We made the former Admiral Ragnarok the exclusive security chief for the World Nobles. I didn't argue with that decision, but now you're suggesting we legalize piracy because you claim there aren't enough forces to handle the New World pirates."

"Why did you even remove Admiral Ragnarok from his post to begin with? Who's better at fighting pirates, the young former Admiral Brontes, or a group of pirates who only know how to loot and kill innocents?"

"I agree that we don't need the Shichibukai System. If we're worried about the rising of new pirates, we should have Admiral Ragnarok lead a strong naval force to secure the New World." Another king added.

"In the past few years, Admiral Brontes has made a name for himself at sea. He's as good as an entire Overlord pirate crew. I don't see why we need to legalize pirates. This Seven Shichibukai idea seems like a joke." A king from the South Sea stood up and said.

 

Speaking up, a king from the West Sea said: "I can confidently say that Admiral Ragnarok, who is in his thirties and at his prime, is being wasted guarding the World Nobles. He should be out at sea, stopping and capturing pirates. The Five Elders just said that the New World's power structure is set, with the Whitebeard Pirates, Red Hair Pirates, Beast Pirates, and Big Mom Pirates leading. They're even starting to divide the New World among themselves. Admiral Ragnarok has been able to stand up to these crews for years. He's been in the New World for over a decade, and we haven't seen those pirates cause any major trouble."

The Five Elders and the others were caught off guard; they hadn't expected Admiral Brontes to have such a strong influence on the hearts of the kings from allied nations.

This influence only solidified their resolve to suppress Brontes's power, fearing that it would become even harder to control him in the future.
