Rank E= Novice Skilled

Rank D= Adept Skilled

Rank C= Expert Skilled

Rank B= Mastery Skilled

Rank A= Superhuman Mastery Skilled

Rank S= Transcended Mastery Skilled

Stein has 10 on all his SPECIAL's, because his a soul fragment from the main character in Fallout Game Merchant. He was also Ranked A and S on all his Haki and Rokushiki Skills, But when he fragmented from his soul, he lost most of his skills and just kept his base stats.
