Somewhere above the sky of West blue.
An invisible drone is traveling just below the clouds. It is an advanced technology drone with Invisibility, self-destruct, and sensor technologies installed. It is being controlled from a certain base at South Blue with the help of the underwater network. The drone fly across the sky in the early morning when the sun hasn't risen yet. When its infrared camera caught the sight of an island and its habited area, the control center made it drop a package from the cargo. The package dropped and just after ten seconds, the string that is holding the package burn off and every paper that is holding scattered through the wind.
The package contains twenty newspaper and it is held by a special type of string which burns with air resistance, thus, effectively distributing the newspaper across the resident area of the island.
The same types of drone are traveling through the skies of West Blue and South Blue, distributing the newspapers in the same way. The numbers of package dropped is equivalent to the size of the towns and there are also towns where five packages are dropped. Of course, three huge warships that are traveling through sea of the West Blue also got a package. And, Tsuru who is in charge of the warship where the package was dropped, wake up just before sunrise because of her subordinates.
"What is it, this early in the morning. Don't tell me, we are under attack?" (Tsuru)
"No, Vice-admiral. Please looks at this. This dropped of from the sky. The lookout said, she saw no news coco but, twenty of this newspaper dropped on our warship. It is big news, Vice-admiral." (A marine)
Tsuru also become serious, seeing her subordinate is serious. She takes the newspaper and went wide eyes as soon as she saw the headliner.
'Admiral Muzuka goes berserk, destroying the castle of Illusia Kingdom!!!
A blue-haired angel save the night! '
Reading it further, Tsuru read how the attack on the castle of Illusia Kingdom is written in detail, greatly favoring the 'Blue-haired angel'. The pictures showing how the huge attack of werewolf-transformed Admiral Muzuka destroyed the eastern castle, is shown in big black and white picture. It also shows how the admiral attack the 'blue-haired angel' who is saving a palace maid from being crushed under the pillar. Najenda is also shown in the picture rushing towards the palace maid. The picture description is written like this.
'Heartless Admiral who doesn't care for a life, who is supposed to protect. A blue-haired angel saving the palace maid from being crushed. A vice-admiral rushing towards the palace maid.
In here, we can see the werewolf admiral attacking the blue-haired woman who is saving the palace maid from being crushed with her power. She supposedly has the power to freeze any motion and it can only be used to freeze one thing at a time. Here, we can see clearly how the woman used her precious ability to save a life while a marine admiral is focused on attacking. They maybe enemies who is killing each other but, is it right to ignore a life that can be saved?
On the other hand, we have a true marine saving the palace maid from being crushed. She is a vice-admiral of marine who has supposedly quit being marine after seeing the actions of Admiral Muzuka. It seems, there are also other people on teh palace ground and the admiral did not even cared for those lives that he can save. Is this the justice we need? Is this hoe the true marine, who has sworn to protect us should act? After all this time, are we placing our trust in wrong organization? If so, who should be trusted?
Should we really trust the marine who obey the Celestial Dragons who see us people, nothing more than slaves? Should we really trust the officers of World Government who do nothing but, oppressed us from our freedom? In this pirate infected era, who should us civilians rely on?'
Every news on the newspaper is written in third party point of view who asks psychological questions after stating the 'truth' with 'proof'. Without letting her concentration wavered, Tsuru read the small newspaper which only have 8 pages in total. After reading them all, she was like,
'So, Was I in wrong organization of Justice all the time? Am I doin- Wait. NO! SH*T. I was almost swapped with the flow. *shrudder* This is dangerous.' (Tsuru's thought)
Shocking her head to get the questions out of her mind, Tsuru immediately orders her subordinates to wake up both Garp and Sengoku. Of course, she didn't forget to gather everyone who have read the newspaper on the deck and tell them to snaps out of the questions. And, while she is doing that, Sengoku wakes up first and ask Tsuru about the situation after jumping on her warship. Tsuru just handed him the newspaper who also had the same questions after reading the newspaper.
Tsuru gets ticked off seeing the daydreaming afro man and wash him. Yep. She literally washed him off the psychological questions with her DF ability, Washo-Wash no mi.
