As Izuku, Toga and Inko entered the dojo, Scorpion saw them enter and not seeing Izuku's face, he said, "Young Midoriya, I wasn't expecting you for another hour." Then seeing Toga, he went on to say, "And who's this young lady?

"What happened to your eye?" asked Scorpion.

"This is one of the reasons that I came today." explained Izuku, before he went on to explain about Toga and what happened the day before and about the man that saved them and gave them new powers, although he admitted he never saw the man, only Toga.

Whilst Scorpion was happy to hear that Izuku saved and helped young Toga, upon hearing about the man and how he could give Izuku and Toga powers, he piled. He then went on to ask Toga, "Tell me young Toga, what did this man look like?"

"Hmm, he was an imposing figure," Toga hummed as she thought about what the man who saved them looked like, "He had short white hair and luminous red eyes. He was also wearing a dark suit over a white shirt."

"If he's so dangerous, why haven't you brought him in before now?" asked Izuku. If Scorpion was the Undead Hero and has been around for so long, why hadn't the former hero brought this man in before?

"It's a long story, but the short version is this, each time we battle he often has a new power to use something that allows him to escape me." explained Scorpion, "That and so many lives would be at risk should either of us fight each other. So to prevent too many lives from getting lost and to prevent damage that would happen, he and I made a deal, we would never fight each other unless there was no other option. This deal has been around for the last seventy years now."

Izuku couldn't believe this, there was someone that Scorpion couldn't defeat. Sure his Sensei told him and others that there was always someone better than them, but he never thought the likes of All Might and Scorpion would have someone who's better than them. If there's someone that Scorpion couldn't defeat, does this mean that there's someone better than All Might?

There were so many new questions in the young boy's head, something he had to think about later on.

"Listen young Midoriya, don't worry about him, with luck, you shouldn't see him ever again." Scorpion reassured the young boy, "But just in case, keep taking those notes on heroes and villains that you have been doing and learn from them."

The notes that Scorpion was talking about were the ones that Izuku had been writing for the last few years since he learned about his ability to copy Quirks. Because of this, he had been taking notes of any quirks that he thought were great so that if he ever copied quirks that were similar, he would have a few ideas on how to use them. He also copied the quirks and movements of heroes and villains, he would have a few ideas on how to fight too, or how to fight against such quirks.

Scorpion learned about Izuku's notes because the young boy asked the former hero about his quirk and when asked why the young boy explained his hobby of writing notes on quirks and part of his reason for doing so. Scorpion liked this idea but told the boy that he should create his own code, one where no one could read them apart from him, as if the notes were ever stolen, they could be used against the person. If that person was a hero, he could end up having the hero killed. So it was for the best to create a code to prevent this.

Scorpion advised the young boy to place all the information that he had on something like a tablet without internet, so that should something happen to his paper notes, he would have a backup of them. As for the computer without the internet, this was because if anyone learns about him having such notes on a tablet, they might try and hack the system to get the information. As for it being on something like the tablet, he could hide it so that no one could find it easily. At the moment Izuku's mother didn't have enough money to buy her son the tablet, but she was saving up to get one for her son.

Either way, Scorpion decided to change the subject a bit by asking, "Listen Izuku, would it be alright to talk to the class about the events that happened to you. Not about you gaining new powers, but about the villain, how he attacked you and why and how someone saved you."

"Can I ask why Sensei?" asked Izuku, wondering why the former hero would want to talk about this to the other students.

But with your recent save of young Toga here and how that villain attacked you as payback, I believe that seeing you and the results of it would be better than me telling them otherwise. Many thought that as a hero, they become invisible and couldn't get hurt, this would show them that this isn't the case. So with a smile, he said, "If you think that this would help them, I have no problem with you telling them."

"Thank you young Midoriya." Scorpion thanked Izuku, "now, would you mind helping me to set up before the class starts?"

"Sure, Sensei." Izuku agreed, and with Toga and his mother, they helped Scorpion to set the place up. Putting chairs out, making drinks for the parents and guardians who stay and watch the children, of those waiting for their friends. There were even some drinks for the students during small breaks.

"The talk is about the risks of being a hero." explained Scorpion, "People would make it up that being a hero is something fabulous, that you would become rich and famous for being one, that you could use your quirks however you like as long as you are helping people and certain other times. But what no one tells you is the risk of what being a hero can entail. So Midoriya, why don't you explain what happened to you?"

