67 Chapter 67: Manipulation

Making people revolt wasn't as simple as it sounded, first you needed to have a group of people that were unsatisfied with the way they were being governed or were dissatisfied by the rules that were set up around them, then you had to unite the people by using a shared purpose, in this case, Naruto could make that purpose overthrowing the rule of the Mizukage, another thing that he could use was the oppression that the civilians faced since the ninja of the village don't care about them.

But convincing people to revolt wasn't simple either, the people of Kiri were too scared to revolt, they didn't hold any power and the ninja population was too strong, the Mizukage and his ninja would immediately destroy any revolting organization, and the civilians were convinced that they could do nothing but wait to either die or wait until the rebellion defeated the Mizukage which wouldn't happen anytime soon.

Naruto walked out of the house that he temporarily resided in and did his usual morning routine, the man he had replaced was called Kazuto and worked in a small shop where he sold all kinds of things, most of his day was spent working in the store, afterward, he would go to a bar that a few Jonin of the village often frequented that he had slowly befriended, they didn't trust him just yet but after enough alcohol, they believed that he was so drunk that he couldn't possibly lie about what he said and since they only sensed civilian level's of chakra from Naruto they started trusting him.

What Naruto was doing was slowly injecting his chakra into everyone, Genjutsu wasn't his strong point but he was naturally incredibly good at it because of the Gamer System, good enough to slowly be able to manipulate Jonin's without them noticing, spiking alcohol with chakra suppressants wasn't challenging to do so he slowly managed to make the Jonin like him so much that they would pretty much never betray him unless the Genjutsu was broken but that could only happen if someone Sasuke or Itachi removed it with their Sharingan, and since there was no one like that around Naruto was almost 100 percent certain that they would stay under his illusion forever.

Another thing he did was spread false information, working in a shop meant that he would meet a lot of people each day and that meant that he could easily spread information and he could even make people like him more since he could give people discounts on products saying things like that they were special customers or that they were lucky and got a special discount, of course, this only worked if he didn't overdo it so he made sure to keep it to a minimum.

Slowly but surely the discontent among the civilians grew, being fed false information and with many being manipulated by Naruto into hating the Mizukage and the ninja of the village, he also managed to get the Jonin to join in on his plan, they hated that they had to cut down their former friends, family, and comrades because of the Mizukage, and through those Jonin he slowly managed to manipulate quite a lot of young Genin and Chunin.

Now Naruto could start the second stage of his plan.

What he needed to do now was to start a sort of 'organization' that would oppose the Mizukage, by working at the store he managed to easily gain members, and soon he would be having his first meeting with them, he would introduce his ninja followers to the civilian ones and then motivate them to work together on starting a revolution, of course, there's no way they would ever be able to truly create a revolution but Naruto's job was to simply to cause as much chaos as possible in order to make an opportunity for the rebellion to attack the Mizukage.

In a few minutes, Naruto would meet up with his followers and convince them to join him in his cause for real, not just joining an organization, it would need a lot of convincing and lying but Naruto was convinced that he could do it, so with confident steps he walked into the meeting room where around 200 people had gathered.

"I thank you all for agreeing to come to this meeting, and I hope that by the end of this I can convince all of you to join my side," Naruto exclaimed making the people quiet down.

"The reason that I have called all of you here is to introduce you guys to each other and to tell you why I am doing what I am doing, first of all, some of you here are civilians and some ninjas, and I know that you may dislike each other, some even hate each other, but I am convinced that we can get over our differences not just for the cause of ourselves but the for the cause of others, how many people have already died in this war? thousand of our people have perished, all of us have lost friends, family, comrades, and lovers, how long do you want to sit around doing nothing? Letting the Mizukage dictate our lives, sending our brothers and sisters into a war that we don't want to fight in, I want you all to join me, I want you all to realize that doing nothing will not solve our problem, the only way we can go back to our old peaceful life is by creating a revolution! We need to unite ourselves and fight back against the Mizukage! Will you join me my brothers? Will you join me and defeat the Mizukage with me?" Naruto shouted out and emphasized by putting a bit of chakra into his voice, and banged his fist into the table in front of him.

And it seemed like it had worked, the crowd had become rallied up many of them shouting out in agreement, the few that were unsure or didn't agree eventually got convinced by group mentality that what Naruto said was correct and eventually joined in.

Naruto smiled on the inside, he succeeded, now he simply needed to rally more people onto his side and wait for further instructions from Mei, and then they would attack if everything went according to plan they would be able to end the war within 6 months.
