The East Sea
Soon, the number of pirates, bandits and thieves in the sea has disappeared. The Krieg Pirates was mysteriously destroyed and bandits were killed. After a month, the East Sea was completely clean.
"Onii-chan, where are you? Today is the day, you promised that you will come with me." a young boy with straw hat was yelling towards the forest. After walking for some times, he saw a man on a tree sleeping. Seeing as this is a perfect opportunity, he silently stretched his arms and punched towards the boy but found that he was no longer there. Suddenly a hand put pressure on his head and he fell to the ground. The man sat on the back of the boy and said "Luffy, call me by my name and don't try these sneaky moves. Monkey D. family has no man who shoots on the back."
"YISISISISI, don't talk about these things, confrontating you is simply sending to the devil. Let's go, I have made the boat. Today is the day to go to the sea. I am going to be the King of Pirates." said Luffy with grinning face. Seeing his little brother, Raben was happy and helpless. "Haii Haii, let's g..." suddenly Raben turned his head towards the east. Raben was bored so he thought of forming an organization that even the World Government fears and after 3 years of work, he recruited 12 strong person whom he trained towards the peak of this world. Each one has different powers as they have mastered their power to such extent that none would say first if each of them say second. There is even a doctor which can bring dead to the life without any fruit power. As he entered the room, 12 people were already seated as he spoke "East Sea is already clean and now we enact our plan. Each of you will guard a certain area in this place as no crime is allowed. Publish a constitution and law and spread all around the sea. Anyone daring enough to commit crime will be punished according to their crime no matter who that person is. You 12 will lead 12 legions and recruit people, train them, bring them in discipline and station them in each island under your jurisdiction. I want a complete and systematic organization dealing in justice. Don't worry of funding, I will manage it. Its time for
'Justice Cavalry' to come forward and show its face to the world." "Yes, my liege" said everyone as 11 of them left.

Although there is no perfect method, the system which involves people is a better one. But this world is a world where only strength is recognized so what I am doing is making a base so that the democracy I have visualized comes into fruitation. She has a cute face with red eyes and black hair, fair skin and a bright smile. Serika is his life partner that he accepted. He met Serika when he had the plan to form the organization.

Moreover, she ate the devil fruit Tenshi Tenshi no Mi: Model Athena, a devil fruit that converts the user into the goddess of wisdom and war. She is talented both in intelligence and strength. After 2.5 months, Raben went searching for Luffy and starting his journey in the sea. He remembered that according to the plot, Luffy and other 4 crew members should be reaching Logue Town by now. So, Raben flew towards Logue Town.
