know it's quite rude to not welcome your guests personally?" Izuku said as he disregarded the TV and instead focused on the direction the feeling of Fragment Radar kept pulling him towards.
"You're right, boy. Where are my manners?" The same foreign voice grew darker in intensity as it grew closer.
Boom!
The entire building exploded. Yet, no one present was any more injured to show for it.

Description: Once the world's most feared supervillain. He used to inspire fear in the hearts of anyone associated with the underworld of the current hero society. Before he could completely dominate the world, though, he was stopped by All Might right after uniting the whole of Japan's Underworld to his name. He is still recovering from the life-ruining injuries he suffered from All Might during their last exchange. Despite his attitude, he regards you with the utmost caution for you appear to be many times more dangerous than he had expected.]
"Why, it appears you suffered no damage from that attack," All for One said. His terribly deformed face, lacking in eyes or a nose, slightly disturbed Izuku.
"Yeah, I regularly train with someone who bombards me with nukes. This kind of firepower doesn't even tickle me anymore," Izuku said to stall as he looked around to survey the extent of the damage done.
Miraculously, even with his Aura Sense, it appeared that nobody had been around in time to be caught by the blast. Even Tomura and Kurogiri had been displaced somewhere; probably by All for One himself.
"Don't worry, I made sure nobody would be around to see or hear your miserable death," All for One said, casting something of a murderous intent at Izuku, seeking to intimidate him into lowering his defenses if only for a split second.
Unfortunately for him, with the way Intent-based Abilities worked…
"I must thank you then," Izuku simultaneously released his Presence Concealment and ensnared both himself and All for One within the domain of his ID. He was entirely unaffected by All for One's pitifully lacking murderous intent.
"It'd be a shame if anyone else had to know about the things I was capable of."
…In a battle of clashing Intents, the stronger one always subsumed the other.
All for One shuddered, the feeling of death encroaching closer than ever before. He almost couldn't react in time to block Izuku's punch. Almost.
Boom!
Squelch!
Despite blocking Izuku's attack, All for One's arm exploded into a shower of gore as his body dragged trenches into the road to stop himself from being blown back. Reaction time heightened by an untold number of Quirks, he retaliated just as Izuku moved to follow up with a kick.
Vweem!
A blast of air, sound, and energy concentrate hit Izuku with the force of a thousand trucks. It would have sent him flying, had he not materialized an Argent Wall behind him to support him against the force of the attack.
'What the?' He collapsed to his knees. An instant was all it took to confirm his Status and realize he was neither losing Health nor any form of Energy.
"What kind of monster are you?" All for One asked as blood leaked out the side of his mouth. "This kind of backlash is only possible from Mind Eater by trying to use it on someone with fortified mental defenses."
"Shouldn't you know better than to give information about your abilities to your enemies by now?" Izuku scoffed as he wiped the bit of blood than ran down his left nostril.
"What difference does it make when we're the only two people in this god-forsaken hellhole?" All for One laughed. "Either you die and I escape with none the wiser with regards to my abilities, or you kill me and the extent of my power follows suit."
"Well, as nice as this chat was I have things to do, so I'm going to have to cut this short," Izuku sneered as he began fully Draconifying in the middle of his sentence. "Any last words of regret, you want to leave behind?"
"Oh," All for One froze for just a second before he grinned to the point of hysteria, "I might have a few."
He shocked Izuku as he took began Draconifying. Not turning into a dragon by other means… He was using the same Quirk as Izuku. In fact, he was pushing his version of Izuku's Quirk to a level that was only matched by Izuku's evolved Dragon Transformations.

Description: Having sacrificed a good four years of his recovery as well as another decade or so of plans with your own stolen Quirk, All for One has temporarily reached the apex of his lifetime strength. He is channeling the overwhelming majority of his Quirks into the complete version of Draconification to overall power to the border of godlike levels.]
'My own stolen Quirk? Planning for years?!' The gravity of these implications hit Izuku harder than All for One ever could.
BOOM!
Izuku would know as his restraint fully evaporated and the full power of all but his most dangerous augmentative abilities were utilized to their maximum capacity for him to catch All for One's retaliatory punch. All the buildings within a few hundred meters of them immediately collapsed.
"Evil Dragon Supreme?" Izuku's hold on All for One's clenched hand constricted further as he seethed, "I'll fucking show you evil!" He vowed as he opened his mouth and an inch-thick ray of death cut through everything in a seven-kilometer sweep; everything but All for One's ridiculously tough body, that is.
"You're going to have to try harder than that, my dear boy!" All for One screamed as he used Izuku's hold against him and pulled him in for a megaton kick to the waist.
Against an explosion, Izuku wouldn't have batted an eye. But in the fact of all that force concentrated into just the size of a humanoid leg… Even Izuku couldn't come out unscathed.
He lost a tenth of his total Health and his body crashed through over a dozen buildings before he managed to recover.
When he gathered his bearings, his eyes shined dangerously as he charged up a Sealing Rune in his left hand and jumped hundreds of meters into the sky. The moment he caught sight of All for One rushing at hypersonic speeds toward him, he sneered.
A tenth of a second later, All for One punched a massive hurricane-force gale at the spot where Izuku had previously been hanging suspended in the air. Behind him, Izuku had Blinked before he delivered his Sealing Rune in a palm strike down toward's All for One's shoulder. The move both rescinding All for One his ability to Draconify, while at the same time impacting him with enough force to send him barreling down towards the ground faster than a bullet.
Before the dust could settle in the streets where All for One's mangled body formed a twenty-meter-deep crater, Izuku descended and used another instance of Concentrated Dragon's Breath to cut off all the man's limbs before he trapped the man in a barrier of Light that prevented any form of regeneration from allowing the man the chance to recover.
"Now, I'm going to ask you nicely once: When and how did you steal my Quirk?" Izuku was entirely devoid of compassion as his weathered morals completely slackened upon understanding that his dream had been literally robbed of him.
Apparently, he'd always had a Quirk. A Quirk that All for One had somehow stolen before he could even learn of it.
"Ack!" All for One laughed even as he coughed up a mouthful of blood. "You don't sound too pleased to have lost it once." He wasn't the least bit scared or remorseful for Izuku as he said, "Who would, if their parents sold their child's individuality from them?"

