Kuzan's arm became sheathed in a layer of frigid ice, and he unleashed five icicles from his palm, which rapidly coalesced into a massive ice sphere that he sent hurtling upwards.
A thunderous "Boom!" echoed through the air as the tremendous Thunder Dragon collided head-on with the massive ice sphere.
The colossal forces created a violent explosion, sending shockwaves rippling outward, and seawater columns burst from the surface of the ocean.
In the aftermath, the two formidable natural forces dissipated into the air, and ice fragments scattered across the sea's surface, forming a chunk of ice.
"Whew..." Chen Fan panted as he remained suspended in the air. Using the Thunder Dragon twice in succession had taken a significant toll on his physical strength.
He observed Kuzan's successful defense against his mightiest attack, along with the third stage of Armament Haki materialization.
Chen Fan recognized that he was not currently a match for Kuzan, and if he persisted in fighting, it would be suicide.
"I look forward to our next encounter," Chen Fan remarked, his expression confident, as he prepared to depart.
Kuzan, however, had no intention of allowing Chen Fan to depart easily. He covered his entire body in icy armor and elementalized himself, ready to give chase.
Chen Fan, anticipating this, gathered the power of destruction into his right hand, forming a thunder spear.
"Here's a parting gift for you," Chen Fan said with a smirk as he gazed at Kuzan rushing up.
He then swung his right hand downward forcefully, propelling the thunder spear at tremendous speed toward the severely injured and unconscious brown porpoise below.
Seeing the impending threat, the adjutant naval officer was tense and uncertain whether he could deflect the powerful attack. Regardless, he didn't hesitate, using his long knife to shield the brown porpoise.
Kuzan, witnessing this, immediately turned and formed an enormous ice shield, several meters in size, just in time to intercept the incoming thunder spear.
The thunder spear relentlessly bombarded the ice shield, attempting to pierce through. However, the ice shield stood resilient, and the thunder spear ultimately exhausted its energy and dissipated into the atmosphere.
Kuzan removed the ice shield, and as he gazed upward, Chen Fan's figure was nowhere to be seen.
At this point, only the trembling pirates and the navy personnel remained in the vicinity.
Facing the irate navy, the pirates felt a sense of despair, realizing that they had lost their chance for freedom and might now face capture.
"Arrest them all, and ensure that Lieutenant General Brown Dolphin receives medical attention," Kuzan commanded.
The terrified pirates had no choice but to surrender and allow themselves to be bound and captured.
They looked on in dismay as they were detained. Lieutenant General Brown Dolphin was swiftly transported for medical treatment.
Kuzan, for his part, ceased thinking about the pursuit and instead picked up a Transponder Snail to contact the Marshal's office.
At Navy Headquarters, within the Marshal's office, Steel Bone Kong was busy processing documents. He paused his work when he noticed the ringing Transponder Snail and answered it.
From the other end of the line, Kuzan reported, "Marshal, I have a situation to report. I encountered Chen Fan, the Blood Tiger, prior to my arrival here.
He severely injured Lieutenant General Brown Dolphin, engaged in a battle with me, and then fled. Additionally, it appears that he has consumed a natural Thunder Fruit, making it impossible for me to catch up with him."
Steel Bone Kong's expression changed dramatically upon hearing the report. With a touch of excitement, he exclaimed, "You mean the individual who escaped from Advance City not only defeated the brown porpoise but also consumed a Thunder Fruit?"
Kuzan affirmed the situation, providing a definitive response.
Having confirmed this, Steel Bone Kong, the Marshal, pounded the table in exhilaration. In this era of increasing chaos, featuring formidable figures such as Gol D. Roger, Whitebeard, Golden Lion Shiki, and the Red Count, facing the emergence of a new adversary, who had not only escaped from Advance City, shaming the Navy, but had now gained the powers of a Thunder Fruit, was a daunting prospect.
Subsequently, Steel Bone Kong reached a decision. He raised Chen Fan's bounty to one billion Berries and issued a Level Two Demon Slaughter Order.
This level of order demanded that if any Navy Vice Admiral encountered Chen Fan while not engaged in an ongoing battle, or if the encounter did not relate to the Draco, and they were not currently on an assigned mission, they must abandon their current tasks to hunt down and capture Chen Fan.
Steel Bone Kong's intention was to eliminate Chen Fan as a significant threat.
Regrettably, he had decided against issuing the highest-level Demon Slaughter Order, which would have dispatched a General-level officer dedicated to pursuing and eliminating Chen Fan.
As such, the Navy was unable to spare a General-level officer due to the ongoing turmoil in the New World.
Three days later, under the scorching sun on an island in the West Sea, Chen Fan observed that his bounty had increased to one billion Berries. His title had also changed to "Thunder God," a change he found satisfying.
He was pleased with the Navy Headquarters for appropriately recognizing his connection to the Thunder Fruit.
Walking through the streets of West Moby Island, Chen Fan made his way to the local Navy branch. His first stop on the island was to secure a navigator for his crew.
After all, sailing the vast sea without a skilled navigator would be akin to aimless wandering.
While he was unaware of Nami's existence at this stage, he did know about Lafitte, the navigator of the future Blackbeard Pirates. Chen Fan sought to recruit a crew member with formidable skills and strength.
This is where his journey truly began, as he started building the crew that would accompany him on his adventures.