Sengoku snapped out of it after being washed and turn to the sides to ask Garp his thoughts but, he found that, Garp has not even bothered to get up. Sengoku gets angrier and orders the warship to shoot empty shell. Instantly, a part of the second warship is destroyed and Garps jumps out of it.
"WHO DARE ATTACK IN MY SLEEP" (Garp)
"I dare, you bastard. Come here. It is serious." (Sengoku)
"*sigh* Another fool to be washed. And, another warship to fix. " (Tsuru)
Grudgingly gritting his teeth, Garp comes over just to get the same reaction after reading the newspaper. Tsuru washed him throughly and makes him focus. Putting her hands on all twenty newspapers, Tsuru asks,
"It seems, this falls off the sky without any news coo in sight. There are twenty of these in total but, it just scattered on the ship dock. There is nothing in the water. So, we can deduce that, it was dropped with a package. And, someone has dropped this with a reason. I am not sure yet whether there are similar things occurring in West Blue but, it is high likely that the newspaper has already spread. I have asked the marine base in West Blue but, no news has come in yet." (Tsuru)
"This is troubling. If even we are swayed by this, there surely will be many people swayed by it. There will be chaos." (Sengoku)
"You said it, Sengoku. There will surely be chaos and maybe this time, Cipher pols will be forced to move too. Ah. A war we can't participate will unfold." (Garp)
"Not 'Can't'. We should not involve. This will be a new type of war. An information war against World Government." (Tsuru)
"Ah. We will see soon how will World Government respond. But, if it is those elders, there will surely be blood." (Sengoku)
"I am certainly not involving myself if it involve fighting civilians." (Garp)
"The same here." (Sengoku and Tsuru)
The three talked and they stands at the front of the ship together, looking at the Illusia Kingdom which is already in sight. Worries and anxious can be seen across their face. It is true that, this is not the first time they fought the information war but, this time, the three are feeling that, there will be some differences with the previous wars.
The three warships arrived at the coast of Illusia Kingdom and walked straight towards the castle. Behind them are four vice-admirals and among them, future admirals Akainu and Aokiji can be seen. With only a hundred soldiers following them, they walked towards the castle where the C.D are attacked. Not long after, a government ship, Cipher Pol also arrived to escort the C.D.
Garp, Sengoku and Tsuru decided to do the funeral for the marines in Illusia Kingdom and after asking for information about Esdeath and her powers, they heads back, to their ships. Though they are curious about the impact of the newspaper in the Illusia Kingdom, they do not ask anything and heads back to the ship. But, before they depart, Cipher Pol approached them and says,
"Lend a warship for the escort of C.D. Elders' order." (The Cipher Pol)
Sengoku frown at the tall man whose face is covered by a red mask and check the papers he is holding. After ensuring that, the paper are authorized by the Elders, Sengoku lend his warship with two vice-admirals, one of them was Akainu.
"Ah. we will also be boarding your ship. Five of us will." (The Cipher Pol)
"Oi. Even if you guys are Cp-0 or whatnot. This is a marine problem. We will handle this." (Sengoku)
"Yes. Clearly, you can't even judge a person's strength properly. Giving 80 million as bounty for a woman who killed an admiral, thrashed a vice-admiral around ,and recruited a vice-admiral." (Cp-0)
"Don't go too far, Cp-0. We also have our pride as a marine and we will catch that woman." (Sengoku)
"Hmph That is all talk anyway. In the end, we will have to get our hand in this-" (Cp-0)
"Oi. You lot, is it alright to come with us? You need to deal with that newspaper too?" (Garp)
Te tension begins to rise a little in the air as soon as the newspaper issue has been made. The pressure coming from the tall cp-o member with a red mask, is enough to makes everyone around thinks that he may be as strong as Garp and Sengoku. But, that pressure soon disappeared and everyone release their tension. But, all of them haven't let their guard down yet. Especially, Sengoku who knows what the man in front of him is capable of. He also knows that if they were to fight, this port and everything around will be destroyed. So, even though Sengoku is angry at the remarks of the red-masked man, he hold his anger. The same is true for Garp, too.
"... We have already taken measure for that. That woman head will be the concrete proof that they have been talking non-sense. After all, they are clearly related." (Cp-0)
The masked man was gritting his teeth and before he or anyone else can say anything, Tsuru intervened.