"Of course, Sensei." Izuku agreed as he went on to explain what happened, leaving out the things he didn't want people to know.

"Why would you try and save someone when you don't have a fighting and defence quirk?" asked one of the young children who came to see their sibling train.

"Because that was the right thing to do," Izuku informed the young child, "quirkless or not, a hero is someone who puts their lives at risk to protect others."

"That's right young Midoriya, a real hero is someone who is willing to risk their lives for others." admitted Scorpion, "But in doing so, you run the risk of making that villain angry, that they might return to hurt you one day for revenge for humiliating them or/and to show that they are stronger than they used to be and want to show the hero that. I had young Midoriya show his scars to you not only to warn you about what a villain might do but to show you that heroes aren't invisible like many of you might think. It doesn't matter if you are weak or strong, at some point of being a hero, you WILL get injured, the only reason you don't hear about this is that the heroes don't normally talk about it and it's only down to the doctors that heal them that you don't see the scars. The only way to prevent getting hurt is picking your fights, knowing when to run and being trained, sure strong quirks do help, but training helps the most. This is why I started this dojo, to help prevent future heroes from getting hurt so often."

There were a few mumbles at this, as they never really thought about this before. It was a lot to take in.

"What happened to the person who saved you?" asked one of the students.

"No idea," admitted Izuku, "by the time that I came to, I was healed and the person who saved us was nowhere to be seen."

"Why would he disappear?" asked a child.

"Because, not only did he kill someone, but he used his quirk." explained Hellfire, who was in the corner of the dojo, she was listening to everything that was said, "Whilst killing was bad enough, he also broke the law of using his quirk in public without a licence. So unless he was a hero, he ran so as not to get caught and arrested for killing and misuse of a quirk."

"It doesn't matter if he was saving someone, whilst killing might be swept away, but using his quirk would have had him in jail for a few months or even years." explained to the child, as many of the older kids, and adults knew the laws about Quirk Laws, "But this isn't about the laws, but about the risks of being a hero. Many of you here want to be a hero, and that's good, but I want you to understand what it means to be becoming one, what you need and the risks of becoming a hero so you know what to expect. So when the time comes, you can decide if becoming a hero is what you really want."

There were whispers from the parents upon hearing this, wondering if they should try and convince their children to be something else than a hero. As they fear what might happen to them, as some didn't have strong quirks and they were worried that their children would die.

Scorpion was about to start the class for that day, but then a thought came to him, about teaching those there the true history of quirks and what happened after they appeared. So he asked everyone there, "How would you feel about learning the true history of the events of what happened after quirks appeared in this world?"

"How would you know such things?" asked one parent, hoping to learn if the rumours of this man being immortal were true or not. By asking this, they hoped that they would get an answer.

"Well, a lot of you might have heard the rumours that I've been around as long as quirks have been around. Well, I can tell you that those rumours are true, more or less, I was born about ten years after quirks appeared." explained Scorpion, not worried if people knew this, he has become strong enough that people would be a fool to try and capture him. And those in the government, well, he had information on them that he could destroy them should they try something.

Hearing this, many people wanted to hear the history of their world from the one person that lived through it. But there was one parent and student who asked, "Whilst hearing about the past from your point of view is all good and well, what's the point? I came here with my child to learn to defend ourselves, not to learn history." Here there were a few who agreed with the man.

"To teach those who want to be heroes that not everything in this world is as black and white as you might make it out to be, that there is another side to the story. Why are some people forced to become villains? That being a hero can make you out to be the villain." explained Scorpion, "But I understand that some of you here want to learn to defend yourselves, not learn history, So let's put this to a vote, if people vote we train, I'll teach you, but if people vote for a history lesson, not only well you get one, but once I finished, you can go home early." The Undead Hero hid a smirk at this, knowing that the votes would go to the history lesson, as most people would like a day off from training.

As people talked about this, Izuku was in two minds about this. He wanted to learn the history of quirks and that day's class, but he knew that he could only vote for one of them. In the next few moments, as people decided whether to vote or not, his deep desire to learn more about quirks and the history won over, and so when he voted, he voted for the history lesson.

