The rain continued outside. People ran around as they tried to hide and take cover from the rain; some fortunate ones stayed inside an inn and their homes; some were unfortunate and had to rely on the little space that rain wouldn't reach. While most of the richer ones cursed and pointed at the blasted rain with their fingers, the poorer rejoiced at the blessing they could get from the rain.

On the farm and outskirts of the capital, the people living in the slums had no means to get clean and fresh water. If this were years ago, the river and lakes would be the place most would frequent and go to get fresh water. 

However, things have changed as they all forms of water were claimed by corrupted officials and the emperor. They no longer could freely go to these places to get their most basic needs without worry.