"There are two conditions. Only if you can follow that conditions, we will allow you on board." (Tsuru)
"..What is it?" (CP-0)
"Catching that woman named 'Esdeath' takes priority. So, we will let you on board if you share all your information regarding that woman. We will also do the same. And, the direction of the warship will be decided by Garp and Sengoku. If you can accept these two conditions, we -" (Tsuru)
"No problem. We accept them. Let's go." (Cp-0)
A tick mark appeared on Tsuru's head but, she calms down soon. All five Cp-0 members, board Garp's ship with the lead of the red-masked man. Garp and Sengoku looks at each other before they follows the five Cp-0. In the back, Tsuru has been writing a note in her book and immediately give that to Aokiji secretly after tearing the paper. Receiving the note, Aokiji is going to question Tsuru but, Tsuru was already boarding her warship with her female subordinates following. Aokiji sighs and looks at the note,
'check the crew'
Of course, Aokiji knows what it means as he also knows how the WG works. They may have planted a spy or something on the warship and Tsuru wants Aokiji to check that. After all, you can't be too careful with the World Government agents, Cp-0 especially. And so, a discussion started on the warship on how they track down Esdeath and her crew.
Meanwhile, in a certain room,
Five old men are gathered and the tension in the room is almost tangible like it can be cut with a knife. That is because of the auras released by all the five old men, who are widely knowns as Gorōsei and their influence over the World Government and its military is paramount and limitless, including command over the Marines, and Cipher Pol. Currently, sitting around in the Room of Authority in Pangaea Castle, their sight are all focused on four documents on the desk. These are not actual documents on C.D bodies but, they are photos of the actual documents. And, the four letters on the document snapped them.
They are already angry as it is because a family of C.D is attacked and to make it worse, they saw the four letters that is clearly the declaration of war.
"'Ignorant', 'Greed', 'Delusional' ,and 'Fool'... all written in ancient letters nonetheless. Have they come out?" (An elder with glasses)
"No, this cannot be them. They have been hiding for 800 years. It is unthinkable that, they come out this recklessly." (An elder with thin physique)
"I agree with that. There is no reason for them to risk getting exposed. But, we cannot rule out the possibilities that, a reckless young one do this either." (A bald elder)
"Esdeath. There is D in her name and her photo shows that, her hair is blue. She cannot be one of them. But, she must have connection to them." (An elder with black hat)
"Catching her alive is the best solution but, her head is need to solve the issue of Illusia Kingdom and that newspaper. Alba, is it? Meaning Sunrise... No matter how I think about it, it cannot be them, the D clan." (An elder with blond hair)
"So, what do we do? It is not big enough to earn IM-sama's attention but, this whole situation is giving me a dangerous vibe." (An elder with black hat)
"... What is important right now is the catching of that woman, appointing a new admiral and maintaining peace in West and South Blue where that newspaper spread." (An elder with glasses)
They begins their discussion again and after thinking carefully, they decided to gives Sakazuki, the admiral position. And, while they are discussing things, the door is knocked and a man enter. A man earing a full-body white suit with his dark green hair neatly combed backward, enters the room and gives his report,
"Five Elders, Cp-0 has found the possible location of the woman named 'Esdeath' and her crew. They have asked for your confirmation on whether they should kill the woman or not." (A man)
The elders looks at each other and nods. The elder with blond hair answers the man, followed up by the man with think physique.
"Tell them to kill that woman and her crew. But, bring back their bodies. We have ways to extract information from the bodies." (An elder with blond hair)
"Yes. I will certainly tell them, that. Then, how should we deal with the Celestial Dragon family that is coming here? Some of the C.D got the wind of the situation and they are demanding answers and audience from all five elders." (The Man)
"Just tell them to patiently wait and the situation will be dealt with quickly. If they barge into the Pangaea Castle, you know what to do right, Dragon?" (An elder with thin physique)
"Yes, I understand." (Dragon)
And so, the man named Dragon exists the room of authority with a serious face. His face do not change through the conversation with the five elders but, when he closed the door and turned back, a small smile form on the face of the man named, Monkey D. Dragon.