In the end, the history lesson won by a landslide. Not because they could get a day off from training, although it did work for a few people, but they really wanted to learn about this story of their world. To learn what it was like two hundred years ago.

"Now, let's start off with the important part," began Scorpion, "you all heard of the story about the very first Quirk User was a baby from Qing Qing, China and who had an unnamed Luminescent Quirk, which allowed the child to emit a bright light from their skin."

All of them agreed to this, it was 101 in their history, and everyone there knew this story.

"But what if there are a few people, even me, who don't agree with this. What if we believed that quirks might have been around for longer than we are led to believe?" asked Scorpion.

Here as Izuku picked his notebook from his bag to write notes about what the Undead Hero was telling them, a teenager asked, "How is that possible? We have heard of the stories of this child, the photos and recordings of them. Why do you think that they weren't the first Quirk User?"

"Because, whilst it isn't in any of your books nowadays, before that child, there have been rumours and reports of those rare few who looked different, who could do things that normal people couldn't do." explained Scorpion, shocking those there, "Sure most of them aren't flashy or strong as the quirks of today, but there were a few interesting ones, creatures known as Bigfoots and Yetis. Human-like creatures with brown or white fur. Some of us believe that these creatures are the first Quirk Users, but because of their looks, they hid so that people couldn't do experiments on them."

Upon hearing this, there were a few whispers about this, as they had never heard of Bigfoots or Yetis before. They knew that over the last two hundred years, some information and stories were lost, or hard to find for one reason or another. But they thought that they would have heard of such things before.

"Why haven't we heard about these people before?" asked an adult.

"I'll get to that soon enough." Scorpion informed them, "I just wanted to let you know, that some people believed that quirks were around longer than first believed. But there were others who believed that these quirks were a government experiment, where they injected some sort of drugs or something into the babies to make superhuman beings?"

"Why would they do such a thing?" asked another parent.

"At the time, it was a world who wanted stronger soldiers and so some tried to create them." admitted Scorpion, making people mutter about this, "But to be honest, with how many Quirk Users were born at the time over so many countries, I find that hard to believe. For me, I believe that the world decided it was time for the next step in human evolution, and allowed these babies to be born."

This was a lot to take in for many, unlike what they learned in school, that Quirk Users just appeared one day, Scorpion gave them two other options. One that Quirks Users were already around, but they hid for whatever reasons. The other was that they came about because of a government experiment to create a super-soldier of some kind. Izuku was muttering away to himself with his own thoughts as he wrote in his notebook. Whilst he was getting a hang of his muttering to himself, when he had a lot to think about, trying to figure something out, that's when he began to mutter. This allowed him to think clearly, voicing his thoughts. Not like, anyone noticed him doing so, seeing how many other people were muttering about this.

"Either way," Scorpion went on, making people stop muttering, even Izuku, "the only reason we knew about the Luminescent Baby and the Quirks was down to two reasons. The first reason is that there were too many people who saw what happened to the Luminescent Baby, and the parents informed the reporter of the time that the government couldn't hide it. The other reason is that for a short time after this, more Quirk Babies started to appear, it was like the world had decided to reveal these powers to the world. Too many for the government to hide, and so Quirk Users were born."

A few people were muttering about this, realizing that it would be hard to hide such a baby if so many people saw this and so it would be the first known Quirk User.

"For the first year or two, there was a surge of children with these quirks," explained Scorpion, "nothing big or flashy as some of today's quirks, might have been one or two mutant quirks, but normally it was either strength, speed or eyesight quirks. Then the births of Quirk Users died down, but still, births of them came steadily, nothing too big or flashy came over the years, just the ones that I mentioned. I have to admit, from what I heard, people were hoping for powers like in the hero comics of the time."

"What sort of comics?" this came from none other than Izuku himself.

Scorpion smiled at this, he suspected that this young boy would ask such a question, he was all about the types of quirks and such. "There were many at the time, different companies and that. The two main companies that wrote hero comics were Marvel and DC Comics. For these talks, people were hoping to get powers like the characters from The Avengers and X-Men from Marvel Comics. Whilst some others were hoping to get powers like from the characters from The Justice League and The Titans, from the DC Comics." Then seeing Izuku was going to ask something and expecting what it was he said, "If you want to know what sort of characters there were and their powers, you should look on the net, you should still be able to find them there. I haven't looked for a long time."

