A syndicate of some sort which is suspected to have committed numerous crimes"

***The baroque works organization was a syndicate which mostly employed common bounty hunters and mercenaries ( who were motivated by the half-truth that they were building a new, "ideal" nation)

"One of such crimes was the trafficking and perhaps future utilization of dance powder which they said was ordered to be transported to Alubarna by king Cobra himself, though through further interrogation as you've ordered we've managed to gauge the real truth behind the powders use . " Spike reported , his face also twisting into a frown the more he read the piece of part in hand .

" A Powder that was outlawed by the world government decades ago, now being used once more ? No wonder this country had gone three years without rain. Dance powder is said to cause artificial rain yes, but the process in which the artificial rain is created matures clouds that aren't ready to rain yet. " kenshin voiced reminiscing back on the use of the illegal substance

"The clouds would have rained on their own, but at a later time and most likely in a different location.When Dance Powder is used, all of the water contained within these clouds would've all been used up. Because of this, other countries and locations who would have naturally benefited from the rainfall when these clouds naturally matured would be greatly deprived of rain." Kenshin finished.

Getting a nod from both his superiors

"And now some one has been using this substance for the past three years which was causing the ensuing drought and they perhaps would eventually blame it on the royal family and the king for its use " Gyro disclosed.

"It's apparent that my suspicions were true after all . Someone within this country is planning to wrought chaos to gain power , and the fastest way to to do so was through a civil war. Their plan to frame noble king Cobra into a tyrant while supporting those that prepared to resist the current rule and status quo of things, hence the rebels, whose numbers have been increasing in thousands by the day . " Gyro spoke up while bringing his hands to bare under his chin.

'Chaos is the ladder huh ? How cunning of you crocodile ' he thought

"But the perpetrator or perpetrators of such treason will be hard to find if even possible at all ! The baroque work agents are mere foot soldiers who hardly know anything , much less the notion of who their boss might be " kenshin spoke again

" True but it ain't impossible and we'll find the suspect easier to apprehend than you think Zach . The shichibukai crocodile is one of my main suspect so far . The sand devil fruit user might fool the people of the country with his tales of heroism but not me . I know well of his nature as a pirate so do you . That man is planning something I can feel it . "

"That's dangerous Captain. If you're proven wrong and headquarters learns of this there might be serious consequences for us all " Spike warned .

"True but I trust my gut and there is proof out there just waiting to be discovered and discover it we shall " .

"There's no changing your mind about this isn't it ? " spike asked with a sigh knowing his answer already.

" You should know me good enough by now spike " Gyro chuckled

"And when was I ever wrong? " the captain said shamelessly

"Dozens of time captain" kenshin countered remembering how some of Gyro's predictions ended .

"Full speed ahead to Erumalu and from there Yuba then rain base. And I repeat we shall not let it be known to crocodile that he's under suspicion, and for now we shall withhold any information from the king until we are ready to act . Who knows if there are spies around him . "
