"Garp! Why don't you stop your family from causing more trouble? The WG has decided to increase your son's bounty to 600 million bellies." Sengoku was annoyed. If someone spreads the information that the Marine hero's son left the Marines and started a criminal organization then it'll cause a scandal.
"Hey! I don't believe that it's my fault, Dragon has grown up and he has his own ideals. Thankfully he is still filial and gave me a healthy grandson, I'll ensure he becomes a good marine." Garp answered as he ate rice crackers while sitting leisurely on the sofa. Vice Admiral Kuzan was yawning while sitting on the side.
"You better not mess up this time!" Sengoku sighed and gave up. Garp's tone and track record in parenting didn't inspire any confidence.
"Sengoku, Garp thankfully both of you are here." Tsuru entered the large office with Gion.
Both of them stopped bickering, "What happened Tsuru?" Sengoku became serious.
"You need to see these files and videotapes from West Blue."
"Who caused trouble this time?" Garp said while picking his nose.
Tsuru started to explain, "His name might sound a little familiar, Victor Moriarty the new heir to the five families in the West Blue, the grandson of Don Adolf who passed away recently."
"The underworld huh? West Blue is the major hub for crime because of those bastards." Garp commented angrily.
"They run by their own rules, it's not uncommon for them to do secret deals with the World Government involving slave trade, weapons smuggling and goods dealing.", Kuzan became serious and waited for Tsuru to speak.
"A few days ago, a massive war broke out in the Underworld..." She continued to explain the whole scenario of how Bege using his devil fruit powers amassed a 5000-man army and went on a warpath by silently defeating the three families the Boscos, the Luciano and the Genovese. She also explained all the whys, whens and whats of this final war where the Sanchez family defeated the tyrant after allying with Moriarty.
"The troubling part is they have come under one umbrella and formed the Syndicate, intel suggest they aim to unify the West Blue Underworld."
"Where does Victor fit in this scenario? From what you have told us Sofia Sanchez is the leader of the Syndicate. Shouldn't we focus more on her?" Kuzan voiced out his doubt.
"If my guess is right, Victor is the mastermind behind all of this and Sofia is just playing along for some reason. The Sanchez were bound to lose against Bege but somehow Victor's presence completely flipped the outcome. Even though we don't have images, word of mouth suggests he singlehandedly defeated Bege after eating an unknown zoan type devil fruit. The witnesses have even given him the name, "The angel of Death" so he isn't trying too hard to hide his strength."
"How strong is he?" Sengoku questioned.
"At least rear admiral level but he's still has his mafia family to support him. Now I am going to show you the only video we have of Victor Moriarty, I want your opinions." She started to play Victor's first public speech on the large screen in the meeting room using a projector den den mushi. The video started playing and a young man dressed like a military general appeared on the screen. He looked handsome but there was an air of coldness around him. Most of the Mafia Overlords led a secretive life, so it was very rare to see someone openly addressing the public. Garp, Sengoku, Aokiji and Gion, everyone present in the room had their worldview turned when the young man bowed to the hundreds of civilians and asked for forgiveness. They were more shocked after Victor revealed his plans to ban the slave trade in his territory permanently while also promising a better life for everyone.
"Today I am here to invite anyone who dreams of a better future to participate in this experiment. I want to prove them wrong, and show them that every life has meaning and something positive to offer to this world." Victor's speech was followed by loud cheers and cries, the fevered crowd shouting 'Hail Victor' rang in the room as the video came to an end.
Garp was the first one to respond, "He should become a marine, I like this brat. Even though he is from a shady background I admire his sense of justice."
"What if he's just pretending? It could all be a lie, I can't trust someone who's a mafia boss." Gion commented.
"No! Victor meant what he said, he conducted massive raids and freed all the slaves in his territory. Furthermore, the numbers of pirates and human traffickers operating in that area have drastically reduced after the purge." Tsuru confirmed. "How should we deal with the situation? They are unaffiliated territory so it doesn't belong under our jurisdiction?"
"He's a good leader for the people, I don't think he committed any crime by killing another criminal." Garp voiced his thoughts.
"But banning slavery in West Blue won't stop the trade. The traffickers will target the other four blues so the marines will have to bear the brunt of this decision." Sengoku started to think about the future consequences.
"I'll discuss it with the higher-ups, for now, tell the marines to monitor the situation closely," Sengoku ordered.
"Let me go to the West Blue personally, I want to have a talk with him," Tsuru said suddenly causing everyone to look at her.
"I'll go with you, I am getting bored staying in HQ."
"Garp! Don't think I don't know your plans. You are not getting any holiday."
"Tsk!! Sengoku, you can't stop me today. There's nothing interesting happening in Grand Line, I am leaving with Tsuru."
*Sigh* "Tsuru, make sure he doesn't cause any trouble. Both of you are assigned a diplomatic mission to West Blue, your main objectives are to monitor the situation in the underworld, take action if things get overboard and track the movements of the Revolutionary Army while you're at it."
"Aokiji, want to join us?" Garp asked
"It's too troublesome, I'll respectfully decline the offer. I'll just guard the HQ." He said while yawning. After everyone left the room only Tsuru and Sangoku were present in the room.
"What are you planning Tsuru?'
"I'm doing this for Rosiante and put the culprit behind bars in impel down."
Sengoku was silent as many memories of his adopted son flashed before his eyes. He wanted to know what happened on that day, he needed closure too.

Meanwhile in the Grand Line: Foolshout Island
Many defeated marines were scattered on the ground and three fishmen stood on the battlefield. The townsfolk watched all this in horror and a young girl named Koala couldn't help but brawl on the ground. She felt shame and anger at her own people for betraying her saviour Fisher Tiger and calling the marines.
"Brother! Let me kill these marines and the townsfolk, they dared to betray us even after we took all the trouble to bring her home safely." Arlong gritted his teeth in anger.
Jimbei couldn't help but remain silent, he waited for Fisher Tiger's order. Today brother wanted to come alone in order to not scare the townsfolk but at the last moment he decided to bring them along. Who'd have expected the human would betray them and call the Marines? Thankfully both of them were hiding nearby and immediately took action when they noticed the ambush to assassinate Fisher.
"Let's leave." He took a last look at Koala and left.
"Tsk! I'll come back one day!" Arlong spat towards the townsfolk and turned away.
"Brother! What should we do now?" Jimbei asked.
"Bring my den den mushi! Ask the crew to set sail before reinforcements arrive.
"Yes, brother!" Young Jimbei nodded and didn't ask further questions.