Izuku sighed at this, he was hoping to get a few characters and their powers. But then again, he knew that his teacher wanted to talk about the quirk history, not about the history of old comic characters. This just meant that he would have to do some research, later on, so he made a note in his notebook to remember to do this.

"Either way, they didn't get those sorts of powers for a few years down the line." admitted Scorpion. "In fact, over the following years, Marvel and DC were closed down. One reason was that they were pushing political agendas onto their readers, something the readers didn't like and so they went bankrupt. The other reason was why create new characters and powers when all they had to do was look for those with interesting quirks, it was much easier this way. Not only that, but they wanted to create good publicity for the Quirk Users."

"Why would people want to create good publicity for?" asked a young teen, this was something that even Izuku wanted to know.

"And here we get to one of the points I want to highlight," explained Scorpion with a sigh, "at this point in time, about twenty years after the first Quirk User appeared, people didn't like Quirk Users. Most of the world was what you call nowadays Quirkless, and instead of them being called freaks or abominations, as many impolite people would call them, it was the Quirk Users who were the freaks and abominations. People feared and hated them."

"How is that possible?" asked one of the children.

"Fear and ignorance." was the simple answer from Scorpion, "At the time, people feared that those with quirks would take their jobs seeing how some of them were better at the jobs than normal people. Not only that, but those who had quirks were using them to commit crimes and such. At the time, the police force wasn't really able to deal with these new criminals, as they had no protocol to deal with them. So groups of vigilantes came about, people breaking the normal police laws and protocol to keep their land safe. Because there was no real place to imprison them, most of the more powerful Quirk Users were killed."

For the most part, this was what they had all heard of before. It was taught early, as part of learning about the history or quirks. But, hearing that those who had quirks were thought of as freaks and abominations, that was a new one to them. Not only that but the powerful Quirk Users were killed, they never heard about this before.

"Over the years, the vigilantes dealt with many criminals and crime lords, as no one else was able to deal with them." Scorpion informed those there, "In fact, I remember that when I was a teen myself learning to control my powers, there were resistance fighters or vigilantes fighting against what you could call an underground Kingpin, who was trying to control the crime in Japan and trying to get to other countries."

"How come we never heard of this 'Kingpin' before today?" asked one of the adults.

"Many reasons, but the main one is that there was never any real evidence that they ever existed." admitted Scorpion, shocking them, "You need to understand something about these 'Kingpins,' their role is to rule in the shadows, letting others do their dirty work. They rarely do anything unless they have no other choice but to do so. Because of this, they found no proof of them existing, only stories and rumours. Even now, no one really knows the truth about this 'Kingpin' or if there is one now."

That was a lie, as those there whispered about what they learned and wondered if a 'Kingpin' was among them or not, Scorpion was thinking about the one true 'Kingpin,' the one that was around hundreds of years ago, the Demon King: All For One. For years the man stayed in the shadows, trying to take control, but those who knew him fought against him, preventing him from gaining too much power and if he got too much, taking it away from him. He once helped with this, but things got too dangerous if the two faced off, and many lives were lost. As he told Izuku, because of this, he stopped fighting, this was one reason he stopped being a hero so that he wouldn't be tempted to face him again. As if he did, many lives would be lost and the country would be destroyed.

Either way, to prevent the people here to think about this more than needed, he went on to say. "Ok, before I go onto the next part of the history lesson, I would like to inform you all that apart from fighting other Quirk Users, vigilantes also helped the police with the hate groups that appeared around that time."

"What hate groups?" asked a parent, who had never heard of such a thing.

"As I told you, for a short period, Quirk Users were thought of as freaks and abominations," Scorpion reminded them, "because of this, there were a few groups, mainly religious groups that targeted and tried to kill them. Took some time, but thanks to them and new laws, they slowly disappeared. Although, even to this day, there are groups that believe that we shouldn't have quirks, that they are wrong for whatever reason."

Here people were whispering why they would hate quirks, they helped them, made their lives better. But Scorpion and Izuku knew better, for Scorpion, he had seen too many quirks that hurt the person or those around as their quirks didn't suit the person, and was forced to stay away from people.

