24 How to defeat Suna

"Damn Hokage! I won't accept it..." accompanied Akahoshi's furious roar.

Akahoshi met an unwilling demise before realizing his dream of becoming a Kage. His death was gruesome, as Tobirama, in a hurry, dismembered him alive with a multitude of high-pressure water blades.

"That's the extent of it..."

Tobirama shook his head, displaying disdain for Akahoshi's limited strength. Despite implanting the meteor, Tobirama had expected Akahoshi to at least reach Kage-level, but the reality fell short, not even achieving elite Jonin status.

Concern about the strength of the Hoshi lingered in Tobirama's mind. If a character like Akahoshi could cause havoc, he questioned their ability to counter Suna's guerrilla tactics.

After stretching, he approached to inspect the remnants of the meteor. A faint aura, similar to that of a tailed beast, emanated weakly.

He sighed, contemplating Akahoshi's audacity to attack him. It seemed the man had never encountered a formidable opponent in his life.

"Excuse me, are you the Hokage?" A timid voice interrupted his thoughts. Turning around, he saw a gray-faced kunoichi with watery eyes and a group of Hoshi refugees.

"Yes, I received your request for help from the Star Ninjas," Tobirama responded calmly.

"I knew Sumaru could get help!"

The refugees rejoiced, relieved that Akahoshi had been killed.

"Thank you, Hokage-sama. Without your help, we would have all perished at the hands of Akahoshi," the kunoichi expressed with a deep bow.

Tobirama frowned as he surveyed the few hundred refugees. Wondering if they were the sole survivors, he inquired, "Are there only a few people left in your village?"

"That's not the case, Hokage-sama. The other ninjas in the village have already retreated to a safe place to evacuate the civilians. I chose to stay behind to seek help," the kunoichi clarified.

Relieved, Tobirama wanted to ensure his intervention wasn't in vain. He asked for her name.

"Hokuto, Hokage-sama. My name is Hokuto," she replied.

"Hokuto, go and inform the surviving ninjas from your village. My condition for rescuing your village is that all of your ninjas join Konoha. The ones who sought help have already agreed to this, and I expect you to honor the commitment."

Hokuto seemed surprised by the request, but realizing its magnitude, she promptly agreed, "Hokage-sama, I will tell them, and I will ensure a satisfactory response."

Tobirama nodded, watching Hokuto dash towards the evacuation site.

Turning to the refugees, he declared, "You all, come and join Konoha. I will send someone to guide you."

With those words, he activated the Flying Thunder God Technique, returning instantly to Konoha, leaving the refugees looking at each other in uncertainty.

Upon Tobirama's return to Konoha Village, a crucial high-level meeting convened to discuss strategies against Suna's guerrilla tactics.

Tobirama briefed the officials on Suna's anticipated tactics, eliciting grim expressions from the gathered high-level officials. The potential toll of a confrontation with Suna weighed heavily on their minds.

"Everyone, I just got back from dealing the problem in the Star Village. Good news though, their ninjas are joining us here in Konoha. They've got this secret technique called the Mysterious Peacock. It lets them manifests wings made of chakra and fly!"

Everyone immediately recognized the strategic advantage this could provide. They brainstormed excitedly, devising a plan to utilize the star ninjas for aerial combat against Suna's guerrilla warfare.

Amidst the preparations, Tobirama utilized the Flying Thunder God Technique to return to the Star Village. There, he escorted the newly elected leader back to Konoha, solidifying their village's integration.

The Star Village leader revealed that 43 ninjas had mastered the Mysterious Peacock to the flying level. Tobirama personally headed to the Star Village to gather these 43 ninjas, and he even promoted them the rank of Jōnin. This news thrilled the group of star ninjas, now officially Jōnin, as they eagerly thanked the Hokage for the honor.

With the decision made, Tobirama awaited the impending clash with Suna
