The Third Squad's captain was probably in a where she couldn't respond to the emergency report.

If she was the report wouldn't be sent over the wide area network.

The second Squads aren't able to deploy reinforcements due to lack of weaponry most likely due to the rumors of aircrafts being stolen from the hanger leaving their captain who is a wild case.

Obviously, they are in no situation to respond to the plight of the Third Squad

The Forth Squad are always at ground level, so they don't always get the opportunity to go on airspace neither do they have any aircrafts.

So they're definitely out of the picture.

The First Squad captain always sticks to his motto of leaving the situation to the others. Either the captains of the other squads, or if they aren't around he leaves it to his vice.