For Izuku, he could understand hating their own quirks, thanks to his own. He made his mum, his former best friend's mother and now Toga into his slaves, who were willing to do whatever it took to make him happy, no matter what. (Although Toga was slightly different, his quirk strengthened that strange obsession.) Sure, he knew that some people would like this quirk, as it would give them new powers from those they slept with and have the women as willing lovers. But not him, maybe it was because of his age and as Scorpion told him, those with Lust Quirks didn't normally get them until they were in their teens. But it changed him, making him act differently and whilst he got used to it, he often wished he didn't have the quirk. But seeing he had it, he was going to use it carefully and use his powers to become a Pro-Hero, a hero like All Might. But he could see why people hated their own quirks and fought against them. For him, he loved and hated them, and saw his quirk as a way to become a hero instead of a villain or fight against it.

Either way, Scorpion went on to ask, "Now, before I continue, let me ask you, U.A, do you know how it became to be, and how it became so big, with so much land so that it could train the top heroes in this county?"

Everyone here, even Izuku, all agreed that they didn't know how this was possible and had wondered about this. "Okay, first let's start with how heroes took over vigilantes. With the laws changing, the governments of the world hated the fact that they had no control over the vigilantes, the vigilantes could do whatever they wanted and the government couldn't do anything about them. So, after long talks, they began the Hero System, where a new governing body was created, the World Heroes Association. In fact, it's because of the World Heroes Association that the laws forbidding people using their quirks came about, they called it the Sokovia Accords."

Whilst many of the young children didn't know what Sokovia Accords were, they knew how they worked. The first part of it was that once they knew that they had a quirk, they would have to go to a Register Office where they had to give them certain data and information, such as fingerprints, DNA samples and information on their powers. Whilst this was public information, the main reason for it was to help in investigations. Say a criminal with a Fire Quirk committed a crime, a hero could use this information to eliminate a person with such quirks from their investigation depending on how the quirk works.

The second part of the Sokovia Accords was that unless you were a hero or had a licence to use their powers at work, you acknowledged that you can't use your powers for any reason. To get a licence, the easy way is to join a Hero School, which allows the person to use their quirk almost anytime they want, as long as they don't hurt or commit a crime.

The other way is depending on the job you work at and if their quirk is useful at said job. This was harder to get and once you had it, people could only use their quirks at work and nowhere else. But, not everyone at the job could use their quirk, say you work on a construction site and one person had a Strength Quirk and another had a Speed Quirk, the only one who would be able to use their quirk at work would be the Strength Quirk User. The Speed Quirk wouldn't be allowed to use their quirk.

The third is twofold, the first is that governments are forbidden from deploying their heroes outside of their own national borders unless those individuals are given clearance. So, no matter what is happening in the world, a country's government can't send help unless they are asked for help. The other side of this is that, even if a hero is in another country and sees trouble unless they have an International Hero License, they can't help and need to leave it to the heroes belonging to that country to deal with.

"Now before the World Heroes Association was based on the man-made island Asgard, they were based on a huge air carrier called Safe Haven." explained Scorpion.

People were shocked to hear this, the island Asgard had been around for so long that people thought that the World Heroes Association always used the place. It was an island made of a few Quirk Users, which had a huge wall around it and was guarded by powerful Quirk Users. Only those who were allowed to stay were those who worked there and their families.

"And as they were an organization, they had representatives representing them in each country," Scorpion went on as people whispered about the news they just heard, "The first representative as you know was Strategic Homeland Intervention, Enforcement and Logistics Division or S.H.I.E.L.D for short as was based in Rhode Island in America. Then over the years, more representatives came about, the Special Tactical Reserve for International Key Emergencies or S.T.R.I.K.E for short from Britain and Japan has the Hero Public Safety Commission, just naming a few of the well-known representatives for the World Heroes Association."

"How did the USA and Britain get their names?" asked Izuku. He found it strange that the USA and Britain would have acronyms as their names and yet his own country did not. He wondered if there was a reason for this.

"Well, at the time, they decided to use ideas from the comics of the time." explained Scorpion, "S.H.I.E.L.D and S.T.R.I.K.E were powerful forces in the comics, a symbol, and seeing how they needed a symbol, the USA and Britain used the names to give hope to the people, hope for a better future."

"What does this got to do with how U.A came to be?" asked one of the parents.