Sabotage Magic: Soulsearch (Level 1 → 90): A Magical Ability that now occupies your sixth Magical Skill slot. You put the combined total power between your Will and half your combined Intelligence, Charisma, and Wisdom against the Will and Mental Resistant Abilities of your target. If yours is higher, the difference determines to what extent you can read the target's memories and inflict mental damage. If yours is lower, the difference determines the level of backlash you receive. 110 Stat units in your favor is the minimum required to use the full extent of this ability, while 290 Stat units against you will outright kill you. You will need approximately 25 times 1.3 raised to the power of this Abilities' Level (units of Excelia) to increase its Level by one. You spent ~1.948 Trillion Excelia to increase this Ability from 1 to 90.]
Running strictly off impulse, Izuku didn't care about the consequences as he grabbed All for One's deformed head and used the technique he just "learned." He was lucky All for One was near his weakest possible state after he'd been forced out of his abominable Evil Dragon Transformation.
His augmented Intelligence alone under the effects of his Mystic Dragon Saint Form completely crushed All for One as the beaten man's effective Will had plummeted to less than 500 and he couldn't summon the strength to put up any mental fortifications.
Thus, with free rein to look through whatever he wanted inside All for One's memories, Izuku skimmed through a bit of everything the man had experienced. From his childhood during the Emergent Era of Quirks, to his decades-long journey to becoming the Emperor of the Japanese Underground, to every major fight and scheme he'd been a part of… Izuku saw it all.
With his Intelligence, he easily could have devoured all the memories for himself and assimilated them for his own benefit later. But, he didn't want to run even the slightest chance that doing so would change him into being even marginally similar to All for One in any capacity. And, since that drawback would at best be reduced even if he maxed out the Ability… Yeah, he'd probably never use it.
Instead, he slowed down his reading over the man's life when he started finding events from around twenty years prior. In this world, he had been born nearly nineteen years ago. So from there, he took his time reading through anything that so much as connected him to the supervillain.

Fifteen Years Ago…
"So this is the boy?" Izuku saw through All for One's perspective. He appeared to be in a hospital room, with his pediatric Quirk doctor, and both were looking at Izuku's then-four-year-old sleeping body.
"Indeed," the doctor looked tense. "I still can't believe that man would ask of this for nothing in exchange. Well… Aside from the obvious, like to not involve himself or his family further into your life, but…"
"Is it really that much of a surprise? This is a gesture of goodwill to me as much as it is an impossible dilemma for Hisashi. After all, with as soft a heart as that man has, he'd never want his children to run the risk of manifesting his Quirk. Or did you not know that before he was Hisashi Midoriya, "The Hidden Dragon of the CIA," went by another name?"
"I'm afraid not," the doctor said. "The only names I remember are the ones connected to my research."
"Then you've at least heard about the spontaneous Rains of Fire from around fifteen years ago?" When the doctor nodded, All for One laughed, "Those were all Hisashi's doing. From back before he could control his Quirk. You can imagine how it effected him, considering he's killed several of the members of his family and friends; unintentionally, of course."
"Yes… I can understand why he wouldn't want to run the risk of leaving his child with that kind of volatile power. It'd be one thing if the Hero Public Safety Commission hadn't exiled him from Japan. But, since he can't be here to personally oversee the boy's development…"
"And he also can't afford to ask his family to relocate to the United States due to the nature of his work… That's right. This is the best option available to him. His family will be relatively safe — safer than they would have been, anyways — and though he doesn't know it, he'll also have gained the rest of the world anywhere from a few more months to a few more years of time without my direct involvement as I dissect the nature of this new Draconification Quirk of mine and see how far I can push it with the rest of my stockpiled Quirks."
"Will you… have me "repurpose" the boy for our agenda?" The doctor carefully phrased as he stared neutrally at All for One.
"No," All for One snorted. "It's the least I can do for our "dear" friend. Leave the boy and Hisashi's family alone; keep them out of all your records. On paper, this exchange never happened. That will be the charity I'll volunteer for this great gesture of goodwill."
…
"Haha…Ha…Ack!" All for One laughed at the incomprehensible amount of grief pouring off of Izuku. The amalgam of restorative and passively mentally protective Quirks in his possession must have been what allowed him to not have outright dropped dead after Izuku had Soulsearched him.
Izuku didn't even react as the broken man grabbed him by the shoulder and pulled him such that they were face to face. "You foolish little, boy." His bloodstained teeth would have been the stuff of nightmares to anyone else in Izuku's position. "You've already lost! And it all of your own doing!"
All for One continued to laugh maniacally as he shoved Izuku away; the arm he used, pulsing with streaks of black lightning. "This original body of mine will die here, there's no doubt. But, my Quirk, All for One itself, has already been transferred over to you. Congratulations," he spat out enough blood to kill a normal man, "you won the battle… But, I will eventually… Win the war." He rapidly started dying due to the loss of his powers.
"Slowly… I'll rob you of your consciousness… And eventually… I'll come back… Perhaps not anytime soon… Perhaps not for several years… But when I do… I'll destroy everything and everyone you've ever loved…"