"I'm getting to it, just wanted to lay some background as to how the heroes came to be first." Scorpion told the parent. "Anyway, when the Hero Public Safety Commission came about, they knew that to have future heroes, they needed to have schools to teach children how to be the heroes that this country needed. With the limited resources at the time, they could only create two, maybe three schools. But as the saying goes, go big or go home, so the Japanese government decided to put everything in one school, making it the best that they could. So they picked a normal high school, U.A High, as it had the best records for turning out the best students in Japan and so the government hoped that they could turn out the best heroes. Silly I know, seeing how no one knew how to create a hero, but they needed heroes and so they went with things that seemed foolish and hoped for the best."

"But how did U.A become so big?" this came from Inko herself, "If our government had so little resources and had no idea how to create heroes, I find it hard they could get so much land and technology like robots to create heroes."

"And what happened to the vigilantes?" asked Izuku, wondering what happened to them.

"Well, let's start with young Midoriya question," said Scorpion, "for the vigilantes, if they didn't agree to sign a bill to become a hero, they were branded as criminals as they didn't believe that they needed to have a licence to save and help people. Because of this, many of the vigilantes became criminals for doing the right thing as they didn't believe they should be controlled to do so. Many were captured and imprisoned to try and prove a point, but it never really worked. So even to this day, although being a vigilante is against the law, heroes would turn a blind eye to the rare few that are still around as long as they don't commit a crime other than protecting people."

Whilst there were a few who had mixed feelings about this, Izuku wondered if he could become a vigilante if being a hero didn't work out? As he always wanted to help people, but he had to wonder, would becoming a vigilante be a thing for him if he couldn't become a hero? Sure he would be breaking the law, but at the end of the day, as long as he didn't run across a hero who was against vigilantes, he would be helping people too.

"I'll go into this, later on, not today, but heroes can just as easily become criminals in the eyes of the law if they aren't careful." Scorpion warned them all.

"How so?" asked one child.

"As I said, I won't be telling you this today, as you'll already be having a lot on your mind by the time I finish." explained Scorpion, not wanting to burden them all more than he already was. "Anyway, to Ms. Midoriya's ask, how did U.A become so big when Japan's government had limited resources? The simple answer is this, war."

"What war?" asked a parent, shocked to hear this.

"I understand how some of you don't know about this," admitted Scorpion, "a lot of information from the moment quirks appeared until about eighty-odd years or so ago, so it's no surprise that many of you don't know this. So let me explain, this war I'm talking about is because of the law preventing people from using their quirks."

"How can such laws start a war?" asked a parent.

"Because there are certain groups who believe that those with quirks shouldn't be banned from using the gifts that they were born with." explained Scorpion, "There were many groups, the main one here was the Meta Liberation Army which appeared about fifty-odd years after quirks appeared. They believe the free use of quirks is a basic human right, that they should be Ruled by the Strong. And to a point over time I agree with their beliefs."

Seeing the confusion and worry on the faces there, Scorpion went on to explain. "Don't get me wrong, I don't believe in everything that they believed in like we should be ruled by those who are stronger than us, as that could have led to more trouble." admitted Scorpion, "But I did agree that at the time, there should be laws against people using quirks at the workplace or wherever they wanted, but that's because there were more Quirkless people back than there is now. So laws had to be created to protect them. But now, I believe that they should be changed so that they can use quirks whenever they want, but not without laws to prevent them from committing crimes with their quirks."

"Why are these laws still in place with so few people being Quirkless?" asked Yuno Gasai, who was sitting next to her friend, Izuku.

"Name's Asahi Tanaka and I'm a pilot," Tanaka informed Scorpion, "and whilst I myself don't agree with the laws myself, as I've got a Speed Quirk and I love running and wish I could use my quirk to run, but at the same time, I understand these laws. If we change these laws and let people use their quirks as they like, what's stopping those with Flying Quirks flying close to planes and either planting a bomb or creating an accerdent?"

"First, let's begin with young Gasai's question," began Scorpion, "I believe the laws are there to keep the status quo, to keep the things as they are as people don't want change and lose power and control. Something that would happen should the laws change. Many people earned a lot of money with these laws and changing them would make people lose money and people didn't want this."

There were a few people who began to whisper at this, but Scorpion ignore this and went on to say, "As for your question Mr. Tanaka, that's simple new laws. Laws that prevent those with Flying Quirks to fly close to planes or being in the airspace near airports. You know as well as me that planes go higher than most Flying Quirk Users, so having laws saying that they can only fly so high should help. Same with those with Speed Quirks, preventing them from running on the public footpath." then, seeing that the pilot was going to argue about this, Scorpion held his hand up to stop the man and went on to say, "Yes I know this doesn't seem fair, but let me finish. Yes, prevent the Speed Quirk Users from running on the footpath, but instead, create underground tunnels for them to use, to get from point A to point B. This would stop people from getting hurt from those running at top speed."

Hearing this, Tanaka nodded in understanding. He loved to run fast, he feared of hitting people as he ran without meaning to. So having tunnels where other speed type users could run as they like would be very useful, and they wouldn't have to worry about hitting into others.

"Anyway, I believe that laws should be changed, but not through violence as some have tried to do." admitted Scorpion, "But, as long as people agree to keep the status quo or try to use force to change the law, things will never change. I hope that one-day things do change, but only time will tell."

Scorpion smiled as people began to whisper about this, hoping this will get people to think and try to begin to change things. Sure it's only a few people, but wars and change begin with just a few people, so he hoped this would be the start of something that would make things better. There was another reason other than wanting people to allow those to use quirks whenever people wanted, as long as they don't hurt others, and that's because he feared for the future. He knew that with each new generation of children, quirks get stronger and stronger and he feared that if people could use their quirks as they liked, parents wouldn't be able to teach their children how to control their powers and so would not only hurt themselves but others too.

To prevent this, people need to be allowed to use their quirks freely, so that they can learn to master them and in the future, as long as the child doesn't get quirks, people can help the children to master their quirks early instead of forcing them to become heroes to learn about mastering their powers. At the moment, children only learn the basics of mastering their powers, never fully control them unless they become heroes. Scorpion wanted to stop this, as he knew that not everyone wants to be heroes but only does so to learn to master their powers. In the end, many end up dead being forced to be heroes when they don't want to be.

Sure he could try, but he has done it so many times before, but no one would listen to him and so, in the end, give up trying. Instead, he tries to inspire others to do so, in the hopes that they would have better luck than he ever had. What the Undead Hero didn't know was that this was something that Inko knew that Mitsuki wanted to teach their master this, but wasn't sure how to bring it up. But seeing how Scorpion did it instead of them, they could openly talk about it and not worry about saying the wrong things.

"Anyway, back to my story about U.A," said Scorpion, wanting to get things back on track, "because of these freedom groups for quirk uses, there were many battles. But things got ahead when the leader and founder of the Meta Liberation Army, Chikara Yotsubashi or as he was better known as Destro, got arrested and sent to jail and his group got disbanded, about twenty years after it was founded. In fact, a few of the leaders of these freedom groups were arrested over the years. Which was one of the best and worst things to do."

"What do you mean?" asked one of the adults there.

"You see, in each group, there are fanatics, die-hard believers, believers who thought that more should be done for their course. But with leaders like Destro, who controlled the fanatics' hardcore actions. But with their leaders arrested and jailed, things got worse and a grand war began." Scorpion explained to them.

"Forgive me for interrupting, but, I've always wondered, with some of the more powerful Quirk Users out there. What's stopping them from escaping jail or breaking their allies out of jail?" asked one of the adults there.

"Honestly? Nothing." admitted the former hero, "The world was in chaos, trying to figure out how to deal with these new super beings, how to hold them. At the time, they didn't have a place like Tartarus, a place to deal with the most powerful and dangerous of Quirk Users. The only good side of things was that there weren't that many powerful Quirk Users or have quirks that made it easy for them to escape jail. But over the years, we learned that there's nothing like overkill to deal with solutions with Quirk Criminals. So once they found a way to restrain a criminal without them breaking free, they would be in a full-body restraint twenty-four-seven, when they were free, they would have guns trained on them so if they try anything they would be shot. And depending on the quirks, specialised restraints were created to hold them. And only the super-strong Quirk Users would be allowed to guard the most powerful of villains."

"Aren't there any other easier or safer ways to deal with them?" asked Izuku.

"Sadly not as of right now," Scorpion admitted with a sigh, "although, I have heard that there have been a few developments with robots so that guards wouldn't have to guard the powerful criminals. I even heard rumours that there are people researching quirk nullifier items that can nullify quirks so that as long as they wear the item, they couldn't use their quirks."

Hearing this, Izuku wrote down this information, as it was interesting and wondered if it worked, how heroes could use the quirk nullifier items in their support items. Although, he did wonder if such an item would work on some of the Mutant Quirks, as some changed the person fully and so might work differently. It would be interesting to see if they can make it work.

"Once again, back to my story." Scorpion said with a smile, happy that people were listening to his story and asking questions, "Now, without a real leader to prevent them from going overboard, the fanatics decided they would take over and do things their way, which led to a huge war that lasted for years. During that time, many lives, information, buildings and the like were last to us. There was one point in the war when we feared that the world as we knew it would be lost altogether, as a few groups were able to capture some nuclear silos and were going to fire nuclear bombs into our land. As they believed that the best way to create a better world was to destroy it first and rebuild from there."

"What are these nuclear bombs?" asked one of the adults, fearfully.

"One of the worse inventions that one man could ever invent," Scorpion admitted darkly, "depending on how it is used, one bomb could kill thousand to tens of thousands, even more, depending on how powerful it is. But that's not the worst of it, no that was the aftermath. Depending on the weather, the reduction, a deadly gas like poison," Scorpion simply explained what reduction was to those who looked like they were going to ask what it was, "would spread miles upon miles, killing many more people. The worst part of it is that the poison could get into the water, so when the water is absorbed by the sun, when it rains, it could kill even more people. And if enough bombs were set off, the ash from the bombing could not only poison the world but darkened it too, so that it could turn the world into an ice-like world that could have lasted for years and killing everything in the world."

"Thank god, that they didn't use them." said one adult in relief, thinking that seeing how they were still there, these bombs weren't used."

"You're a fool to think that they didn't use them," Scorpion told them darkly, "they set a few off to prove that they had the bombs and were willing to use them. It was only thanks to the fast work of the heroes and those who thankfully had Reduction Quirks that we were able to prevent them from setting off too many more bombs or clearing the towns and areas from reduction. Unfortunately, those who had these Reduction Quirks either died as their bodies didn't have a resistance to reduction, or had to forever stay away from everyone, as their bodies were leaking reduction, which could kill people that they came close to. But knowing these risks, these people used their powers to help the world, making them true heroes in my book."

The people there were shocked to hear this and thankful for these people, it was a shame that nobody knew about them, not even their names. As none of this was in their history books for whatever reason, more than like not want to remember these dark times.

"Now, thanks to this war, things change a lot since," Scorpion told them with a sigh, "as with so many people dead and needing heroes to prevent this from ever happening again, the government took land and used it to make U.A better and stronger, to the school as you know it now. Took about a hundred-odd years, but still, even with other hero schools out there, other than Shiketsu High School, U.A is one of the best and biggest schools in Japan.

"I would also like to say that thanks to the loss of technology and information, we had to come up with new things." explained Scorpion, "Whilst people didn't think of it at the time, it was a godsend, as now we have better, cleaner energy, thanks to scientists being able to create the Arc Reactors that power our towns and energy cells that power our cars and homes in towns that don't have Arc Reactors. It also allowed us to design new tech or support items. Although, thanks to researching quirks and rediscovering lost technology and information during the war, we weren't able to get into space and explore it. But, I have heard that plans to do so have restarted to surface, so we can hope in the upcoming years, we can travel into space once more and explore it."

Seeing how everyone here could tell that Scorpion had finished his story, they began to talk about what they had learned and asked the former a few questions. Which Scorpion was all too happy to answer, although he did lie or not answered a few questions, as some things were better off not knowing.

When they were done, Scorpion said, "As promised, there'll be no classes today, so that you can go home and think about what I have told you today. I'll see those of you who come on the weekends at the weekend, otherwise, I'll see you next week." And with that, the people began to leave, a few of them saying that they weren't able to make it that weekend as they had plans and well be there next weekend.

Once everyone was gone, the only people there were Scorpion, Hellfire, Izuku, his mother and Toga. Here they followed Scorpion to his car where he took them to see his doctor.
